Mr. Mullins moved to approve the minutes of the November 16, 2021 regular meeting. Mr. Daniel seconded the 20 motion. The motion passed unanimously. 21 22 Committee Reports: 23 Mr. Stephens briefly reviewed the topic of discussion at the December 8th work session. 24 25 Old Business: 26 1. Sketch Plan: Eastwood North/Redfield Road 27 Location: South of Legends Pkwy., west of Redfield Road 28 Owner: Erik-Lubinger of Miller-Lubinger Partners, LLC 29 Representative: Flowers & White Engineering 30 31 This agenda item was held at the November 18th meeting. Mr. Rigsby provided a recap of the sketch plan of 32 Eastwood North located off Redfield Road. He stated that the sketch plan was sent to a committee for review. 33
He stated that the city’s engineer was favorable with the site distance at the North entrance/exit. 34 35 Kenneth White of Flowers & White Engineering, petitioner’s representative, presented the sketch plan of 36
Eastwood North. He stated that the developer was not in favor of a north west connection since an existing stub 37 out has been provided to the west. 38 39
Chairman Smith opened the floor for public comments. Joe Turner, representative for the adjacent property 40 owners (Sanford) addressed the need and desire to see a connection to the west. 41 42 After no further comments, the public hearing was closed. 43 44 Mr. White stated that there are several existing access points dedicated for connectivity to the west. He stated 45 concerns for connectivity in the northwest corner abutting a business zoned lot. Mr. Turner stated that they would 46 be willing to rezone the property to R-5 as the proposed development is zoned. 47 48 Erik Lubinger, owner, addressed the access stating that he and his partners discussed that they would be willing 49 to give up a lot to provide the northwest access if necessary to proceed with the project. 50
51 Mr. Hayden introduced a resolution recommending approval of the sketch plan of Eastwood North/Redfield Road 52 and moved for its approval. 53
54 Mr. Mullins moved to approve contingent that a dedicated northwest access is provided for future connectivity. 55 Mr. Daniel seconded the motion. The motion to amend passed unanimously. 56

Mr. Williams introduced the preliminary plat of Mountain Lakes Plat 1-A located on Emerald Drive. He 66
stated that the proposal is for three lots to be combined into one 1.39 acre lot. 67 68 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 69 closed. 70 71 Mr. Mullins introduced a resolution recommending approval of the preliminary plat of Mountain Lakes Plat 1-A 72
and moved for its approval. Mr. Gardner seconded the motion. 73 74 The vote was called. The motion to approve passed unanimously. 75 76 3. Zoning Re-write: 92 Mr. Stephens provided an update on the progress of the Zoning Ordinance rewrite. He stated that at the December 93 8th work session the discussion was about acceptable heights of signs. Jason Fondren, KPS Group, discussed with 94 commissioners and staff potential changes to the proposed zoning ordinance on sign heights and areas and 95
additional updates to residential zones and FAR zoning. 96 97 Bylaws Review: 98
The Bylaws were presented and reviewed by the Commission. Councilman Chambers moved to accept 99 the bylaws as written. Mr. Hayden seconded the motion. The motion to approve passed unanimously. 100 101
Election of Officers: 102 Chairman Smith moved to nominate Mr. Reuben Gardner as Vice-Chairman. Councilman Chambers 103 seconded the motion. There were no other nominations for Vice-Chairman. The motion passed 104

CITY OF PRATTVILLE PLANNING COMMISSION PUBLIC HEARING MINUTES January 6, 2022 Chairman Smith called the meeting on the proposed Zoning Ordinance to order at 6:00pm in the Council Chambers. Members present were Mayor Bill Gillespie, Seth Hayden, Reuben Gardner, Tim Smith, and Mugs Mullins. Staff present: Darrell Rigsby and Scott Stephens.
Jason Fondren, KPS Group, gave an overview of the proposed Zoning Ordinance including some of the more significant changes from the current ordinance to the proposed.
Mr Stephens went through the suggested changes that had been proposed to the text from the time the draft zoning ordinance was published on December 21, 2021.
Chairman Smith opened the floor for public comments. Blake Rice provided comments on the proposed language and definitions for side-loaded and front-loaded garages and driveway widths. Greg Gillian also provided comments. Seeing no further speakers, Chairman Smith closed the public hearing. Mr Stephens informed the Commission that staff and consultant would work on making some revisions based on feedback from the public hearing and members of the Commission, and have a new draft
prepared and published prior to the January 20th meeting. He stated the proposed schedule would be to have another public hearing and vote at the Commission’s regularly scheduled January 20th meeting, and that recommendation would go to the City Council for consideration. He hopes the Council will be able
to schedule their own public hearing and consider a vote at their March 15, 2022, meeting. Having no further business, the meeting adjourned at 7:45pm.

RE: Request to Consider Zoning Map Amendment – New Downtown Overlay District
This application packet is for the proposed, new Downtown Overlay District.
The Planning Commission adopted Project Prattville 2040, the comprehensive plan, on April 15, 2021, and has been since participating in a series of work sessions to discuss and facilitate the re-write of the Prattville Zoning Ordinance.
Part of the new Zoning Ordinance includes a Downtown Overlay District which will ‘sit on top of’
the underlying zoning districts and impose stricter design standards. The purpose of this overlay district is to assure new development, redevelopment and reinvestment in Downtown Prattville is consistent with its walkable, historic development pattern and to promote a diversity of business, institutional and other compatible uses.
Please review §6.03 of the proposed Zoning Ordinance for full details. The Commission’s actions will be a recommendation to the City Council, who will then schedule their own public hearing prior to voting on the new proposed Downtown Overlay District.
