WHEREAS, The Blue Iguana, Inc. d/b/a Blue Iguana has applied for a Lounge Retail
Liquor - Class I License for a business located at 1714 A East Main Street, Prattville, Alabama
36066, which is a lounge; and
WHEREAS, a Public Hearing was set by Resolution Book 2022-B, Page 229, and held
at 6:00 p.m. on December 20, 2022, and that at such time and place all persons who desired
had an opportunity to be heard in favor of or in opposition to such resolution.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby approves the issuance of a Lounge Retail Liquor - Class I License to The Blue Iguana,
Inc. d/b/a Blue Iguana, for the business located at 1714 A East Main Street, Prattville, Alabama
36066.

RESOLUTION
[To Reject All Bids Related to Bid No. 022-017 for Stanley Jensen Stadium Improvements.]

WHEREAS, the City of Prattville has identified a need for improvements at Stanley
Jensen Stadium; and
WHEREAS, the Parks and Recreation Department had specifications drafted for said
improvement project; and
WHEREAS, two (2) sealed bids were received, opened and read on November 17,
2022, at 2:00 p.m. in the Human Resources Department Conference Room at City Hall; and
WHEREAS, all bids received were in excess of funds available for said improvement
project; and
WHEREAS, the City reserved the right to reject all bids.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby rejects all bids received for Bid No. 022-017 for Stanley Jensen Stadium Improvements.

RESOLUTION
[To Re -Appoint Louis C. Colley as Municipal Court Judge.]

WHEREAS, in Resolution Book 2021, Page 13, on January 5, 2021, Louis C. Colley
was re -appointed as Municipal Court Judge / Municipal Court Department Head; and
WHEREAS, §12-14-30 of the Code of Alabama, 1975, as amended, provides that the
term of office for Municipal Court Judge shall be two (2) years and shall continue until a
successor has been appointed and qualified.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Louis C. Colley is hereby re -appointed as Municipal Court Judge / Municipal Court Department
Head of the City of Prattville and shall carry out the duties and responsibilities of said office at
an annual salary of $30,000.00. Said appointment shall be for a period of two (2) years, from
January 6, 2023 through January 5, 2025, or shall continue until a successor is duly appointed
and qualified.

WHEREAS, in Resolution Book 2021, Page 014, on January 5, 2021, Bradley E. Ekdahl
was re -appointed as City Prosecutor of the City of Prattville for a period of two (2) years or until
a successor was duly appointed and qualified.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Bradley E. Ekdahl is hereby re -appointed as City Prosecutor of the City of Prattville to carry out
the duties and responsibilities of said office as authorized by the Code of Alabama, 1975, as
amended, for a period of two (2) years, from January 6, 2023 through January 5, 2025, or shall
continue until a successor is duly appointed and qualified.
BE IT FURTHER RESOLVED that the City Prosecutor shall prosecute cases brought
before the Municipal Court of the City of Prattville, assist in the preparation of warrants, confer
with Police Officers as to type and character of evidence required, advise the Police Officers
on sufficiency and advisability of evidence, recommend dismissal of cases in the Circuit Court
and perform related work as required. Compensation shall be an annual base salary of
$16,000.00, plus $50.00 per hour for Appellate Court work with a cap of $7,000.00, for a
maximum total of $23,000.00 per year.

7 WHEREAS, in Resolution Book 2022-B, Page 232, on November 15, 2022, the City
8
9 Council of the City of Prattville declared a vacancy in Council District 4; and
10
11 WHEREAS, pursuant to §11-43-65, Code of Alabama, 1975, as amended, the City
12
13 Council announced its intent to hold a special election to fill said vacancy for the remainder of
14
15 the unexpired term.
16
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
18
19 notice is hereby given that on Tuesday, February 28, 2023, an election for the purpose of
20
21 electing a Councilor for District 4 for the City of Prattville, Alabama, will be held and that all
22
23 registered and qualified electors of the State, who reside within the limits of District 4 of
24
25 Prattville, Alabama, and have resided therein for 30 days or more immediately preceding the
26
27 date of the election, and who are qualified to vote will be authorized to participate in the election.
28
29 BE IT FURTHER RESOLVED the polls will be opened at 7:00 a.m. and remain open
30
31 continuously until 7:00 p.m. at 376 McQueen Smith Road North, Glynwood Baptist Church.
32
33 BE IT FURTHER RESOLVED a run-off election will be held on Tuesday, March 28,
34
35 2023, if necessary.
36
37 BE IT FURTHER RESOLVED any qualified elector who will have resided within the City
38
39 of Prattville District 4 for a period of at least 90 days on February 28, 2023, may qualify to run
40
41 for office by filing the appropriate forms and paying any appropriate fees, as otherwise provided
42
43 by law.

45 BE IT FURTHER RESOLVED that absentee ballot applications and absentee ballots
46
47 may be obtained at the City Clerk's Office, Prattville City Hall, 101 West Main Street, Prattville,
48
49 Alabama 36067, during regular office hours Monday — Friday, 8:00 a.m. until 5:00 p.m.
50
51 Municipal absentee ballots will be available after January 31, 2023.

53 BE IT FURTHER RESOLVED that candidates may begin qualifying at 8:00 a.m. on
54
55 Tuesday, December 27, 2022, in the City Clerk's Office, Prattville City Hall, 101 West Main
56
57 Street. The deadline to file a Statement of Candidacy is 5:00 p.m. on Tuesday, January 10,
58
59 2023.

RESOLUTION
[To Authorize the Mayor to Enter into an Election Agreement between the City of Prattville,
the Autauga County Commission, the Autauga County Board of Registrars, and the Autauga
County Probate Judge at a Cost Not to Exceed $10,000.00 Per Election.]

WHEREAS, Alabama Ethics Commission Advisory Opinion No. 2018-03 provides that
counties and municipalities may enter into a contract through which the municipality
reimburses the county for the use of the county's election equipment and county employees
who possess the requisite skill and knowledge to operate the equipment; and
WHEREAS, the City of Prattville, the Autauga County Commission, the Autauga
County Board of Registrars, and the Autauga County Probate Judge desire to enter into an
Election Agreement for the Special Election of Council District 4 based on the requirements
of said Ethics opinion; and
WHEREAS, the cost to reimburse the County for said services is not expected to
exceed $10,000.00 per election; and
WHEREAS, said expenses are n budgeted expense of the City Clerk's Department.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby authorizes the Mayor to enter into said Election Agreement between the City of
Prattville, the Autauga County Commission, the Autauga County Board of Registrars, and the
Autauga County Probate Judge.
BE IT FURTHER RESOLVED that funds in an amount not to exceed $10,000.00 per
election are hereby authorized and approved to be paid to the Autauga County Commission
to reimburse the County for said services, and said funds are approved and appropriated
from FY2023 Budget Line Item City Clerk/ Election Supplies.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and all
documents necessary to carry out the intention of this resolution.
