Members present were Chairman Tim Sanford, Vice-Chair Taylor Stewart, Mrs. Jean 12 Davis, Mr. Scott Ferguson, Ms. Kristi Rollins, and Mrs. Teresa Nettles. Mrs. Nettles seconded the 21 motion. The motion passed unanimously. 22 23 Mrs. Rollins moved to approve the minutes of the March 8, 2022 special meeting. Ms. Stewart seconded the motion. 24 The motion passed unanimously. 25 26 Committee Reports: 27 There were no reports to be made. 28 29 Old Business: 30 There was no old business to discuss. 31 32 New Business: 33 Certificate of Appropriateness 34 Exterior Renovations 35 101 N. Chestnut Street 36 Alfred Booth, Petitioner 37 38 Mr. Williams provided the staff report for the Certificate of Appropriateness for exterior renovations on property 39 located at 101 N. Chestnut Street. No action was taken on this request. The Commission determined that the 40 requested renovations were previously approved and Chairman Sanford recommended that reference be made to the 41 previous (2/28/2013) approval. 42 43 There were no public comments made. 44 45 Certificate of Appropriateness 46 Accessory Structure 47 133 Pletcher Street 48 Brigitte Lee, Petitioner 49 50 Mr. Rigsby provided the staff report for the Certificate of Appropriateness to allow an accessory structure on property 51 located at 133 Pletcher Street. He stated that the petitioner is proposing to place a pre-fabricated 10 ft x 12 ft 52 accessory structure at the rear of the property. He stated that the proposed location is a wooded area of the lot, with 53 limited visibility from Pletcher Street, Maple Street, or surrounding properties. Tom Miller, 115 Maple Street, stated that he was standing 58 in for the petitioner, Brigitte Lee. He spoke in favor of the request. There were no other comments, the public 59 hearing was closed. 60 61 After no further discussion, the vote was called. Mr. Ferguson moved to approve the accessory structure as 62 submitted. Ms. Stewart seconded the motion. The motion to approve passed unanimously. 63 64 Mrs. Davis moved to change the order of agenda items 3 and 4. Mrs. Nettles seconded the motion. 65 66 Certificate of Appropriateness 67 Fountain 68 Bridge Street and Maple Street (Roundabout) 69 City of Prattville, Petitioner 70 71 Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow a fountain on property located 72 in the roundabout of the street on Maple Street and Bridge Street. He stated that the fountain will be similar to the 73 fountain in the Heritage Park. It will be gloss black finish. 74 75 Robby Anderson, petitioner’s representative, presented the request for the fountain on Maple Street and Bridge 76 Street. He stated that the fountain will be located inside the 30’ circle with some protective fencing similar to what 77 was previously approved fencing used by the city. 78 79 Chairman Sanford opened the floor for public comments. Tom Miller, 115 Maple Street, spoke in favor of the 80 request. There were no other comments, the public hearing was closed. 81 82 Chairman Sanford opened the discussion for the board. After their discussion, the vote was called. Mrs. Davis 83 moved to approve the fountain (Caesar Model) as presented to include an iron fence similar in height (no more than 84 3 feet) to the surrounded brick pool base. Mr. Ferguson seconded the motion. The motion to approve passed 85 unanimously. 86 87 Certificate of Appropriateness 88 Fountain 89 115 Maple Street 90 Tom Miller, Petitioner 91 92 Mr. Rigsby provided the staff report for the Certificate of Appropriateness to allow a fountain in the front yard on 93 property located at 115 Maple Street. He stated that the proposed request does not meet the guidelines however it 94 does not detract from the existing structures in the area. 95 96 Tom Miller, petitioner, presented the request for the fountain at 115 Maple Street. He stated that the proposed 7 foot 97 Janey Crane Fountain does not have a modern look. 98 99 Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. 100 101 Chairman Sanford opened the discussion for the board. After their discussion, the vote was called. Mr. Ferguson 102 moved to approve the fountain (Janney Crane Fountain Model) as presented. Mrs. Nettles seconded the motion. 103 The motion to approve passed by majority vote as recorded. Oppose: Ms. Stewart. 105 106 107 108 109 DR A F T Draft Prattville Historic Preservation Commission March 24, 2022 Minutes Page 3 of 3 Certificate of Appropriateness 110 Fitness Court 111 Maple Street 112 City of Prattville, Petitioner 113 114 Ms. Stewart recused herself from acting on this item due to conflict of interest. 115 116 Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow a fitness court on property 117 located on the creek side of Maple Street. He stated that the petitioner is proposing to install a 40ft x 40ft outdoor 118 fitness area. The guidelines do not have any sections on or references to proposals such as this. He stated that the 119 staff recommends considering landscaping to provide a visual buffer between the fitness area and adjoining 120 residential property. 121 122 Lisa Byrd, petitioner’s representative, presented the request for the outdoor fitness court proposed for location on 123 the Creekside of Maple Street. She stated that the fitness court will be operated as a park use with limited hours. 124 She stated that the they are proposing landscaping, a bike rack, and fencing to enclose the court. She stated that the 125 location is a good area to fit in the one-mile pedestrian walking path. 126 127 Chairman Sanford opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace Street; Anthony 128 Castaldo, 124 Maple Street; Angela Josey, 138 Maple Street; Tom Miller, 115 Maple Street, and a letter received 129 from Zack Barker, 150 Pletcher Street, were in opposition to the location of the proposed fitness court. Vandalism, 130 traffic and parking issues, and safety concerns were also expressed. There were no other comments, the public 131 hearing was closed. 