BE IT RESOLVED by the City Council of the City of Prattville, that the license fee
imposed by the City of Prattville Code of Ordinances, Section 38-322, is hereby waived for the
Autauga County Fair and all related concessions and games, etc. to be operated under the
auspices of the Autauga County Fair Organization to be held at Mac Gray Park on Martin Luther
King, Jr. Drive during the week of October 11-15, 2022.

WHEREAS, an abundance of overgrown grass or weeds:
1. is injurious to the public health, safety and general welfare by providing a breeding
ground and shelter for rats, mice, snakes and mosquitoes and other vermin;
2. may cause the further spread of weeds;
3. may hide debris, such as glass or metal, that could inflict injury on a person going to
such property;
4. may also pose a fire hazard and respiratory hazard; and
WHEREAS, §11-67-1 et seq., Code of Alabama, 1975, as amended, permits the City
Council of the City of Prattville to declare an abundance of overgrown grass and weeds to be
a public nuisance; and
WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected
the property at the following addresses and determined the existence of an abundance of
overgrown grass and weeds:
• 900 Block Wilberforce Avenue- Epkins Sylvia Mae c/o Frank Epkins Jr, 470 West
Drive, Prattville, AL 36067 [19 03 05 4 001 005.000]
• 400 Block New Moon Drive- Ellis Virginia C c/o Linda Dykes, 3313 Butler Road,
Johnson City, TN 37604 [19 05 16 2 000 116.000]
NOW, THEREFORE, BE IT RESOLVED THAT:
1. the City Council of the City of Prattville declares the abundance of overgrown grass and
weeds at the above -listed addresses to be a public nuisance; and
2. the owner(s) of said property, as they appear in the records of the Autauga County or
Elmore County Revenue Commissioners, are ordered to abate the abundance of
overgrown grass and weeds; and
3. the owner(s) of said property are ordered to appear before the City Council at a Public
Hearing at 6:00 p.m. on October 18, 2022, at Prattville City Hall; and
4. the notice as required by §11-67-62, Code of Alabama, 1975, as amended, will be
provided in a publication of general circulation in compliance with the law, by certified
mail, and by signage on the subject property.

WHEREAS, an abundance of overgrown grass or weeds:

WHEREAS, the City Council of the City of Prattville declared in Resolution Book 2022-
A, Page 156, that the abundance of overgrown grass and weeds at various addresses in the
City constituted a public nuisance and set a public hearing to discuss said nuisances; and
WHEREAS, notice, as required by §11-67-62, Code of Alabama, 1975, as amended,
was provided in the Montgomery Advertiser, by certified mail, and by signage on the subject
property; and
WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected
said property and determined that the public nuisance still exists; and
WHEREAS, the City Council held the required public hearing at 6:00 p.m. on September
20, 2022, permitting the owner(s) of said property to present evidence, objections, and protest
regarding the proposed removal of weeds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
declares that the abundance of overgrown grass and weeds on the property continue to be
a public nuisance:
• 172 Maple Street- Smith James K. & Mary Jean c/o LERP Properties LLC, 172 Maple
Street, Prattville, AL 36067 (19 04 17 1 009 003.000)
BE IT FURTHER RESOLVED that the Mayor shall have the overgrown grass and weeds
on the property listed above cut or removed using city forces or private contractors. Any
property owner(s) shall have the right to have any weeds removed at his or her own expense
provided the removal is done prior to the commencement of work by employees or agents of
the City. The Mayor shall keep an accounting of all costs related to the removal of overgrown
grass and weeds and report such cost to the City Council following their removal.

WHEREAS, the Engineering Department has identified a need for one (1) John Deere
Cold Planer CP24E Cutting Tool or equivalent; and
and
WHEREAS, the Engineering Department had specifications drafted for said cutting tool;
WHEREAS, one (1) sealed bid was received, opened and read on September 13, 2022,
at 10:30 a.m. in the Council Chambers at City Hall, and Warrior Tractor & Equipment Co., Inc.
was the lowest responsible bidder at a cost of $32,753.21 for said cutting tool; and
WHEREAS, the Finance Director has identified a certain sum of surplus funds available
for departments that came in under budget in prior fiscal years; and
WHEREAS, a portion of the Engineering Department allocation of said surplus funds
shall be used for the purchase of said cutting tool.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the FY2022 Budget is hereby amended as follows:
Decrease Engineering/ Departmental Reserves $32,753.21
Increase Engineering/ Capital Outlay $32,753.21
BE IT FURTHER RESOLVED that the City Council hereby awards Bid No. 022-014-A
to Warrior Tractor & Equipment Co., Inc. in an amount not to exceed $32,753.21 for said cutting
tool, and said funds are approved and appropriated from the FY2022 Budget Line Item
Engineering/ Capital Outlay.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and
all documents necessary to carry out the intent of this resolution.

