Members present were Vice-Chair Taylor Stewart, Mrs. Jean Davis, Mr. Scott 12 Ferguson, Mrs. Teresa Nettles, and Ms. Kristi Rollins. The motion to approve passed unanimously. 22 23 Committee Reports: 24 There were no reports to be made. 25 26 Old Business: 27 There was no old business to discuss. 28 29 New Business: 30 Certificate of Appropriateness 31 Carport Addition 32 250 S Northington Street 33 Chas & Sandy Cowart, Petitioners 34 35 Mr. Rigsby provided the staff report for the Certificate of Appropriateness to construct a carport on the existing 36 detached garage on property located at 250 S. Northington Street. He stated that the proposed carport will be 37 approximately 20 x 24 and be constructed with the same or similar material as the garage. It will be vertically aligned 38 with the garage and have the same roofline as the garage. He stated that the carport will not be able to be seen from 39 the front elevation or from Main Street. 40 41 Sandy & Chance Cowart, petitioners, presented the request for the Certificate of Appropriateness to construct a 42 carport on property located at 250 S. He stated 56 that applicant is proposing to replace three (3) wooden windows with metal slides with new windows due to extensive 57 rot and deterioration. The new windows will be similar in style as the lower, original windows. He stated that the 58 proposed new windows are vinyl material with exterior muntins and is consistent with other homes in the area and 59 consistent with the Historic Guidelines. 60 61 JB & Jaylene Carteret, petitioners, presented the request for the proposed windows replacement. 62 63 Vice-Chairman Stewart opened the floor for public comments. The amended motion passed unanimously. 71 72 Certificate of Appropriateness 73 Exterior Renovations & Fence Addition 74 238 College Street 75 Amy Waldrup, Petitioner 76 77 Mr. Rigsby introduced a request to make exterior renovations and add a fence on property located at 238 College 78 Street. He stated that renovations include installing a wooden privacy fence in rear and side yards, construct brick 79 paver walkway in front yard, replace mailbox and lamp post, add wooden columns to front façade, construct brick 80 patio in rear yard, and repair two window on the north elevation. He stated that the request to install shutters was 81 removed from the request. He stated that staff recommends approval of the requested items. 82 83 Amy Waldrup, petitioner, present for the requested COA for 238 College Street. 84 85 Vice-Chairman Stewart opened the floor for public comments. Barbara Gaston, 113 N. Washington Street, spoke 86 in favor of the request. After no further comments, the public hearing was closed. 87 88 Vice-Chairman Stewart opened discussion for the Board. After their discussion, the vote was called, Ms. Rollins 89 moved to approve the requests. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. 90 91 Certificate of Appropriateness 92 Replace Fence & Driveway 93 217 Wetumpka Street 94 Adam Shirley, Petitioner 95 96 Mr. Stephens introduced a request to replace the fence and driveway on property located at 217 Wetumpka Street. 97 He stated that the petitioner is requesting to remove the existing gravel/grass driveway and replace it with paver 98 ribbon driveway, remove vinyl fence on the west side and replace it with a wooden (cedar) privacy fence and add 99 three window planter boxes to bay windows. 100 101 Adam “Chuk” Shirley, petitioner, present for the requested COA for 217 Wetumpka Street. He stated that the 102 driveway will be concrete pavers. 103 104 Vice-Chairman Stewart opened the floor for public comments. Matthew Holtzscher, 246 Wetumpka Street, and Rob 105 Gaston, 113 N. Washington Street, spoke in favor of the request. The motion to approve passed unanimously. 111 112 113 114 Certificate of Appropriateness 115 Fountain Color Change and Walkway Addition 116 115 Maple Street 117 Tom Miller, Petitioner 118 119 Mr. Stephens introduced a request to change the color on a previously approved fountain on property located at 115 120 Maple Street. He stated that the petitioner is requesting to change the color from gloss black finish to Verde Gris. 121 122 Mr. Ferguson moved to combine the discussion of agenda items 5 and 6 located at 115 Maple Street. Mrs. Nettles 123 seconded the motion. The motion passed unanimously. 