CITY OF PRATTVILLE PLANNING COMMISSION MINUTES November 19, 2020 Call to order: Chairman Tim Smith called the meeting to order at 3:04 p.m.
Roll Call: Members present were Mayor Bill Gillespie, Councilman Chambers, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, and. Absent: Mr. Seth Hayden, and Mr. Mugs Mullins.
(Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary.
Minutes: Mr. Gardner moved to approve the minutes of the October 15, 2020 meeting. Mrs. Paula Carpenter seconded the motion. The motion passed unanimously.
Committee Reports: There were no reports to be made.
Old Business: There was no old business to discuss. New Business: 1. Zoning Amendment: Rezoning from R-3 (Single Family Residential) to T-2 (Mobile Home Parking) 228 Lewis Street Location: 228 Lewis Street Petitioner: Linda Rosschild Mr. Williams provided the staff report for the zoning amendment for property located at 228 Lewis Street. He stated that the petitioner is requesting to rezone approximately 0.19 acre parcel from R-3 to T-2. He stated that the staff recommends approval of the proposed rezoning as it is consistent with the
neighborhood. He also stated that there were two emails sent. One was from Melissa Pickett in support of the rezoning and the other was from Mr. and Mrs. Craion opposing the rezoning.
Chairman Smith opened the floor for public comments. There being none, the public hearing was closed. Mr. Gardner introduced a resolution recommending approval of the zoning amendment located at 228
Lewis Street and moved for its approval. Paula Carpenter seconded the motion. After no further discussion, the vote was called. The motion to approve passed 5-1, with Mayor Gillespie casting the no vote. 2. Adam and Shannon Morrell, 818 Dunvegan Drive, Prattville, AL 36067 is seeking to re-plat Lots 25 and 28 of Oak Creek Plat No. 1 (Book 2005 Page 6) to encompass all the property that is owned by Adam and Shannon Morrell into one single parcel.
One requirement is to submit contour and topography information for the development. Since this is an existing approved subdivision, we are requesting to not provide this information. At such time that any development is proposed on this combined lot, a site plan will be submitted will all required information to be reviewed before any construction is started.