WHEREAS, the City of Prattville Parks and Recreation Department has a desire to
purchase a 60x40 PL Ice Skating Rink for use during the Christmas seasons; and
WHEREAS, said ice skating rink and initial installation is available from KwikRink
Synthetic Ice, Inc. at a cost not to exceed $49,995.00; and
WHEREAS, said purchase qualifies under the Public Works Bid law §39-2-1, Code of
Alabama, 1975, as amended; and
WHEREAS, the Finance Director has identified a certain sum of surplus funds available
for departments that came in under budget in prior fiscal years; and
WHEREAS, a portion of the Parks and Recreation Department allocation of said surplus
funds shall be used for the purchase and initial installation of said ice skating rink.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the FY2022 Budget is hereby amended as follows:
Decrease Parks and Recreation/ Departmental Reserves $49,995.00
Increase Parks and Recreation/ Capital Outlay $49,995.00
BE IT FURTHER RESOLVED that funds in an amount not to exceed $49,995.00 are
hereby authorized and approved to be paid to KwikRink Synthetic Ice, Inc. for said ice skating
rink and initial installation, and said funds are hereby approved and appropriated from the
FY2022 Budget Line Item Parks and Recreation/ Capital Outlay.

WHEREAS, in Resolution Book 2017-A, Page 159, on September 5, 2017, the City
Council of the City of Prattville authorized the Mayor to enter into an Agreement with the
Alabama Fire College and Personnel Standards Commission to utilize the premises located
at 290 Echlin Boulevard and 350 County Road 4 West to host a Regional Training Center; and
WHEREAS, said Agreement is due to expire on September 30, 2022; and
WHEREAS, the Alabama Fire College has requested to continue the partnership to
utilize said classroom space and associated facilities for training use.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby approves the Regional Training Center Agreement with the Alabama Fire College and
Personnel Standards Commission to utilize the training offices and classroom located at 290
Echlin Boulevard and the fire training tower and classroom located at 350 County Road 4 West
to host a Regional Training Center. Said agreement shall continue until September 30, 2027,
unless sooner terminated in accordance with the provisions outlined in the contract.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute any and all
documents necessary to carry out the intent of this. resolution.

Redevelopment Authority.]

WHEREAS, in Resolution Book 2021-A, Page 218, on November 16, 2021, the City
Council of the City of Prattville authorized the release of funds to the Historic Prattville
Redevelopment Authority (HPRA) for the purchase of the Levee from Pratt Cotton Gin Mill LLC;
MT]
WHEREAS, the Amended and Restated Project Development and Cooperation
Agreement with Pratt Cotton Gin Mill LLC, signed on November 19, 2021, states that the Levee
shall be maintained by the City and/or Authority; and
WHEREAS, HPRA has deeded the Levee to the City of Prattville; and
WHEREAS, the City agrees to maintain said levee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the City of Prattville does hereby accept the ownership and maintenance of the Levee.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute any and all
documents necessary to carry out the intent of this resolution.

WHEREAS, the Prattville Planning Commission has met and discussed amendments to
the City of Prattville Zoning Ordinance; and
WHEREAS, a public hearing on the proposed amended zoning ordinance was held by
the Prattville Planning Commission on September 15, 2022; and
WHEREAS, the Prattville Planning Commission did recommend the adoption of the
proposed amendments to the zoning ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
a public hearing is set for October 18, 2022, at 6:00 p.m. in the Council Chambers at City Hall.

BE IT ORDAINED by the City Council of the City of Prattville, Alabama, as follows:
THAT the Zoning Ordinance of Prattville, Alabama, was adopted on March 15, 2022;
THAT the Planning Commission may recommend amendments to the Zoning Ordinance
as needed from time to time; and
THAT the Zoning Ordinance of Prattville, Alabama, is hereby amended as described in
Attachment "A"; and
THAT notice was advertised for three (3) weeks in the Montgomery Advertiser, a
newspaper of general circulation within the City Limits of the City of Prattville; in addition, the
same notice was published one time in the regular section of the newspaper in the form of a
one -quarter page advertisement, and that the City Council of the City of Prattville, at its public
hearing on October 18, 2022, at 6:00 p.m., considered said proposed ordinance and that at
such time and place all persons who desired had an opportunity to be heard in favor of or in
opposition to such ordinance.

THE zoning map subsequently amended from time to time, shall remain in full force and
ALL other items and provisions of the Zoning Ordinance as adopted on March 15, 2022,
not herein specifically amended shall remain in full force and effect.
THE amendments to the zoning ordinance described in Attachment "A" were considered
and recommended by the City of Prattville Planning Commission on September 15, 2022.
BE IT FURTHER ORDAINED that regulations concerning temporary signs shall
continue as were allowed under the previous zoning ordinance until December 31, 2022, and
after such time temporary signs must comply with the zoning ordinance as adopted on March
15, 2022, and amended herein.
THIS ordinance shall become effective upon its passage and execution as provided
by law.
