Prattville GAP 772 Notice (PH 1 and Agenda 1) for Public PortalExhibit A 06688754.2 LEGAL NOTICE OF REGULAR MEETING AND ECONOMIC DEVELOPMENT ACTION OF PRATTVILLE CITY COUNCIL ON JANUARY 17, 2023 Notice is hereby given that the City Council (the "City Council") of the City of Prattville, Alabama (the "City") will meet in public session at 6:00 p.m. on Tuesday, January 17, 2023 in the Council Chamber at City Hall at 101 West Main Street in the City of Prattville, Alabama for the purpose of considering the transaction of business that may properly come before the City Council, such business to include, but not be limited to, the consideration by the City Council of a resolution (the "Authorizing Resolution") approving the execution and delivery of that certain Development Agreement (the “Agreement”) to be dated the date of delivery among the City, Graham Packaging Company, L.P., a Delaware limited partnership (“Graham”), and Old World Industries, LLC, an Illinois limited liability company (“OWI”). If approved, the Agreement will be executed and delivered pursuant to the Constitution and laws of the State of Alabama, including, without limitation, Amendment No. 772 of the Constitution of Alabama of 1901, as amended. Pursuant to the terms of the Agreement, the City would agree to provide Graham with an amount up to but not to exceed $150,000 as consideration for the renovation and expansion of an existing vacant manufacturing facility within the corporate limits of the City. The proceeds of the proposed cash incentives would be used to reimburse Graham for certain infrastructure improvements required to make the proposed facility operable for Graham’s purposes. The City has determined that the development of the Project will create additional jobs and advance the economic base of the City and the prosperity and welfare of the citizens and taxpayers of the City. The business entities to whom or for whose benefit the City proposes to lend its credit or grant public funds or thing of value are Graham and OWI. All interested persons may examine and review the Agreement, the Authorizing Resolution and all relevant documents, and make copies thereof at personal expense, at the office of the City Clerk during normal business hours, before and after the meeting referenced herein.