124 125 Mr. Stephens stated that the petitioner is also requesting to add a walkway on the property. The guidelines are the result of many months of work by the Commission, the Steering Committee, citizens, staff, and our consultant, PaleoWest. COA granted for relocation of the front portion of the Wainwright-Smith-Cook House to a new location on Third Street on December 15, 2016. COA granted for the construction of a new single-family structure and two accessory structures on June 27, 2017. COA granted for the construction of a chain link fence for the rear and decorative fencing for the front and sides of the property on May 24, 2018. COA granted the installation of solar panels. DR A F T Page 2 of 6 COA granted the construction of a cast iron fountain- March 24, 2022 COA granted the alteration (color change) of a cast iron fountain- August 25, 2022 1984/2007 Historic Properties Inventory Details 115 Maple Street, Wainwright-Smith-Cook House (circa 1860, contributing) - This rectangular one-story frame building has extensive rear additions. Circa 1900, workers moved the formerly detached kitchen and servant’s quarters to connect with the rear of the house. A possible construction date for its deck-roofed porch with chamfered and molded columns and pierced-work wood railing is circa 1880. (Note original structure was approved for demolition on June 9, 2016. The front portion and porch were moved to a new location on West Third Street in 2017. Proposed Alteration, Renovation, or Addition The following alterations have been requested by the applicant. 1. Install fence on adjoining parcel PLANNING STAFF EVALUATION: Reviewed by: Tommie Williams, Planner Site Visits Conducted: October 2022 Recommendation: Approval The proposed project is in keeping with the Historic Preservation Guidelines for Residential buildings. The proposed project does not detract from the existing structure. Evaluation: Since the subject property/structure was initially developed as a residence, the requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. DR A F T Page 3 of 6 The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of each section. The following changes are proposed: 1. Install fence in rear yard Fences and Walls (Residential Guidelines, page 46) Fences and walls have historically been used to define ownership or function and to separate public and private spaces. Historic fences and walls should be retained and maintained. New fences and walls should use design, materials, and placement that minimize their effect on the district’s historic character. 1. Historic fences and walls should be retained and maintained. Currently, there is not a fence in the location the applicant is requesting. The fence that will be installed will be new construction in this location. 2. Wood and metal picket fences are appropriate for new construction. If wooden, they should be painted using colors complementary to the adjacent house. They should be less than three feet tall, and the pickets should be set less than three inches apart and be less than four inches in width. The applicant is requesting a new construction. The new construction will be located on the rear yard and be approximately 4 feet tall. The material will be black chain-link metal 3. Cast iron fences are appropriate for 19th and early 20th-century dwellings. These fences should be less than three feet tall. This particular house was built in the 21st century and the applicant is proposing a black chain link fence to complement the existing black chain link in the rear yard. 4. Wood board fences may be located in back yards and should be less than six feet tall. Flat tops, dog-ear tops, or pointed tops are all appropriate designs. Fences should be painted to blend with the building. The fence will be black to complement the existing black chain link fence. 5. Free-standing brick or concrete walls may be located in back yards or, if not visible from the street, side yards. Free-standing brick or concrete walls will not be utilized in this project. The new construction will be a black chain link picket fence. 6. Chain-link fences may be located in back yards or, if not visible from the street, side yards. Chain-link fences should be painted dark green or black, coated with green or black plastic, or screened with plants. The black chain-link fence will be located at the rear of the parcel. DR A F T Page 4 of 6 7. Split or horizontal rail, railroad tie, or timber fences may be located in rear yards but should be avoided on the fronts of houses. Split or horizontal rail, railroad tie or timber fences will not be utilized in this project. Item 1 Recommendation: Approval The applicant is proposing to install a new black chain link fence, that will be 4 feet tall to his adjoining lot. The lot is currently vacant and undeveloped. The applicant will install a new black chain link fence to the rear of the vacant parcel. The new fence will connect to his existing fence that is located on his primary lot the proposed fencing is consistent with and consistent with the Historic Guidelines.