132 133 Chairman Sanford opened the discussion for the board. Chairman Sanford asked if an alternate location been 134 considered. Mrs. Byrd stated that they are not opposed to a different downtown location. After their discussion, the 135 vote was called. Mrs. Davis moved to deny the fitness court as presented. Mr. Ferguson seconded the motion. The 136 motion to deny passed unanimously. 137 138 The commission recommended a work session if an alternate downtown location is found. Mrs. Nettles, Chairman 139 Sanford, and Mr. Barker were named as committee members for the work session. 140 141 Miscellaneous: 142 143 Guidelines Update 144 Mr. Stephens provided an update on the process of the Design Guidelines being managed by PaleoWest. 145 146 Adjourn: 147 With no further business, Ms. Stewart motioned to adjourn the meeting. Exception to 50-year criteria; considered singularly fine example of period "colonial" house of type popular1925-1940. DR A F T Page 2 of 6 Proposed Alteration, Renovation, or Addition The following alterations have been requested by the applicant. See the application included in Attachment A for a description of each element. 1. Construct a carport (Outbuilding) 2. Driveway replacement PLANNING STAFF EVALUATION: Reviewed by: Tommie Williams, Planner Site Visits Conducted: April 2022 Recommendation: Approval The proposed project is in keeping with the Historic Preservation Guidelines for Residential buildings. The proposed project does not detract from the existing structure. Evaluation: Since the subject property/structure was initially developed as a residence, the requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of each section. The following changes are proposed: 1. Construct a carport (Outbuilding) Outbuilding (page 50) Outbuildings contribute to the historic and residential character of the district. Historic outbuildings should be retained and maintained. New outbuildings should use design, materials, and placement that support the district’s historic character. 1. Historic outbuildings should be retained and maintained. The Planning Department is utilizing outbuildings guidelines since there are no guidelines for carports. The applicants are requesting to rebuild their carport that was damaged/destroyed during the tornado. 2. New outbuildings should be smaller than the adjoining main building. The new carport will be smaller than the primary dwelling. DR A F T Page 3 of 6 3. New outbuildings should be simple in appearance. The appearance of the new carport will be simple in nature, with a shingled roof and brick material that will complement the primary dwelling. 4. New outbuildings should use building and roof forms compatible with those used in the adjoining main building. The carport and the primary dwelling do not have the same roofline but the overall structure is in conformance with the guidelines. 5. New outbuildings should use materials compatible with those used in the adjoining main buildings. Outbuildings that are not visible from public vantage points or have very limited visibility may use modern synthetic siding materials. The carport will be located at the rear of the parcel and be constructed using brick material. The brick will be painted white to match the primary dwelling. 1. Driveway Replacement Outbuildings (page 50) Driveways, sidewalks, and walkways are common district features. Historic examples should be retained and maintained, and new construction should follow historic examples. 1. Historic driveways, sidewalks, and walkways should be retained and maintained. The current driveway is made of gravel and the new driveway will be gravel. The new driveway will require a new curb that will be located vertically from the carport. 2. Driveways should be of gravel, concrete ribbons, grass, dirt, or concrete. Blacktop and asphalt driveways were not historical features of the district and should be avoided. Driveways should be located to the side of the house. The driveway will be gravel material (currently gravel). The new gravel driveway will be located to the side of the primary dwelling with a turnaround extension. A new curb will be needed and has already been approved by the Engineering Director with the condition that the applicant replaces/repair everything back to the status quo. 3. Residential parking areas larger than one car width should be screened and located behind the house or out of view from the sidewalk. The new carport, which will be the primary resource parking, will be located behind the house and will be larger than one car width. 4. Sidewalks are typically concrete and located between a narrow strip of grass bordering the street and the yard. New sidewalks should follow these historic models. Any sidewalk damage that occurs during the driveway process will be repaired by the applicant at their expense. 5. Many district residences have narrow concrete walkways connecting the sidewalk or DR A F T Page 4 of 6 street to the main entrance. New walkways should follow these historic models. The walkway leading up to the main residence will still be maintained. It will not be damaged in the driveway process. Analysis: The applicant is proposing to replace a carport and driveway that were damaged during the tornado. The new carport will be brick material that will be painted white to match the primary dwelling. The carport and the primary dwelling do not have the same roofline but the overall structure is in conformance with the guidelines. The new driveway will require a new curb cut and utilize existing and new gravel material. Any damage sustained to the sidewalk or gutter doing the process of the new curb cut is at the owner’s expense.
