Members present were Chairman Tim Sanford, Vice-Chair Taylor Stewart, Mr. Zack Barker, Mrs. Jean Davis, and Mr. Scott Ferguson. Members Absent: Mrs. Teresa Nettles and Ms. Kristi Rollins. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: There were no minutes available. Committee Reports: There were no reports to be made. Old Business: Certificate of Appropriateness Alterations- Replacing Windows 150 1st Street River Region Pregnancy Center, Petitioner This item was tabled and the February 24th regular meeting. The Commission voted to table the action of replacing the windows to allow the petitioner to bring a sample of the proposed material. Mr. Rigsby provided a brief synopsis of the petitioner’s request. He stated that since the last meeting, Mr. Burton has requested to amend the request to the conditions stated in his email dated March 3, 2022 and provided pictures of the type of windows proposed in that email. (E-mail made a part of the minutes). Bob Burton, 373 Wetumpka Street, petitioner’s representative, along with Chris George, 115 Shady Oak Lane, addressed the amendments they propose for the windows which are to retain the original windows under the porch on the front of the house; not use vinyl around the exterior of the new windows (using wood); put the grid on the exterior of the glass and continue to match the grid pattern of the original (with minor exceptions). He stated that the rear box windows do not have a grid pattern and are not original windows. He stated that the pictures are of windows that have been approved in the historic district and their proposal is similar to those already approved. Mr. George presented the sample material window they are proposing to install. Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. Chairman Sanford opened discussion for the board. Ms. Stewart stated that she researched the widows that were previously approved by the Commission as presented by the petitioner and found that the properties were noncontributing to the district or replaced non-original windows. The Commissioners were agreeable to the petitioner’s amended conditions to their request. After no further discussion, the vote was called. Mr. Barker moved to approve the request as revised. Mr. Ferguson seconded the motion. The passed by a majority vote as recorded. Favor: Mr. Barker, Mr. Ferguson, and Chairman Sanford. Oppose: Mrs. Davis and Ms. Stewart. Scott Stephens | scott.stephens@prattvilleal.gov | 334.595.0501 From: Robert Burton <bob@robertoburton.com>  Sent: Thursday, March 3, 2022 15:41To: Stephens, Scott <Scott.Stephens@prattvilleal.gov>Cc: Chris George <alabamadreamhomes@gmail.com>; Carla Wilemon <director.rrpc@gmail.com>Subject: [EXTERNAL]150 1st Street Certificate of Appropriateness Application for Window Replacement   Mr. Stephens:   I wanted to recap and add to our Certificate of Appropriateness Application for Window Replacement at 150 1st Street.    The River Region Pregnancy Center filed a Certificate of Appropriateness Application to remove the windows (except the transom windows and colored Attic window) with white vinyl windows at the Center’s new location at 150 1st Street. The reasons for the application are the large number of broken panes, the poor condition of the windows, and the need for the building to be more energy efficient. The utility bills are very high, and the Center is a nonprofit ministry that assists young women and men in a crisis pregnancy situation. The replacement windows would be very energy efficient. The grids would be betweenthe glass, but they would match the grid pattern of the original windows (with minor exceptions). We provided a picture of the windows that we would use in our original application. These windows are installed at 335 S. Chestnut Street. There are 3 more pictures attached to this email of other homes in the HPCwith similar windows to what we requested be approved. Although we would still like to install grid behind glass windows, due to the concerns of the Commission, we are willing to:1. Retain the original windows under the porch on the front of the house2. Not use vinyl around the exterior of the new vinyl windows 3. Put the grid on the exterior of the glass 4. Continue to match the grid pattern of the original (with minor exceptions)   The Commission has requested that we bring samples of the grid on glass window to the upcoming meeting on 3/8. I have been unable to obtain samples, but the General Contractor, Chris George, is working on that. The windows that we want to use with the grid on glass can be seen in the HPC at 311 S. Washington Street.  (Several pictures of them are attached.) These are the same windows that we would like to use, except the size and grid pattern would be the same as our current windows. I would like to request that the Commissioners take a look at the windows at 311 S. Washington Street prior to ourmeeting on 3/8 or that we walk over during the meeting to do so. Although expense is obviously a big factor for us, we really want the new location to be something all of us can be proud of as an asset to downtown Prattville.  Thank you very much for your consideration. We really appreciate it. House occupies site of c.1850 structure for which site #151 functioned as servants 1 quarters. Page 2 of 7 Proposed Alteration, Renovation or Addition The following alterations have been requested by the applicant. See the application included as Attachment A for a description of each element. 1. Remove and replace back door with standard 6-panel door 2. Remove windows and replace them with white vinyl windows PLANNING STAFF EVALUATION: Reviewed by: Tommie Williams, Planner Site Visits Conducted: February 2022 Recommendation: See Analysis Details Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of each section. The following changes are proposed: 1. Remove and replace the back door with a standard 6-panel door. Door and Entrances (page 18) Doors are often buildings’ central visual elements and are particularly important features. Historic entrances and doors should be retained, maintained, and, if needed, repaired. Missing or severely deteriorated doors should be replaced with historically appropriate replacements. Screen, storm, and security doors should not detract from the historic appearance of their building. 1. Historic doors should be retained and maintained. 2. Deteriorated or damaged historic doors should be repaired using methods that allow them to retain their historic appearance and as much of their historic fabric as possible. Epoxy is helpful in strengthening and replacing deteriorated wood. Page 3 of 7 3. Owners are encouraged to replace missing or severely damaged historic doors with new doors that replicate the originals or other historic examples. 4. Replacements for primary residential doors may appropriately be of painted paneled wood with or without a clear-glass single or multiple-light opening. Item 1 Recommendation: Approval The dwelling at 150 1st first street was built as a residential dwelling. Therefore, The Planning Department utilized the Prattville Residential Design Review Guidelines Manual, even though it is now being used as a commercial dwelling. The applicant is proposing to replace the existing flat steel commercial door with a 6-panel door. Applicants should be aware that new doors should be replicate the originals or other historic examples. CURRENT BACK DOOR 2. Remove windows and replace them with white vinyl windows Page 4 of 7 Windows (page 34) Windows are prominent building components. They help to establish the rhythm of a building or streetscape. Sometimes, particularly in industrial buildings, they are the dominant visual element of a building exterior. Historic windows should be retained, visible, maintained, and, if needed, repaired. 1. Historic windows should be retained and maintained. 2. Historic windows should remain visible and their openings transparent. 3. Deteriorated or damaged windows should be repaired so that the windows retain their historic appearance. 4. The replacement of original windows with vinyl or aluminum windows is discouraged. 5. Missing windows or elements should be replaced so that they replicate the historic windows or other historic examples. Window openings should not be added or removed from locations visible from the street. 6. Historic shutters should be retained and maintained. 7. Shutters should not be added unless the building historically had them and replacements replicate historic shutters, fit the window opening, and are constructed of painted wood. 8. Screen and storm windows should be constructed of painted wood, baked-on enamel, anodized aluminum, or painted-to-match-the-frames mill-finish aluminum. 9. Screen, storm, and security windows should fit within the window frames and be full-view design or have a central meeting rail in the same location as the window. 10. Security windows and bars should not be visible from the street. Item 2 Recommendation: Approval with conditions (Condition being that windows must be replaced with historic windows. The applicant is proposing to remove the existing windows (except transom and colored attic windows) and replace them with white vinyl windows. The windows are mostly 2 by 2. They are proposing to replace the windows with 6 by 6 vinyl windows, which are discouraged in the historic district, the applicant should try and replace the windows that will replicate the historic windows or other historic examples.
