January 28, 2021 Call to order: The secretary called the regular meeting of the Prattville Historic Preservation Commission to order on
Thursday, January 28, 2021 at 4:33 p.m. Roll Call: The secretary called the roll. Members present were Mr. Zack Barker, Ms. Kristi Rollins, Mrs. Teresa Nettles, Mr. Tim Sanford, and Ms. Taylor Stewart. Members Absent: Mrs. Jean Davis and Mr. Scott Ferguson.
Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner, and Ms. Alisa Morgan, Secretary. In the absence of a Chairman and Vice-Chairman, the secretary opened the floor for nominations of an Acting Chairman. Mr. Sanford moved to nominate himself to act as Chairman. Mrs. Nettles seconded the motion. There were no other nominations. The vote was called and passed unanimously. Minutes: Ms. Rollins moved to approve the minutes of the December 10, 2020 meeting. Mrs. Nettles seconded the motion. The motion passed unanimously. Committee Reports: There were no reports to be made.
Old Business: Certificate of Appropriateness Addition-Construct garage, media/storage room, and detached RV garage 126 East 5th Street J.B. & Jaylene Carteret, Petitioner This agenda item received partial approval for a Certificate of Appropriateness. The remaining items were tabled to allow the petitioner to provide more detailed information on the media/storage room and the attached garage and the detached RV garage. The petitioner has requested that the items be held until the February (25th) meeting. Mrs. Nettles moved to hold at the petitioner’s request. Ms. Stewart seconded the motion. The motion to hold passed unanimously.
New Business: Certificate of Appropriateness Addition-New Parking Lot 130 West 4th Street Ward Chapel Church, Petitioner Mr. Rigsby provided the staff report for the Certificate of Appropriateness for a new paved parking lot at 130 West 4th Street. He stated that the staff recommended approval.
Ananias Perry, was present as the petitioner’s representative for the Ward Chapel Church.

Acting Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. After no further discussion, the vote was called. Mrs. Nettles moved to approve the request as submitted. Mr. Barker seconded the motion. The motion to approve passed unanimously. By-Laws Review: The Commission reviewed the current HPC Bylaws as approved in September 2020 and found them to be in good standing. Election of Officers: The Commission held their annual election of officers. Mrs. Nettles moved to nominate Mr. Sanford as Chairman. There were no other nominations. The vote to elect Mr. Sanford as Chairman passed
unanimously. Mr. Barker moved to nominate Ms. Stewart as Vice-Chairman. There were no other nominations. The vote to elect Ms. Stewart as Vice-Chairman passed unanimously. Miscellaneous: Mr. Stephens discussed with the Commission Project Prattville 2040, the comprehensive plan update and plans to improve the HPC’s current guidelines. Chairman Sanford formally welcomed the newest members to the Commission: Mr. Zack Barker, Ms. Kristi Rollins, and Ms. Taylor Stewart.

130 Fourth Street (Ward Chapel A.M.E. Church):
c.1891; one story over raised basement, frame (now
covered with brick veneer except for pediment of
facade), rectangular with gable roof and projecting
corner belltower capped by pyramidal steeple, Gothic
window openings all round. Building severely altered in
1953, including brick veneer and present brick-pier
porch. African Methodist Episcopal congregation
purchased church site in 1891 for $150 from estate of

Merrill Pratt, Daniel Pratt's nephew. Church erected soon
afterward.
Proposed Alteration, Renovation or Addition
The following alterations have been requested by the applicant. See the application
included as Attachment A for a description of each element.

PLANNING STAFF EVALUATION:

Site Visits Conducted: January 2021
Recommendation: Approval
Proposed project is in keeping with the Historic Preservation
Commercial Guidelines. Proposed project does not detract
from the existing structure.
Evaluation:
Since the subject property/structure was initially developed as, and remains a commercial/institutional
structure, the requested alterations were reviewed against the standards contained in the Prattville
Commercial Design Review Guidelines Manual. The relevant sections of manual are included. Staff
comments/evaluations are summarized at the end of each section. The following changes are proposed:
1. Replace current parking lot with asphalt paving
Parking Lots (page 47)
Parking lots can have dramatic affects on the historic character of the district. Their
construction should include planning to mitigate these affects by avoiding the demolition
of historic buildings or the creation of large physical voids in the landscape.
1. In planning and constructing parking lots, historic landscape elements, particularly
buildings, should be protected.
2. In the commercial downtown, the current pattern of street parking and locating
parking lots behind historic buildings and out of pedestrian view should be
continued.

3. Shared parking used by businesses or institutions with different peak use times
should be utilized.
4. Parking and pedestrian areas should be clearly differentiated.
Item 1 Recommendation: Approval
There is little guidance in the Prattville Commercial Design Review Guidelines specifically
concerning development or modification of parking lots. The majority of the guidance is along
the lines of maintaining and preserving the historic landscape elements, historic buildings, and
pedestrian areas. The existing parking facility at Wards Chapel church is made up of crushed
gravel and grass. Applicant is proposing ____ parking spaces in the new asphalt parking lot.
