CITY OF PRATTVILLE PLANNING COMMISSION 1 MINUTES 2 3 September 16, 2021 4 5 Call to order: 6 Chairman Tim Smith called the meeting to order at 3:01 p.m. 7 8 Roll Call: 9 Members present were Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula 10 Carpenter, Mr. Ken Daniel, and Mr. Mugs Mullins. Absent: Mayor Bill Gillespie, Councilman John Chambers, 11 and Mr. Seth Hayden. 12 13
(Quorum present) 14 15 Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, 16 Planner; and Ms. Alisa Morgan, Secretary. 17 18 Minutes: 19 Mr. Mullins moved to approve the minutes of the August 19, 2021 meeting and the September 1, 2021 work 20 session. Mr. Daniel seconded the motion. The motion passed unanimously. 21 22 Committee Reports: 23 Mr. Stephens provided an update on the progress of the Zoning Ordinance rewrite which was the topic of the 24
September 1st work session. 25 26 Old Business: 27 1. Preliminary Plat: Prattville Square Shopping Center Plat 128 Location: North Memorial Drive 29 Owner: Tanner & Guin 30 Representative: Flowers & White Engineering, LLC 31 32 This agenda item was postponed at the August meeting at the petitioner’s request. Mr. Rigsby presented the 33 preliminary plat of Prattville Square Shopping Center Plat 1. He stated that the plat proposes to combine two 34 parcels that currently include Prattville Square Shopping Center buildings and three outbuildings. Additionally, 35 this subdivision proposes to cut out an outparcel that borders North Memorial Drive creating two new parcels, 36 Lot A, approximately 8.11 acres, including Prattville Square Shopping Center and one outbuilding and a smaller 37 parcel, Lot B, approximately 1.02 acres, bordering North Memorial Drive that includes First Franklin Financial 38
(111 North Memorial Drive) and the former Fountain City Pharmacy (105 North Memorial Drive) buildings. 39 He stated that all parcels as part of this subdivision have sufficient street connectivity to North Memorial Drive 40 and Wetumpka Street and all parcels also have access to existing water and sewer facilities. He stated that the plat 41
creates a non-conforming lot due to setbacks in B-3 zoning district and the petitioner is requesting a waiver to the 42 subdivision regulations to address the non-conformance. He stated that the staff recommends approval contingent 43 that the proposed waiver is approved. 44 45 Ken White, Jr. of Flowers & White Engineering, LLC, petitioner’s representative, presented the preliminary plat 46 of the Prattville Shopping Center Plat 1. He stated that the waiver request is for the setback only. He stated that 47 the shared access will remain. 48 49 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 50 closed. 51 52 Mrs. Carpenter introduced a motion recommending approval of the preliminary plat of the Prattville Square 53 Shopping Center Plat 1 and moved for its approval. After their discussion, the vote was called. Mr. Mullins moved to amend the motion to approve contingent that 56
the submitted proposed waiver is granted to allow the nonconforming lot. Mrs. Carpenter seconded the motion. 57 The amended motion to approve passed unanimously. 58 59

Mr. Williams introduced the preliminary plat of Smith Property Phase 2. He stated that the 66 approximately 51.49 acre lot will be subdivided for a 38.75 acre lot for 85 single family residential lots 67 and three commercial outparcels. The proposed plat has access from McQueen Smith Road and Highway 68 31, but no access from Highway 82. 69 70
Mr. Mullins asked if there is a traffic study. 71 72 Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the preliminary plat of Smith 73 Property Phase 2. He stated that city staff have not required a traffic study. He stated that Lot 1 has been 74 reserved for anticipation of the McQueen Smith widening and improvements have been made for both 75 entrances. 76
77 Chairman Smith opened the floor for public comments. Lee Reynolds, adjacent property owner, stated that he 78 had no objection to the proposed development but spoke on concerns for the need of McQueen Smith widening 79
and drainage. 80 81 Jon Lee Finnegan, 211 Deer Trace, spoke on traffic concerns and the need for a traffic light. 82
83 The public hearing was closed. 84 85 Chief Johnson introduced a resolution recommending approval of the preliminary plat of Smith Property Phase 2 86 and moved for its approval. Mrs. Carpenter seconded the motion. 87 88 Mr. Rice stated that he spoke with Mr. Reynolds and had discussion about his drainage concerns. He 89 stated that the data was emailed to the city’s staff. He stated that he is willing to meet with Mr. Reynolds 90 and the city’s engineer to discuss the drainage plan’s concept. 91 92 Mr. Stephens stated that the timing is undetermined on when a traffic light will be placed at the 93
intersection of Highway 31 and McQueen Smith Road. 94 95 After their discussion, the vote was called. The motion to approve passed unanimously. 96
97 3. Preliminary Plat: Guardian Credit Union Plat 1 98 Location: 1794 E. Main Street 99 Owner: Guardian Credit Union 100 Representative: Flowers & White Engineering, LLC 101 102 Mr. Rigsby introduced the preliminary plat of Guardian Credit Union Plat 1. He stated that this plat was presented 103 and approved by the Prattville Planning Commission seven years ago (2014), however, the plat was never 104 recorded at the Autauga County Probate Office before expiring. 105 106 Ken White, Jr. of Flowers & White Engineering, LLC, petitioner’s representative, presented the preliminary plat 107 of the Guardian Credit Union Plat 1. 108 109 Chairman Smith opened the floor for public comments. 4. Zoning Amendment: B-2 (General Business)116 Location: 1715 & 1717 S. Memorial Drive and surrounding area 117 Petitioner: City of Prattville 118 119 Mr. Stephens introduced the zoning request of the property located on 1715 and 1717 South Memorial Drive and 120 the surrounding area. He stated that the property is incorporated into the city’s limits but is not zoned. He stated 121 that the B-2 zoning is in line with the Future Land Use Map and the current use will remain the same. 122 123 Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace asked questions about 124 who owns the 1717 S. Memorial Drive property and their involvement. Mr. Stephens stated that he had spoken 125 with the property owner (Mr. Jarrett) and he has received proper notification of the public hearing. 126 127 After no further comments, the public hearing was closed. 128 129 Chairman Smith introduced a resolution recommending approval of the zoning amendment of the 1715/1717 S. 130 Memorial Drive and surrounding area to B-2 and moved for its approval. THE COMPREHENSIVE PLAN/STAFF COMMENTS:
1.Medium-density residential is most appropriate for the surrounding context. The development of
single-family residential homes supports the vision of this area with development that is of similar
compatibility to what is existing in adjacent residential districts such as the neighborhood located directly
west of the new subdivision.
2.Maintain and improve the street grid wherever possible. The goal of the comprehensive plan here is
to create free flowing streets in keeping with our continued culture of greater neighborhood connectivity
within the City of Prattville. This proposed development has adequate connectivity.

Staff Comments: The Carrollton Sketch Plan proposes to subdivide 28.76 acres into 97 single family parcels. The
new subdivision will be located east of Scenic Hills Subdivision and west of Cooter’s Pond. They
are requesting a zoning of R-5. Public water and sewer are available. Street connectivity consists
of Denise Drive and Joyce Street located to the west and Angela Street located to the south. The
petitioner will not develop any houses in the floodplain.
