Members present were Mayor Bill Gillespie, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, Mr. Seth Hayden, and Mr. Mugs Mullins. Councilman John Chambers and Mr. Ken Daniel were absent. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mr. Mullins moved to approve the minutes of the January 20, 2022 regular meeting. Mr. Hayden seconded the motion. The motion passed unanimously. Committee Reports: Old Business: 1. Preliminary Plat: Redfield Ridge Location: Redfield Road, north of Eastwood Owner: Redfield Prattville, LLC Representative: Flowers & White Engineering The preliminary plat of Redfield Ridge was withdrawn at the petitioner’s request. (Letter made a part of the minutes). New Business: 2. Zoning Amendment: B-2/R-2 to B-2 Location: 1089 S. Memorial Drive Owner: James H. & Sandra H. Ray Mr. Rigsby introduced the zoning amendment of property located at 1089 S. Memorial Drive. He stated that the property has a split zoning designation due to its proximity to South Memorial Drive. It appears an approximately 300 ft buffer was established creating B-2 General Business zoning along S. Memorial Drive. He stated that the remaining back portion of the parcel (~60%) is zoned R-2 Single Family Residential. James Ray, petitioner, presented the zoning amendment request for property located at 1089 S. Memorial Drive. He stated that he purchased the property for the existing business and was not aware of the split zoning. He stated that there are no plans for residential use and would like for the entire property have the B-2 zoning. Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed. Mr. Hayden introduced a resolution recommending approval of the rezoning for 1089 S. Memorial Drive from B-2 and R-2 to B-2 and moved for its approval. Mr. Gardner seconded the motion. The vote was called. The motion to approve passed unanimously. He also mentioned the moratorium on short term rentals placed by City Council. Memorial Dr. Property Identification: Autauga County 1905154001002.001 Property Size: 5.1 Acres Future Land Use Map (FLUM) Designation: Mixed-Use Residential / Medium Density Residential Current Zoning District: B-2 General Business / R-2 Single Family Residential Proposed Zoning District B-2 General Business Existing Land Use: Commercial B. DEVELOPMENT STATUS & HISTORY: Previous Requests: May not be exhaustive None Known Zoning Map Amendment for 1089 S. Memorial Drive Page 2 of 2 C. SURROUNDING LAND USE AND ZONING: D. EVALUATION/COMMENTS: Proposed Use: The applicant is requesting to rezone a 5.1 +/- acre parcel located on the east side of Old Highway 31, partially behind Pigg Enterprises, from split zoning of B-2 (General Business) and R-2 (Single Family Residential) to B-2 (General Business). Street Connectivity: Parcel has frontage on Old Highway 31. Water/Sewer: Public water and sewer are available to this site. E. COMPREHENSIVE PLAN: The subject site has a Future Land Use Map (FLUM) designation of Low-Density Residential. On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel in Mixed- Use Residential and Medium-Density Residential FLUM zones and surrounded by Medium Density Residential and Mixed-Use Residential to the North and East and Commercial to the West and South. The proposed Zoning Map Amendment to B-2 General Business meets the general fabric of the area. PLANNING STAFF EVALUATION This property has a split zoning designation due to its proximity to South Memorial Drive. It appears an approximately 300 ft buffer was established creating B-2 General Business zoning along S. Memorial Drive. The remaining back portion of the parcel (~60%) is zoned R-2 Single Family Residential. The FLUM zone for this parcel is also split between Mixed-Use Residential and Medium-Density Residential, however, borders Commercial. The S. Memorial / Hwy 31 Corridor, including this parcel, is made up primarily of commercial land uses and the proposed zoning of this parcel will maintain that general fabric of the area. The proposed zoning map amendment will eliminate the current split commercial/residential zoning of this parcel and will create a uniform parcel zoned B-2 General Business.
