CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES October 28, 2021 Call to order: The Chairman called the regular meeting of the Prattville Historic Preservation Commission to order on Thursday, October 28, 2021 at 4:30 p.m. Roll Call: The secretary called the roll. Members present were Chairman Tim Sanford, Mr. Zack Barker, Mrs. Jean Davis, Mr. Scott Ferguson, Ms. Kristi Rollins, and Mrs. Teresa Nettles. Members Absent: Vice-Chair Taylor Stewart. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary.
Minutes: Mrs. Davis moved to approve the minutes of the September 23, 2021 meeting. Mrs. Nettles seconded the motion.
The motion passed unanimously. Committee Reports: There were no reports to be made. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Alterations-Various Demolition West of S. Court Street City of Prattville, Petitioner Mr. Rigsby provided the staff report for the Certificate of Appropriateness to demolish a structure and for various alterations on property located west of S Court Street. He stated that the petitioner is proposing to remove the block
warehouse and two nearby small accessory structures and make improvements to the roof, fence, and windows at the Picker House, and parking on the site.
Mayor Gillespie, petitioner’s representative, presented the request for the proposed demolition and various alterations on property located west of S. Court Street. Chairman Sanford opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, made comments about information that is provided to the Commission in the online draft packet and questioned the legality of the applications submitted for review. Mayor Gillespie addressed her concerns and confirmed that all property owners concerned with any projects with the City of Prattville as its petitioner have been made aware and are notified as required. After no further comments, the public hearing was closed. Mrs. Davis moved to separate the items for individual discussion and voting. Ms. Rollins seconded the motion. The motion passed unanimously.

unanimously. Item #2 Roof-Replace metal roof on the Picker House. Mr. Barker moved to replace corrugated metal roof with asphalt shingle roof. Ms. Rollins seconded the motion. The motion to approve passed unanimously. Item #3 Remove fence at the Picker House. Ms. Rollins moved to approved as submitted. Mr. Barker seconded the motion. The motion to approve passed unanimously. Item #4 Windows-replace with plywood temporarily Mr. Barker moved to approved as submitted. Mrs. Nettles seconded the motion. Item #5 Gates & Fences-improve grassy parking area. Mr. Ferguson moved to approved as submitted. Mrs. Nettles seconded the motion. The motion to approve passed unanimously.
Item #6 (A/B) Parking Reconfiguration-changing from parallel to diagonal parking along Court Street, extend sidewalk/walking trail, and pave the Performing Art Center parking lot with asphalt. Mr. Ferguson moved to separate the items and group items A and B into one and item C individually for discussion and voting. Ms. Davis seconded the motion. The motion to approve separating the items passed by majority vote (5/1, Ms. Rollins abstain from voting). After their discussion, the vote was called. Mr. Ferguson moved to approved as submitted. Mr. Barker seconded the motion. The motion to approve passed unanimously. Item #6 (C) Parking Lot Asphalt Surface (Performing Arts Center) Mr. Barker moved to approve as submitted. Ms. Rollins seconded the motion. The motion to approve passed by
majority vote (5/1, Mr. Ferguson opposed). Certificate of Appropriateness New Structure-Restroom 342 S. Chestnut Street (Creekwalk Area) City of Prattville, Petitioner Mr. Williams provided the staff report for the Certificate of Appropriateness to add a new structure on the property located on the Creekwalk. He stated that the proposed structure, Ozark 1 Model, measures 10x12, delivered fully assembled, pre-wired, and pre-plumbed. The restroom will be ADA compliant and it will be a single user fully accessible flush restroom. Kellie Cook of the City of Prattville, petitioner’s representative, presented the request for the Certificate of Appropriateness for a building to be used for a public restroom to service the Creekwalk area. She stated that the building would be a prefab one stall unit. Chairman Sanford opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, spoke in favor of the
request. Mayor Gillespie also stated that this will probably be the first of many that will be presented for the downtown area because of the need for public restrooms. After no further comments, the public hearing was closed.
Mrs. Nettles stated that she was excited to see the efforts of the city to provide this public use for the community.

