Alteration-Adding and modifying existing windows and fence; replace roof. 34 127 S. Washington Street 35 Bill Gillespie, Jr., Petitioner 36 37 Mr. Rigsby provided the staff report for the Certificate of Appropriateness to make alterations and 38
demolition on property located at 127 S. Washington Street. He stated that the petitioner is proposing to 39 remove two outbuildings and to modify a window (kitchen) and add two new windows on the north side of 40 structure. He stated that the petitioner also proposes to repair existing fence, adding fence to the south side 41 of property, and replace shingles with architectural shingles. 42 43 Vice-Chair Stewart recused herself due to conflict of interest. 44
45 Bill Gillespie, petitioner, presented the request for the proposed alterations planned for property located at 46 127 S. Washington Street. He stated that the fence will be a wood picket fence. Proposed project does not detract from the existing
structure.
Evaluation:
The requested alterations were reviewed against the Commission’s Certificate of Appropriateness review
policy and the standards contained in the Prattville Commercial Design Review Guidelines Manual and
the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are
included. Staff comments/evaluations are summarized at the end of each section.
1. Construct Entertainment Fence
The Commercial Design Review Guidelines do not have any criteria or make any mention of
fencing in commercial areas of the historic district. Because of this, below are guidelines for
furniture from the commercial guidelines and fences from the residential guidelines to use as a
guide for this case.
Furniture (Commercial Guidelines, page 45)
Furniture in the commercial downtown is useful for comfort and outdoor dining. Furniture
should not block pedestrian access and should have only a minimal affect on the historic
landscape.
1. Furniture provided by the City should be uniform in appearance.
2. Furniture should be unobtrusive in appearance.

3. Furniture should be constructed of historically common materials such as wrought iron
and wood.
4. Furniture should be places out of the way of pedestrian traffic.
Fences and Walls (Residential Guidelines, page 46)
Fences and walls have historically been used to define ownership or function and to separate
public and private space. Historic fences and walls should be retained and maintained. New
fences and walls should use design, materials, and placement that minimize their effect on the
district’s historic character.
1. Historic fences and walls should be retained and maintained.
2. Wood and metal picket fences are appropriate new construction. If wooden, they
should be painted using colors complementary to the adjacent house. They should be
less than three feet tall, and the pickets should be set less than three inches apart and be
less than four inches in width.
3. Cast iron fences are appropriate for 19th and early 20th century dwellings. These fences
should be less than three feet tall.
4. Wood board fences may be located in back yards and should be less than six feet tall. Flat
tops, dog-ear tops, or pointed tops are all appropriate designs. Fences should be
painted to blend with the building.
5. Free-standing brick or concrete walls may be located in back yards or, if not visible from the
street, side yards.
6. Chain-link fences may be located in back yards or, if not visible from the street, side yards.
Chain-link fences should be painted dark green or black, coated with green or black plastic,
or screened with plants.
7. Split or horizontal rail, railroad tie, or timber fences may be located in rear yards but should
be avoided on the fronts of houses.
Analysis:
Applicant is requesting a Certificate of Appropriateness (COA) to allow for the installation of a
decorative fence surrounding the outdoor seating areas of Adrienne’s Bar. This request is brought
about, in part, due to a proposed ordinance regulating outdoor alcohol service at establishments that
sell and serve alcohol on premises.
Applicant is proposing two different potential layouts and one proposed fence design. Final layout of
the fencing will be partially restricted to the language of the ordinance if/when it is approved by City
Council.
Layout proposed by applicant partially encloses the seating and entertaining area to make clear
definition of bar property and public use property.
The proposed fence includes materials of wood and metal cable. The design is wooden posts and a
wooden top rail with multiple strands of horizontal cable. This design achieves a minimal visibility
barrier, while maintaining sufficient definition of space.

Additions to dwellings are appropriate as long as they are placed on rear elevations or non
readily visible side elevations. Additions should be designed to complement the historic qualities of the dwelling. 1. Additions should cause minimal damage or removal of historic walls, roofs, and features from
historic buildings. Existing openings should be used to connect the building and the addition.
2. Additions should have no or limited visibility from the street. Generally, rear elevation are appropriate locations for additions. 3. Additions should be compatible with the original building in scale, proportion, rhythm, and materials
4. Additions should be distinguishable from the historic building: they should be smaller and
simpler in design. 5. Additions should not imitate earlier architectural styles, but should be contemporary in design.

Analysis:
The petitioner would like to construct a 240 square foot (12 ft x 20 ft) addition that will enclose his existing
patio on the rear of the house. HVAC will be provided with the new addition. Material that will be utilized is
aluminum siding that will match or be similar to the siding on the existing primary structure. The Planning
staff is recommending approval since the addition meets all of the Residential Design Review Guidelines.

Item 1 Recommendation: Approval
Applicant is proposing to replace dilapidated wooden fencing in the rear yard with chain-link
fencing along the southern and northwestern sides. There is currently fencing with adjoining
property owners along the rear, eastern, and northern side of the property. The additions of the
proposed fence will fully enclose the rear yard. Proposed fencing is consistent with other
homes in the area and consistent with the Historic Guidelines.

1. Install Alibamo Indians historical marker along Bridge Street

Recommendation: Approval
Proposed project is in keeping with the Historic Preservation
Guidelines. Proposed project does not detract from the
neighborhood.
Evaluation:
Little to no guidance is provided within the Commercial or Residential Prattville Design Review Guidelines
Manual. Any relevant content or guidelines from the manuals are provided. Staff comments/evaluations
are summarized at the end of each section.
1. Install Historical Marker along Bridge Street ROW
Furniture (Commercial Guidelines, page 45)
Furniture in the commercial downtown is useful for comfort and outdoor dining. Furniture
should not block pedestrian access and should have only a minimal affect on the historic
landscape.
1. Furniture provided by the City should be uniform in appearance.
2. Furniture should be unobtrusive in appearance.
3. Furniture should be constructed of historically common materials such as wrought iron
and wood.
4. Furniture should be placed out of the way of pedestrian traffic.

Applicant is proposing to install a historical marker telling the history of the Alibamo Indians
along Bridge Street. This marker material and design is consistent with various guidelines not
directly related to signs or historical markers. The proposed sign metal and primarily black and
silver in color.
There is no guidance in the Prattville Design Review Guidelines specifically concerning public
infrastructure, City owned structures or installation of historical markers or the like in public
ROW or in the Historical District. Proposed installation will take place on City owned property
or within City maintained Rights-of-Way.
Historical marker is in keeping with the consistency of the area and other historical markers
throughout Prattville, including several in the historic district. There is an existing historical
marker also on Bridge Street and one on the Autauga Creek bank just below the proposed site
of this Alibamo Indians marker.
The City of Prattville and other local entities have been installing these markers for many
years. Proposed structure and materials are consistent with the Historic Guidelines.
