Members present were Mayor Bill Gillespie, Councilman John Chambers, Chairman Tim Smith, Mr. Ken Daniel, Mr. Seth Hayden, and Mr. Mugs Mullins. Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mrs. Paula Carpenter were absent. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mr. Mullins moved to approve the minutes of the February 17, 2022 regular meeting. Mr. Hayden seconded the motion. The motion passed unanimously. Committee Reports: Old Business: There was no old business to discuss. New Business: 1. Annexation: 1060 Spring Street Location: 1060 Spring Street Owner: Michael Stroup Mr. Williams introduced the annexation and zoning amendment request of property located at 1060 Spring Street. He stated that the applicant is requesting to annex into the city and zone a 0.21 +/- acre parcel located south of County Road 4 & east of Jensen Road for single-family residential use. The parcel currently has a dwelling located on it. He stated that the Planning Department is recommending a zoning of R-5 (Patio Garden Home) because of the size of the lots. He also stated that once incorporated into the city, the applicant plans on connecting to the city sewer. The closest connection is located on their neighbor’s parcel which the applicant has obtained written permission from their neighbor to allow access to the connection. Michael Stroup, petitioner, was present at the meeting. Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed. Mr. Hayden introduced a resolution recommending approval of the annexation of 1060 Spring Street into the corporate limits of the City of Prattville and moved for its approval. Mr. Mullins seconded the motion. The vote was called. The motion to approve passed unanimously. 2. Miscellaneous: Mr. Stephens informed the Commission that the new Zoning Ordinance was adopted by City Council at their March 15, 2022 meeting along with a new downtown overlay and a new fee schedule. He also requested that the Commissioners prepare to update the Subdivision Regulations. On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel is in the Mixed-Use Residential and Low-Density Residential zones and surrounded by Mixed-Use Residential to the North and East, light industry to the south, & low density to the west. The proposed Zoning Map Amendment to R-5 Patio Garden Homes meets the general fabric of the area.