After the board’s discussion, the vote was called. Mr. Ferguson moved to approve the request as submitted
contingent that the material is board and batten or horizontal lap finish. Motion not seconded; motion failed. Mrs. Davis moved to postpone consideration of the request for more information to clarify the material to be used and the placement of the structure. Ms. Rollins seconded the motion. The motion to postpone passed by majority vote (5/1,
Mr. Ferguson opposed). Miscellaneous: Mr. Stephens asked that consideration be given to rescheduling the November and December meetings since they both fall on city holidays. The Commission voted to combine the November and December meetings and to reschedule the date to December 7, 2021 at 4:30 p.m. Adjourn: With no further business, the meeting was adjourned at 5:38 p.m. Respectfully submitted,

207. Gurney Industries, Inc. (originally Prattville Manufacturing Company), E side of Autauga Creek. Composed of three main structures, all pre-dating 1900 (see diagrammatic map showing component structures and sites composing #207 and #208). Structures originally
housed textile enterprise developed by Daniel Pratt as part of his Prattville industrial complex. Acquired by Gurney Industries, Inc., in 1946 after passing through several intervening ownerships. Present textile operations commenced in 1948. Mill converted from waterpower to electricity in 1932.
i) "Picker House" (now offices for Gurney Industires, Inc.), easternmost of three main buildings in complex. Possibly built as early as 1850-60; two stories, brick with corbeled cornice; rectangular, gabled roof, nine-over-nine sashing; formerly open interior plan. Originally built to house cotton grading and selection activity associated with adjacent textile mill (hence name "picker house"). Cotton unloaded from rail head into this
structure, where graded and assessed before being sent to looms in adjoining building). Used as offices since before 1946; interior greatly altered and subdivided. Picker House still linked to factory next door by enclosed steel-and-frame bridge at
second-floor level predating 1884.
j) Prattville Manufacturing Company No. 1; 1887-88; three stories over-basement, brick, rectangular (nineteen bays long) with square stair tower at W end originally surmounted by ornate, bracketed belfry; nine-over-nine sash throughout set into
splayed reveals; open interior plan with first two floors carried on double row of wooden
supports. Closed-stringer stair with turned balusters survives in stair tower. Erected to replace 1859 brick textile mill heavily damaged by freshet of March 30, 1886. (Predecessor building had, in turn, succeeded brick and frame cotton factory erected in 1846 on same site by Daniel Pratt.) Possible that walls of present structure incorporate
portions of 1859 building. Bracketed belfry removed 1981 because of deterioration.
k) Prattville Manufacturing Company No. 2 (immediately W of 1887-88 building): erected 1896 as near mirror image of 1887-88 structure (k); three stories over basement, brick, rectangular (nineteen bays long) with square stair tower at E end
originally surmounted by round wooden water tank resting on bracketed base. One
story brick boiler room abuts building on West, near creek. At SW corner of main block is two-story "picker house" wing also dating from 1896 (extended to north c. 1930).

207i. Gurney Industries, Inc. Picker House (circa 1855, contributing) This two-story rectangular brick building possesses a single-gabled roof. Most openings are currently covered with boards, and vegetation is growing over the lower floor portion.

Analysis
This request is for delivering a public use restroom to be located on the creekwalk. To
meet the historic culture of downtown the petitioner is requesting an Ozark 1 model
restroom with the exterior wall color being buckskin and a roof color of Malibu taupe.
The wall textures will be Barnwood at the top and Napa Valley Rock. This model
restroom measures 10x12 and is delivered fully assembled, pre-wired, and pre-
plumbed. The restroom will be ADA compliant and it will be a single user fully
accessible flush restroom.
Evaluation
There is little to no guidance provided within the Commercial or Residential Prattville
Design Review Guidelines Manual for a public use restroom. Any relevant content or
guidelines from the manuals are provided.
Item 1. Outbuildings (page 50)
Outbuildings contribute to the historic and residential character of the district. Historic outbuildings should be retained and maintained. New outbuildings should use design, materials, and placement that support the district’s historic character. 1. New outbuildings should be smaller than the adjoining main building.
2. New outbuildings should be simple in appearance. 3. New outbuildings should use building and roof forms compatible to those used in the adjoining main building. 4. New outbuildings should use materials compatible to those used in the adjoining main buildings. Outbuildings that are not visible from public vantage points or have
