CITY OF PRATTVILLE PLANNING COMMISSION MINUTES July 15, 2021 Call to order: Chairman Tim Smith called the meeting to order at 3:03 p.m.
Roll Call: Members present were Mayor Bill Gillespie, Councilman John Chambers, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Mrs. Paula Carpenter, Mr. Seth Hayden, and Mr. Mugs Mullins. Absent: Chief Dallis Johnson and Mr. Ken Daniel.
(Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mr. Gardner moved to approve the minutes of the June 17, 2021 meeting and the July 7, 2021 work session. Mr. Hayden seconded the motion. The motion passed unanimously.
Committee Reports: Mr. Stephens provided an update on the progress of the Zoning Ordinance rewrite which was the topic of the July 7th work session.

Petitioner: Katherine Tae Nichols and Laura Ann Lanier
Representative: Chambliss Engineering, LLC
Clyde Chambliss of Chambliss Engineering, LLC, petitioner’s representative, presented the preliminary plat of Nichols/Lanier Plat 1. He stated that the 7.8 acre lot will divide approximately 1.2 acre out for commercial development of a car wash.
Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed.
Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Nichols/Lanier Plat 1 and moved for its approval. Mr. Mullins seconded the motion.
After no further discussion, the vote was called. The motion to approve passed unanimously. 2. Sketch Plan: Glennbrooke 9 Location: South of Old Ridge Road adjacent to Glennbrooke 8 Owner: David L. Avant/Diane R. Avant Representative: Barrett-Simpson, Inc.
Mr. Gardner introduced a resolution recommending approval of the sketch plan of Glennbrooke 9 and moved for its approval. Mr. Mullins seconded the motion.

Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the sketch plan of Glennbrooke 9. He
stated that the remaining smaller lots have been removed and an amenity site has been added on the pond. He stated that garages in this phase will be predominately side entry.
After no further discussion, the vote was called. The motion to approve passed unanimously. 3. Annexation: Glennbrooke 9
Location: South of Old Ridge Road adjacent to Glennbrooke 8 Owner: David L. Avant/Diane R. Avant Representative: Barrett-Simpson, Inc.
Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the request for annexation of Glennbrooke 9. He stated that this phase of development for Glennbrooke 9 proposes approximately 143 lots with an amenity lot. Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed.
Mr. Hayden introduced a resolution recommending approval of the annexation of Glennbrooke 9 and moved for its approval. Mr. Gardner seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously.

Pre-Zoning Amendment: R-3 (Single Family Residential) Glennbrooke 9 Location: South of Old Ridge Road adjacent to Glennbrooke 8 Owner: David L. Avant/Diane R. He stated that this phase of development for Glennbrooke 9 proposes for larger lots and side entry garages.

Councilman Chambers introduced a resolution recommending approval of the zoning of Glennbrooke 9 to R-3 and moved for its approval. Mr. Mullins seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 5. Preliminary Plat: Prattville Square Shopping Center Plat 1 Location: North Memorial Drive Owner: Tanner & Guin Representative: Flowers & White Engineering, LLC
The petitioner requested that the preliminary plat of Prattville Square Shopping Center Plat 1 be held until the August meeting. (E-letter attached and made a part of the minutes).

Kenneth White, Jr, of Flowers & White Engineering, LLC, petitioner’s representative, presented the preliminary plat of Magnolia Ridge Subdivision. He stated that the property received sketch plan approval formerly known as the Thrash Property (February 18, 2021). Mr. White addressed questions posed by the public to address the entrance, utilities, price range, and target age for the development. These questions were received by the Chairman prior to the meeting. Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed. Mayor Gillespie asked about the plans for the property east of the proposed development. Mr. White stated that
a stub street has been provided for future development, but there are no current plans for development. Mr. Mullins introduced a resolution recommending approval of the preliminary plat of Magnolia Ridge
Subdivision and moved for its approval. Mrs. Carpenter seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously.
Miscellaneous Business:
Mr. Stephens proposed to the Commission a work session to continue discussion on the proposed re-write of the Zoning Ordinance, Article 7. The Commission voted on a tentative date of Wednesday, August 4, 2021 at 11:30 at the Doster Center.
Mr. Stephens introduced Jason Fondren, consultant with KPS Group, who presented for discussion, the proposed revisions of the Zoning Ordinance, Articles 7.
Councilman Chambers was excused at 4:35 p.m. Mr. Mullins moved to send the remainder of the discussion to work session previously scheduled. Mrs. Carpenter seconded the motion. located west of Old Farm LN S, 500ft north of Cobbs Ford. The applicant will utilize Willow Ridge access to enter
the parcel. High volumes of traffic could possibly be an issue since the turn lane to enter Lowe’s and Willow Ridge
are the same and meet head on. Individuals who are not familiar with the layout may have issues entering and cause
bottlenecks. Currently, the north end of the parcel is residential and south end is vacant. Proposed preliminary plat
has been reviewed by City departments and meets building, zoning, and fire standards.

THE COMPREHENSIVE PLAN/STAFF COMMENTS:
1. Low-density residential is most appropriate for the surrounding context. The development of single-
family residential homes supports the vision of this area with development that is of similar compatibility
to what is existing in adjacent residential districts such as the neighborhood located directly north of Old
Ridge Road.
2. Maintain and improve the street grid wherever possible. The goal of the comprehensive plan here is
to create free flowing streets in keeping with our continued culture of greater neighborhood connectivity
within the City of Prattville. This proposed development has adequate connectivity.

this property will help eliminate “donut-holes” of unincorporated
property within the City. Annexation requires final approval from
the City Council after recommendation from the Planning
Commission.

C. ANALYSIS:
Proposed Use: The applicant is requesting a zoning classification of R-3 (Single-Family)
for a 96.60-acre parcel adjoining Glennbrooke 8 and future Glennbrooke
10.
Street Connectivity: The proposed plat will have street connectivity from phases 8 to 9, 9 to 10,
and from 10 to 6.
Water/ Sewer: Water and Sewer are available
THE COMPREHENSIVE PLAN/STAFF COMMENTS:
1. Low-density residential is most appropriate for the surrounding context. The development of single-
family residential homes supports the vision of this area with development that is of similar compatibility
to what is existing in adjacent residential districts such as the neighborhood located directly north of Old
Ridge Road.
2. Maintain and improve the street grid wherever possible. The goal of the comprehensive plan here is
to create free flowing streets in keeping with our continued culture of greater neighborhood connectivity
within the City of Prattville. This proposed development has adequate connectivity.

Street Connectivity:
The proposed plat will have two roads to access the neighborhood at the northern and southern
border of the property connecting to Old Farm Lane. Proposed streets connect at the rear of
the property. Additionally two stub outs are proposed at the rear of the property to connect to
future developments to the North and the East.
Water/Sewer:
The proposed site could be served by water, however, the nearest sanitary sewer line to the
southwestern corner of the property is approximately 940’ south at the intersection of
Howard Murfree Drive & Old Farm Lane.
R-3 (Single-Family Residential) District Standards:
Lot requirements for uses in R-3 zoning include the following:

Staff Comments:
The proposed preliminary plat, Magnolia Ridge Subdivision, proposes to subdivide approximately 25 acres into a
residential subdivision with 70 parcels (67 home sites and 3 common areas).
Street connectivity will occur on the western side of the property along Old Farm Lane, creating two entrances.
Additionally, two stub streets are proposed to the north and east for possible future development connectivity.
Preliminary Plat follows the Sketch Plan approved by Planning Commission February 18, 2021.
City Staff reviewed the Magnolia Ridge preliminary plat and has provided extensive comments for developer to
address.
