CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES May 27, 2021 Call to order: The Chairman called the regular meeting of the Prattville Historic Preservation Commission to order on Thursday, May 27, 2021 at 4:30 p.m.
Roll Call: The secretary called the roll. Members present were Chairman Tim Sanford, Vice-Chairman Taylor Stewart, Mrs. Jean Davis, Mr. Scott Ferguson, and Ms. Kristi Rollins. Members Absent: Mr. Zack Barker
and Mrs. Teresa Nettles. Quorum present
Also present was Mr. Scott Stephens, City Planner; Mr. Tommy Williams and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the April 22, 2021 meeting. Mr. Ferguson seconded the
motion. The motion passed unanimously. Committee Reports: There were no reports to be made. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Sign-Replace existing sign 103 W. 6th Street
Bethlehem CME Church, Petitioner Mr. Williams provided the staff report for the Certificate of Appropriateness to replace an existing sign with a new sign located at 103 West 6th Street. He stated that the petitioner is proposing to place a double sided sign on metal posts with exterior light reflecting on the sign.
Ken Jones of Southern Sign Crafters, petitioner’s representative, presented the request for the proposed sign to be located at 103 W. 6th Street. Chairman Sanford opened the floor for public comments. Jackie Williams, representative of the Bethlehem CME Church, gave background history of the church. She stated that they are requesting the 8’ 8” height
to allow the placement of the original bell which is part of the church. The public hearing was closed. Chairman Sanford opened discussion for the Commission. In their discussion, the Commission felt that the proposed aluminum does not complement the existing church and the proposed height was more than what
the guidelines allowed. Ms. Rollins moved to postpone to the next meeting. The motion failed for a lack of a second.

Mr. Ferguson moved to approve the request contingent that the maximum height does not exceed 7’ and
the posts are wrapped with brick to match the existing church. Ms. Rollins seconded the motion. After no further discussion, the vote was called. The motion to approve passed by majority vote as recorded. Favor: Mr. Ferguson, Ms. Rollins, Ms. Stewart, and Chairman Sanford. Oppose: Mrs. Davis.
Certificate of Appropriateness Alteration-Replace wood with vinyl siding, window and door repair 122 Oak Creek Circle Edward Smith, Petitioner Mr. Williams presented the request for a Certificate of Appropriateness to make alteration to property located at 122 Oak Creek Circle. He stated that the petitioner is requesting to replace wood with vinyl siding, and repair window and door. He stated that the staff recommends approval. He stated that the
structure is non-contributing to the district. Brenda Smith, petitioner, stated that they are requesting the Certificate of Appropriateness to make alteration to property located at 122 Oak Creek Circle to make the exterior maintenance free and to improve the aesthetics of the property. Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed.
Chairman Sanford opened discussion for the Commission. In their discussion, the Commission felt that the proposed were in-keeping with their guidelines and the property is non-contributing to the historic district. The vote was called. Mr. Ferguson moved to approve the request as submitted. Ms. Stewart seconded the
motion. The motion to approve passed unanimously. Miscellaneous: Mr. Stephens reminded the Commissioners about CAMP Training scheduled for June 18 and June 25. Adjourn: With no further business, the meeting was adjourned at 5:09 p.m. Respectfully submitted,

Since the subject property/structure is surrounded by residential properties, the requested alterations were
reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual.
The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of
the section.
1. Exterior signage for church campus
Signs (Residential Guidelines Pg. 34)
Signs are important means of advertising and establishing business identities, and
establishments should have flexibility in determining what modern signage to use while
respecting the residential character of their host neighborhoods.
1. Sign usage should be kept to a minimum. In residential areas no more than two signs should
be placed on the property.
2. New signs should be of an historically appropriate appearance using materials and finishes
that complement the building.
3. New signs should be scaled to be in proportion to the property.
4. Simplicity in design and content is recommended.
5. Colors used in signs should be coordinated with their buildings. Three colors or less should be
used per sign.
6. Lighting sources for signs should be external and concealed.
7. New signs should be installed in locations historically used for signs such as on awnings, on
upper façade walls covering five percent or less of the wall surface, inside windows, or

projecting from the building façade or elevation. Signs should not cover or obscure
architectural features.
8. Signs should be placed on facades using methods which do not extensively remove or
damage historic fabric such as brick or wood.
Analysis:
The proposed replacement of the primary church sign located within a residential district as
part of the Historic District. Proposed 8’ 8” tall x 8’ 0” wide sign structure will be located at the
northeast corner of the property, the southwest corner of Sixth Street and Chestnut Street. The
proposed location is the approximate location of the existing monument sign.
The proposed sign structure is significantly different in size, appearance (materials) and style from the
existing sign structure. Proposed sign is significantly larger than the existing monument sign
structure, which measures approximately 4’ tall and 5’ wide. Materials of existing monument sign are
brick and a sign panel, whereas the proposed sign structure is a steel frame and surround and backlit
partially transparent panels. Finally, the style of the existing sign structure is a low, ground mounted
monument sign and the proposed sign structure is a tall freestanding sign mounted on posts.
Additionally, the applicant is proposing to mount a bell underneath the sign structure.
Special attention should be given to encourage applicant to redesign sign to meet the character of the
Historic District.

Evaluation

Item 2. Windows Roofs (page 36) Windows are prominent building components. They help to establish the rhythm of a building or streetscape. Historic windows should be retained, maintained, and, if
needed, repaired. 1. Historic windows should be retained and maintained. 2. Historic windows should remain visible and their openings transparent. 3. Deteriorated or damaged windows should be repaired so that the windows
retain their historic appearances. 4. The replacement of original windows with vinyl or aluminum windows is discouraged. 5. Missing windows or elements should be replaced so that they replicate the historic windows or other historic examples. Window openings should not be
added or removed from locations visible from the street. 6. Historic shutters should be retained and maintained. 7. Shutters should not be added unless the building historically had them and replacements replicate historic shutters, fit the window opening, and are constructed of painted wood.
8. Screen and storm windows should be constructed of painted wood, baked-on enamel, anodized aluminum, or painted-to-match-the-frames mill-finish aluminum. 9. Screen, storm, and security windows should fit within the window frames and be full view design or have a central meeting rail in the same location as the
window. 10. Security windows and bars should not be visible from the street.

Item 3. Doors & Entrances
Porch (page 18)
Doors are often buildings’ central visual elements and are particularly important features. Historic entrances and doors should be retained, maintained, and, if needed, repaired. Missing or severely deteriorated doors should be replaced with historically appropriate replacements. Screen, storm, and security doors should
not detract from the historic appearance of their building.
1. Historic doors should be retained and maintained. 2. Deteriorated or damaged historic doors should be repaired using methods that allow them to retain their historic appearance and as much of their
historic fabric as possible. Epoxy is helpful in strengthening and replacing
deteriorated wood. 3. Owners are encouraged to replace missing or severely damaged historic doors with replacements that replicate the original or other similar examples. 4. Replacements for primary residential doors may appropriately be of painted
paneled wood with or without a clear-glass single or multiple-light opening.
5. Historic screen doors and shutters should be retained. 6. New screen doors should be sympathetic to the style of the house, have a wood frame, and be full view or have structural members that align with those of the door.
7. Storm doors should be full view and of baked-on enamel or anodized
aluminum. 8. Security doors are appropriate for entrances not visible from the street. Security doors should have sufficient glass to view the historic door behind it.
