Members present were Mayor Bill Gillespie, Councilman John Chambers, 10 Chairman Reuben Gardner, Vice-Chairman Ken Daniel, Deputy Fire Marshal Craig Allen, Mr. Robert 11 King, and Mr. Mugs Mullins. Mrs. Paula Carpenter and Mr. Seth Hayden were absent. 12 13 (Quorum present) 14 15 Staff present: Mr. Scott Stephens, City Planner; Mr. Tommie Williams, Planner, and Ms. Alisa Morgan, Secretary. 16 17 Minutes: 18 Mr. Daniel moved to approve the minutes of the November 17, 2022 regular meeting. Zoning Amendment: B-2 (General Business) to R-3 (Single-Family Residential) 28 Location: SW corner of S Chestnut Street and W Third Street 29 Petitioner: First Presbyterian Church 30 31 Mr. Williams introduced the zoning request to rezone property from B-2 to R-3 for property located at the 32 southwest corner of S. Chestnut Street and W. Third Street. The 0.68 acres consists of three parcels and 33 they are located in the Downtown Overlay District, which is geared more toward business and 34 institutional uses. He stated that the proposed rezoning is appropriate and staff recommends that the 35 parcels are removed from the Downtown Overlay District if the rezoning is approved. 36
37 Chairman Gardner opened the floor for public comments. There being none, the public hearing was 38 closed. 39
40 Zack Barker, petitioner’s representative, was present for the hearing. 41 42
After no further questions or discussion, the vote was called. Mr. Mullins introduced a resolution 43 recommending the rezoning of property at SW corner of S Chestnut Street and W Third Street from B-2 44 to R-3 with removal from the Downtown Overlay District and moved for its approval. The motion to 45 approve passed unanimously. 46 47 2. Master Plan: Highland Farms 48 Location: East of Highland Ridge Subdivision 49 Petitioner: Flowers & White Engineering, LLC 50 51 Mr. Williams introduced the master plan of Highland Farms Subdivision located east of Highland Ridge 52 Subdivision. The property was initially introduced in September for a rezoning to R-3 which was 53 approved by City Council. He stated that the plan proposes 315 residential lots to be constructed in four 54 phases. A stub out to the north has been provided as recommended by staff and a 50’ ROW to the east 55 connects Old Farm Lane. 56

57 Kenneth White of Flowers & White Engineering, petitioner’s representative, along with Chloe Kelly of 58
TerraCore Development Services, presented the master plan of the Highland Farms Subdivision. She 59 stated that the main entrance into the subdivision will be from the Old Farm Lane with a 50’ ROW 60 connection and will be developed during Phase 1. The Wee Love It Drive connection will be developed 61
at Phase 4 and the Exchange Road connection will be developed at Phase 1 also. Ms. Kelly stated that if 62 the Wee Love It Drive connection is undesirable, they are willing to provide an emergency entrance only 63 gate at that access point. 64 65 Mayor Gillespie asked about maintenance of the ponds, possible traffic calming devices at the Wee Love 66 It Drive access and whether an emergency gate is possible, and what would be provided in the proposed 67 amenity lot. Mr. White and Ms. Kelley addressed the questions stating that the ponds will be serviced by 68 the HOA of the subdivision and they can provide dedicated parcels for access to the ponds if needed. 69 They stated that if the emergency gate is not feasible, traffic signs and speed bumps could be a workable 70 option. The amenity lot could possibly have a pool, covered cabana, chairs, and grills. 71 72 Mayor Gillespie moved to hold the request until further details be provided on the traffic calming devices 73 to be used, if a lockable gate is feasible, and a better idea on what will be provided in the amenity lot. 74 Councilman Chambers seconded the motion. The motion failed by majority vote as recorded: Favor: 75

Although this agenda item does not require public comments, Chairman Gardner opened the floor to 79 allow public comments. Comments were received from Craig Simpler, 622 Castlebrook Drive and Jon 80 Lee Finnegan, 211 Deer Trace. 81
82 After the board’s discussion, the vote was called. Mr. Daniel introduced a resolution approving the 83 master plan of Highland Farms contingent that traffic calming details for Phase 4 (Wee Love It Drive 84 connection) will be submitted at the preliminary plat Phase 1 and the amenity lot will be complete prior to 85 final plat approval of Phase 2 and moved for its approval. Mr. Mullins seconded the motion. On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel is
primarily Low Density & Medium Density Residential and surrounded by Medium Density Residential to the north,
south, east, and west.
PLANNING STAFF EVALUATION:
The applicant is submitting a preliminary plat that proposes to subdivide 35.14 acres of property zoned R-3
(Single-Family Residential) located east of Highland Ridge Subdivision into 90 residential lots. The typical lot
shown on the plan will comply with the underlying zoning. All of the parcels will be located in Elmore County.
Street B connects to Street A, which has been increased to 50 feet, to Old Farm Lane. The preliminary plat also
proposes a HOA maintained amenity area. The discussion during the Master Plan process was that the amenity
must be completed before any final plat approval of the next phase of Highland Farms. Street B does have
traffic calming techniques implemented. There are two islands located on street B to mitigate traffic speeds.
The plat is in compliance with the previously approved Master Plan.

The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel is primarily Low Density & Medium Density Residential and surrounded by Medium Density Residential to the north, south, east, and west.

shown on the plan will comply with the underlying zoning. The county line lies within this preliminary plat and
the applicant has ensured that enough land is established on either side to conform to the lot requirements listed
in the Subdivision Regulations. The majority of the parcels will be located in Elmore County while about 9-11
parcels will be in Autauga County. The preliminary plat proposals to connect Street B to Street A which connects
to Old Farm Lane. Street B will also connect to Wee Lovett Drive which connects to Chancellor Ridge Road in
Highland Ridge Subdivision. Traffic calming devices have been proposed to help mitigate the speed and traffic
going into the existing Highland Ridge Subdivision. The plat is in compliance with the previously approved
Master Plan.

R-4 (Multi-Family Residential) District Standards:
Lot requirements for uses in R-4 zoning include the following:
Staff Comments:
The proposed subdivision will subdivide a single 0.84ac lot into two lots. The current parcel is zoned R-4 (Multi-
Family Residential) which allows for single-family use.
Proposed Lot 1 has a single-family house currently under construction and has access to water and sanitary sewer.
The Subdivision Regulations (§ 4.3) requires subdivisions that adjoin existing streets to dedicate additional right-of-
way to meet minimum ROW requirements. The subdivider has provided for this additional ROW on the proposed
plat.
The Regulations also require (§ 4.3) when a subdivision is proposed on one side of an existing street, that half of the
right-of-way must be improved (“half-street improvements”), including the width of the pavement, curb and gutter,
and sidewalks. The existing Isom Street pavement is approximately 13ft wide without curb, gutter, or sidewalks.
The existing Martin Luther King Jr Drive has adequate ROW width and is fully improved. The subdivider is
requesting a waiver from these requirements. See pictures in this report of existing conditions.
The Regulations require (§ 4.11) that subdivisions be designed to accommodate public sanitary sewer when available
and that “installation of all lines shall be the responsibility of the developer.” The subdivider is requesting a waiver
from this requirement and is proposing to install a 6” private sewer lateral to the public line on MLK.
