Preliminary Plat: Daniel Pratt Apartments Plat 150 Location: Between Autauga Creek, Bridge Street & Gin Shop Hill Road 51 Owner: Pratt Cotton Gin Mill, LLC 52 Representative: Larry E. Speaks & Associates, Inc. 53 54 Mr. Rigsby introduced the preliminary plat of the Daniel Pratt Apartments Plat 1. He stated that the preliminary 55 plat proposes to subdivide 13.16 acres into five parcels. Four of the parcels will be dedicated to multi-family 56

residential and commercial development and the remaining parcel will be for the levee bordering Autauga Creek. He 57
stated that this preliminary plat extends Maple Street to connect between Bridge Street and Public Safety Drive. He 58 stated that the proposed plat creates several non-conforming lots. In addition, this project is proposed to be submitted 59 for Final Plat prior to the completion of construction of the infrastructure proposed. These are in violation of the City 60
of Prattville Subdivisions Regulations therefore, the applicant is requesting a waiver from the City of Prattville 61 Subdivisions Regulations to rectify these issues. The City of Prattville is constructing the road and other 62 infrastructure. 63
64 Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the request for the 65 preliminary plat of the Daniel Pratt Apartments Plat 1. 66 67 Chairman Smith opened the floor for public comments. The Commission received questions from Jon Lee 68 Finnegan, 211 Deer Trace and Nelson Vincent, 2047 Home Park Trail. After no further comments, the public 69 hearing was closed. 70 71 Councilman Chambers introduced a resolution recommending approval of the preliminary plat of Daniel Pratt 72 Apartments Plat 1 with waivers for nonconforming lots and incomplete infrastructure and moved for its approval. 73 Mr. Gardner seconded the motion. 74
75 After their discussion, the vote was called. The motion to approve passed unanimously. 76 77
3. Preliminary Plat: Burton Manor Phase 7 78 Location: West end of English Hill Drive, south of Golson Road 79 Owner: Ken Burton 80 Representative: Larry E. Speaks & Associates, Inc. 81 82 Mr. Williams introduced the preliminary plat of Burton Manor Phase 7. He stated that the approximately 2.13 83
acre will be developed for two single family residential lots which will create a flag lot. He stated that there are 84 no current plans to extend English Hills Drive. He stated that the staff recommends approval with a waiver to the 85 subdivision regulations for minimum lot size of a flag lot to remedy this issue. 86
87 Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative presented the preliminary plat of 88 Burton Manor Phase 7. He stated that the road on the flag lot will meet city standards. 89
90 Chairman Smith opened the floor for public comments. Richard Minnigh, 105 Asbury Drive, stated that they 91 have requested from the owner of the property that the proposed lots become part of the existing homeowner’s 92 association in the subdivision. After no further comments, the public hearing was closed. 93 94 Mr. Hayden introduced a resolution recommending approval of the preliminary plat of Burton Manor Plat 7 and 95 moved for its approval. Mr. Gardner seconded the motion. 96 97 After their discussion, the vote was called. The motion to approve passed unanimously. 98 99 4. He stated that the plan 125 proposes to subdivide approximately 23.2 acres into 75 single family lots with proposed common space. He 126 stated that the plan proposes an access point to Redfield Road at the northeast corner and connection to Eastwood 127 Boulevard at the southwest corner. He stated that the staff would like to see a viable plan for a connection to the 128 west and requests that there is no direct access from lots facing Redfield Road. 129 130 Kenneth White of Flowers & White Engineering, petitioner’s representative, presented the sketch plan of 131 Eastwood North. 132 133 Robby Anderson, City Engineer, stated that the sketch plan phase is a good opportunity for the Commission to 134 provide input on how the connectivity works and where the connectivity is located. 135 136 In an effort to obtain more details from the developer and the Commission’s careful consideration to street 137 connectivity, Mrs. Carpenter moved to postpone until the December meeting. Chief Johnson seconded the 138 motion. The motion to postpone passed unanimously. 139 140 Miscellaneous: 141 Mr. Stephens provided an update on the progress of the Zoning Ordinance rewrite. He asked that the Commission 142 would schedule an additional work session to continue the discussion on the zoning revision. The Commission 143 scheduled the next work session for December 8, 2021. The time and location to be determined. 144 145 Mr. Stephens introduced Nelson Vincent who has requested to speak with the Commission in obtaining 146
some directions regarding the ideas that he has for his property at 148 First Street and on the Zoning 147
Ordinance re-write. 148 149
Mr. Vincent addressed the Commission and provided details for the proposed special use as shown in his 150

CITY OF PRATTVILLE PLANNING COMMISSION WORK SESSION MINUTES December 8, 2021 The meeting began at 11:30am at the Doster Center.
Members present were John Chambers, Dallis Johnson, Mugs Mullins, Tim Smith, and Reuben Gardner. Staff present: Tommie Williams and Scott Stephens. Mr Stephens presented images of various signs throughout town along with their heights. The discussion was about acceptable heights of signs. He also showed aerial images provided by the Fire Department’s drone of several retail parking lots throughout town taken on ‘Black Friday’ in the mid-morning. Most of the parking lots had many cars, but none were totally full. Jason Fondren, KPS Group, discussed with commissioners and staff potential changes to the proposed
zoning ordinance on sign heights and areas and additional updates to residential zones and FAR zoning. The meeting adjourned at approximately 1:20pm.

Parcels 14 & 15 are vacant undeveloped land with vegetation present. Street connectivity consists of Emerald
Drive to Mountain Lake Court. Mountain Lake Court connects to Gin Shop Hill Road. Public water is available. The future land use map has this area designated as a low-density residential area. Subdividing the parcels into will be consistent with FLUM.

This proposed preliminary plat cuts out 3 commercial outparcels, totaling a combined 12.89 acres from the larger
property (51.49 acres), leaving approximately 38.6 acres for residential development. Lot 1 (~5.80ac) is located on
the southwest corner of U.S. Highway 82 & McQueen Smith Road directly across the street from McClain Landing
Subdivision. Lot 2 (~4.25 ac) is located on the southeast corner of U.S. Hwy 82 & U.S. Hwy31 (S. Memorial) just
north of the Liberty gas station. Parcel 3 (~2.84 ac) is located on U.S. Hwy 31 (S. Memorial) to the southeast of
the Liberty gas station and northwest of the equipment rental business. Lot 3 will border the proposed access road
to the residential neighborhood. These 3 lots are currently zoned B-2 General Business. The remaining 38.6 acres
of this property is a proposed residential development, McClain Landing Phase 7, which received Preliminary
Plat approval by the Planning Commission September 16, 2021.
Staff is requesting the following restrictions:
