WHEREAS, Dan Andreadakis' term on the City of Prattville Airport Authority (Airport
Authority) shall expire on June 16, 2022; and
WHEREAS, it is the desire of the City Council of the City of Prattville to ensure the
continuity of the Airport Authority's operation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Dan Andreadakis is hereby re -appointed to the Airport Authority effective immediately, and said
term shall expire on June 16, 2028, or until his successor is duly qualified and appointed.

[To Declare Various Weeded Lots to be a Public Nuisance, Order Their Abatement and Set a
Public Hearing per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended.]

WHEREAS, an abundance of overgrown grass or weeds:
1. is injurious to the public health, safety and general welfare by providing a breeding
ground and shelter for rats, mice, snakes and mosquitoes and other vermin;
2. may cause the further spread of weeds;
3. may hide debris, such as glass or metal, that could inflict injury on a person going to
such property;
4. may also pose a fire hazard and respiratory hazard; and
WHEREAS, §11-67-1 et seq., of the Code of Alabama, 1975, as amended, permits the
City Council of the City of Prattville to declare an abundance of overgrown grass and weeds to
be a public nuisance; and
WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected
the property at the following addresses and determined the existence of an abundance of
overgrown grass and weeds:
• 305 Cranbrook Drive- Thomas John D & Amber M Thomas, 305 Cranbrook Court,
Prattville, AL 36067 [19 05 16 3 001 001.052]
• 314 Fairview Avenue- Blackmon Richard Allen, 314 Fairview Avenue, Prattville, AL

• Scott Lane- Loomis Jason, 108 Dellwood Court, Prattville, AL 36066

• 628 Shadow Lane Drive- Magee Lori A, 628 Shadow Lane, Prattville, AL 36066

NOW, THEREFORE, BE IT RESOLVED THAT:
1. the City Council of the City of Prattville declares the abundance of overgrown grass and
weeds at the above -listed addresses to be a public nuisance; and
2. the owners of said property, as they appear in the records of the Autauga County or
Elmore County Revenue Commissioners, are ordered to abate the abundance of
overgrown grass and weeds; and
3. the owners of said property are ordered to appear before the City Council of the City of
Prattville at a public hearing at 6:00 p.m. on July 5, 2022, in Prattville City Hall; and
4. the notice as required by §11-67-62, Code of Alabama, 1975, as amended, will be
provided in a publication of general circulation in compliance with the law, by certified
mail, and by signage on the subject property.

RESOLUTION
[To Authorize the Public Works Director to Conduct Garbage Collection Services in Certain
Areas of the City of Prattville's Police Jurisdiction.]

WHEREAS, pursuant to §11-40-10, Code of Alabama, 1975, as amended, the City
Council of the City of Prattville has the legislative discretion to determine which, if any services
it provides to its police jurisdiction; and
WHEREAS, a municipality's growth is not always linear and thus, there are areas of the
City of Prattville's police jurisdiction which are for the most part "surrounded" by the City of
Prattville's corporate limits; and
WHEREAS, there is a need to reduce duplication of services with Autauga County along
certain streets in the police jurisdiction; and
WHEREAS, the City Council is desirous of permitting a limited City garbage collection
services (household garbage only) to certain areas of the police jurisdiction, which would
include garbage collection in City -provided receptacle bins only; and
WHEREAS, the City Council is desirous of authorizing the Public Works Director for the
City of Prattville to determine and provide such garbage collection services in areas of the
police jurisdiction.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Garbage collection services (household garbage only) may be provided in certain areas of the
police jurisdiction as determined by the Public Works Director.

RESOLUTION
[To Authorize the Mayor to File an Application for a Loan Through the Alabama Water
Pollution Control Authority for the Prattville Thomas Avenue and Selma Highway Sewer and
Drainage Improvement Project.]

WHEREAS, the City of Prattville, after thorough consideration of the various aspects
of the problem and study of available data, has hereby determined that the construction of
certain works required for the treatment of wastewater is desirable and in the public interest,
and to that end, it is necessary that action for the construction of wastewater treatment and/or
transport facilities be taken immediately; and
WHEREAS, §22-34-1 et seq., Code of Alabama, 1975, as amended, and the regulations
promulgated thereunder in the Alabama Department of Environmental Management (ADEM)
Administrative Code Chapter 335-6-14, the State of Alabama, has authorized the making of
loans to aid in financing the cost of construction of necessary wastewater treatment and
transport works to prevent the discharge of untreated or inadequately treated effluent to any
waters; and
WHEREAS, in Ordinance Book 2022, Page 004, the City of Prattville authorized the
issuance of a $2,030,000.00 General Obligation Warrant Series 2022-CWSRF-DL for the
Prattville Thomas Avenue and Selma Highway Sewer and Drainage Improvement Project; and
WHEREAS, the amount of the initial loan approved for said project will not be sufficient
to cover the costs of the construction bid and related engineering work; and
WHEREAS, there is a need to secure approximately $1,365,000.00 in additional funding
to complete the Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the Mayor is hereby authorized to file on behalf of the City an application for a loan to be made
by the Alabama Water Pollution Control Authority (AWPCA) for the approximate remaining
amount of $1,365,000.00.
BE IT FURTHER RESOLVED that the Mayor is hereby designated as the Authorized
Representative of the City for the purpose of furnishing to ADEM such information. data and
documents pertaining to the application for a Clean Water State Revolving Fund loan from the
AWPCA as may be required; and otherwise to act as Authorized Representative of the City in
connection with this application.
BE IT FURTHER RESOLVED that certified copies of this resolution be included as a

[To Authorize Civil Southeast LLC to Make Application to the Alabama Department of
Transportation for Sidewalk Improvements along Old Ridge Road and Old Farm Lane.]

WHEREAS, the City of Prattville is interested in applying under Alabama Department
of Transportation's (ALDOT) Transportation Alternative Program (TAP) for sidewalk
improvements along Old Ridge Road and Old Farm Lane; and
WHEREAS, Civil Southeast LLC has the staff and expertise to prepare the City of
Prattville's application; and
WHEREAS, the FY2023 TAP grant is an 80/20 match grant; and
WHEREAS, the total estimated cost of the project is $1,101,399.00 with the City of
Prattville match estimated to be $220,279.80.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
an application be submitted to ALDOT for sidewalk improvements along Old Ridge Road and
Old Farm Lane.
BE IT FURTHER RESOLVED the City Council commits to the 20% matching funds of
the total project cost estimated at $220,279.80 with said funds being budgeted in the FY2023
Capital Projects Fund.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute all documents
required by this application.

WHEREAS, there is a need to purchase GPS/Camera equipment for twelve (12)
vehicles assigned to the Sanitation Division of the Public Works Department; and
WHEREAS, said equipment is available through the Sourcewell Purchasing
Cooperative, Contract Number 091219-THC, from Ingram Equipment Company LLC at a net
cost not to exceed $46,138.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the FY2022 Budget is hereby amended as follows:
Decrease Sanitation Enterprise Fund/ Capital Outlay $46,138.00
Increase Sanitation Enterprise Fund/ Equipment Maintenance $46,138.00
BE IT FURTHER RESOLVED by the City Council of the City of Prattville, that funds in an
amount not to exceed $46,138.00 for said equipment are hereby authorized and approved to be
paid to Ingram Equipment Company LLC, and said funds are hereby approved and appropriated
from FY2022 Budget Line Item Sanitation Enterprise Fund/ Equipment Maintenance.

[To Authorize Demolition of the Dilapidated Accessory Structure Located at 1039 Gipson
Street and to Award a Contract to Advantage Lawn & Home to Complete Demolition at a
Cost Not to Exceed $900.00.1

WHEREAS, under the authority of Title 11, Chapter 53B of the Code of Alabama, 1975,
as amended, the City of Prattville Building Inspector declared an accessory structure at 1039
Gipson Street to be unsafe and a public nuisance on November 18, 2021; and
WHEREAS, on February 15, 2022, the Prattville Police Department Code Enforcement
Officer sent notice ordering the repair or demolition of the accessory structure at 1039 Gipson
Street within 45-days of said notice; and
WHEREAS, said notice was delivered by certified mail to the last known property owners
and to all parties having interest in the property; and
WHEREAS, no public hearing was requested by the property owner(s) within thirty
(30) days of the date of notice as provided by §11-5313-4, Code of Alabama, 1975, as
amended; and
WHEREAS, on April 19, 2022, in Resolution Book 2022, Page 068, the City Council
declared that the accessory structure located at 1039 Gipson Street continued to be unsafe
and a public nuisance that must be repaired or demolished; and
WHEREAS, no repairs have been made to the accessory structure, and it remains
unsafe and a public nuisance.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby authorizes the Mayor to take whatever steps are necessary to remove the unsafe
accessory structure located at 1039 Gipson Street.
BE IT FURTHER RESOLVED that a contract in an amount not to exceed $900.00 is
awarded to Advantage Lawn & Home to remove said accessory structure located at 1039
Gipson Street, and said funds are hereby approved and appropriated from FY2022 Budget
Line Item Police/ Dilapidated House Demolition. The Mayor shall present the City Council
with a detailed list of the costs of removal.

4 City of Prattville, Autauga County, the Water Works Board of the City of Prattville, and James
5 Hardie Building Products, Inc. in Support of Project Mayfield]

9 WHEREAS, Amendment No. 772 to the Constitution of Alabama (1901) Section 94.01
10
11 (c)(2) of the Recompiled Constitution of Alabama authorizes the City to lend its credit to or
12
13 grant public funds and things of value to aid any corporation, or other business entity for the
14
15 purpose of promoting the economic development within its jurisdiction; and
16
17 WHEREAS, the City Council of the City of Prattville, Alabama (the "City Council"), has
18
19 been asked to consider and approve an agreement for use and grant of public funds and
20
21 things of value (the "Agreement') to James Hardie Building Products, Inc., a Nevada
22
23 corporation (the "Corporation); and
24
25 WHEREAS, pursuant to and in conformity with Amendment 772 to the Constitution of
26
27 Alabama (1901), as amended, on May 29, 2022, the City Clerk published that certain Notice of
28
29 Action Proposed to be Taken by the City of Prattville, Alabama, at a Public Hearing (the
30
31 "Notice"), in the Montgomery Advertiser, the newspaper having the largest circulation in the
32
33 City of Prattville (the "City"), which publication was at least seven days prior to the date of the
34
35 meeting at which this resolution is being considered; and
36
37 WHEREAS, such Notice further invited members of the public to attend the Public
38
39 Hearing and submit comments regarding the actions the City Council is considering with
40
41 respect to the agreement described in the Notice; and
42
43 WHEREAS, the City Council, at its Public Hearing on June 7, 2022, offered members
44
45 of the public the opportunity to comment on the matters set forth in the Notice and those
46
47 comments have been considered by the City Council; and
48
49 WHEREAS, the public benefits sought to be received by approval of the Project
50
51 Development Agreement include:
52
53 1. Promoting the economic development of the City;
54 2. Creating employment opportunities in the City;
55 3. Increasing the tax revenues in and around the City;
56 4. Promoting the location, relocation, expansion and retention of commercial enterprises
57 in the City;
58 5. Preserving and improving the aesthetic quality of commercial development, inuring to
59 the economic health of the City;
60 6. Improving the quality of life for citizens in and around the City.

62 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville as
63
64 follows:

1. The City Council finds and determines that the Notice published in the Montgomery
Advertiser satisfies the requirements of Amendment 772.
2. That the Agreement between the City, the Corporation, Autauga County, Alabama,
and the Water Works Board of the City of Prattville, Alabama, which is in substantially final
form shall be and is hereby approved.
3. That the Mayor of the City shall be and hereby is authorized to execute and
enter into the Agreement and deliver the Agreement set forth in this resolution to the
other parties to the Agreement or to their representatives.
4. That the Mayor shall further be authorized to make such corrections or revisions
to the text or form of the Agreement as necessary prior to such execution, provided that any
such correction or revision shall not alter the material terms of the Agreement.
5. That, after due consideration, the City Council finds and determines that the
expenditure of public funds and granting of things of value for the purposes and in the
manner specified in the Agreement, and the execution of the Agreement approved in this
resolution, serve valid and sufficient public purposes, notwithstanding any individual benefit
accruing to the Corporation, or any other private entity or entities.
6. That the public benefits to the City resulting from the Agreement and transactions
hereby approved include the promotion and advancement of local economic and commercial
development and the stimulation of the local economy; an increase in employment
opportunities within the City; an expansion of the City's tax base, which will result in
significant additional tax revenues for the City; an increase in tax revenues for the schools
operating in the City; and the expansion and retention of industrial and commercial
enterprises in the City, all of which inure directly to the economic health and public welfare of
the City and its residents.
