October 23, 2014
Call to order:
The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
October 23, 2014 at 4:36 p.m.
Roll Call:
The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price,
Mr. Will Barrett,Ms. Kate Chieves,Mrs. Jean Davis,Ms. Lenore Kirkpatrick and Mr. Larry Smith.
Members Absent:None.
Quorum present
Also present was Mr. Joel Duke, City Planner and Ms.Alisa Morgan, Secretary.
Minutes:
Mr.Barrett moved to approve the minutes of the February 27, 2014, May 22, 2014 and August 28, 2014
meetings.Mr.Price seconded the motion. The motion passed unanimously.

Certificate of Appropriateness
Alteration-Front Door & Handrail

Webb Smith of Pine Creek Builders, petitioner’s representative, presented the request for Certificate of
Appropriateness for renovation to the front door entrance as presented in the submitted plans.He stated
that the door would be a three panel unit with a single door in the center in mahogany finish.He stated
that there would be hand railings added on each side of the brick steps.
Mr. Duke provided the staff report for the Certificate of Appropriateness request for alteration to the front
door and handrail. He stated that the building was a non-contributing structure build in 1993. He stated
that the proposal does not distract from the historic district. He recommended approval.
There were no public comments.
Mr.Smith moved to approve the alteration to the front door and handrail at 310 Washington Street as
submitted.Mrs.Chieves seconded the motion.
The motion to approve passed unanimously.
Miscellaneous:
Mr. Duke informed the Commission that a stop-work order on repair to wooden siding was issued for the
property at 178 East Main Street. He stated that the property owner was replacing the wooden siding with
vinyl siding. He asked if the minor repair would be permissible for staff approval or if preference was for

the Commission to review. With the Commission having numerous questions to be answered, Mrs. Davis
recommended that the request be referred to the HPC Commission.Mr. Price seconded the motion.The
motion passed unanimously.
The HPC voted unanimously to reschedule their regular meetings in November and December due to
holidays. November 27th meeting rescheduled to Wednesday, November 19, 2014 and December 25th
meeting rescheduled to Thursday, December 11, 2014.

Evaluation:
The requested alterations were reviewed against the standards contained in the Prattville
Residential Design Review Guidelines Manual. The relevant sections of manual are
included. Staff comments/evaluations are summarized at the end of each section.
Item 1.Replace existing front door and surround
Doors (Page 18)
Doors are often buildings’ central visual elements, so are particularly important features.
Historic entrances and doors should be retained, visible, maintained, and, if needed,
repaired.Missing or severely deteriorated doors should be replaced with historically
appropriate doors.Screen,storm,and security doors should not detract from the historic
appearance of their building.
2.Primary entrances to commercial buildings should be universally accessible. If this
is not possible, alternative entrances should be available, clearly marked, and
maintained to the same standards as the primary entrance.
3.If historic doors do not allow for universal access, they should be retrofitted to
provide it.
5.Owners are encouraged to replace missing or severely damaged historic doors with
new doors that replicate the originals or other historic examples.
6.Clear-glass single-light painted wood doors with or without paneling are most
appropriate for replacing primary doors in the district’s commercial buildings. The
opening in secondary entrances may be smaller or doors may be solid wood. Dark
or bronze anodized metal, though less appropriate, may be substituted for wood.
Analysis:
While the building is not considered historic, the applicant’s proposed door and surround
replacement is in keeping with the Commission’s guidelines and the style of the structure.
