CITY COUNCIL MINUTES
TUESDAY, JANUARY 3, 2023
6:60 P.M.
The Prattville City Council met in regular session on Tuesday, January 3, 2023, at 6:00 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Councilor Striplin gave the invocation. Roll was called with all Councilors recorded as present
with the exception of Councilor Jackson and Councilor Gornto. Council President Boone
declared a quorum and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS POSITIVITY: Maintaining a good attitude, even
when faced with difficulty.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting December 20, 2022.
Council President Pro Tempore Strichik made a motion to adopt the minutes and Councilor
Chambers seconded the motion. There being no discussion, the minutes were adopted (4-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT'S AGENDA:
None
MAYOR'S REPORT:
Mayor Gillespie noted the City was fortunate during the recent storms to have no damage and
reported minimal local yard flooding.
Mayor Gillespie asked that all remember Sheriff Joe Sedinger's family after his recent passing.
Mayor Gillespie noted accomplishments of 2022 were contributed to dedicated employees and
citizens and he looked forward to more success in 2023.

CONSENT AGENDA
1. RESOLUTION: To Surplus Various Personal Property from the City of Prattville. (Sponsored

2. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance, Order Their
Abatement and Set a Public Hearing per Title 11, Chapter 67 of the Code of Alabama, 1975,

Council President Pro Tempore Strichik made a motion to place item numbers 1-2 on a
Consent Agenda and Councilor Striplin seconded the motion. The items were placed on a
Consent Agenda (4-0).
Councilor Striplin made a motion to adopt the Consent Agenda and Council President Pro
Tempore Strichik seconded the motion. There being no discussion, the Consent Agenda was
adopted with the following results:

1. RESOLUTION: To Set a Public Hearing to Rezone Property Located Inside the City Limits
at the Southwest Corner of South Chestnut Street and West 3rd Street from B-2 (General
Business) and Downtown Overlay District to R-3 (Single Family Residential) (Petitioner: First
Presbyterian Church of Prattville). {Sponsored By: Councilor Striplin}

Councilor Striplin made a motion to adopt the resolution and Council President Pro Tempore
Strichik seconded the motion. There being no discussion, the Resolution was adopted with
the following results:

Councilor Striplin read in the ordinance and made a motion to adopt that was seconded by
Council President Pro Tempore Strichik. By Point -of -Order, the ordinance was held until after
the Public Hearing on February 7, 2023.
2. RESOLUTION: To Authorize the Mayor to Enter into a Renewal Agreement with RiverTree
Systems, Inc. for Examination Services for a Period of Three (3) Years. {Sponsored By: Council
President Boone}

Council President Pro Tempore Strichik made a motion to adopt the resolution and Councilor
Striplin seconded the motion. There being no discussion, the Resolution was adopted with the

COMMENTS FROM PERSONS PRESENT:
Jon Lee Finnegan, 211 Deer Trace, commented on the dates of publication of the agenda and
the need for a railing on the sidewalk path under construction.
CLOSING COMMENTS:
Council President Boone announced the next regular City Council meeting is scheduled for
Tuesday, January 17, 2023, at 6:00 p.m.
ADJOURN:
There being no further business to come before the Council, Council President Pro Tempore
Strichik made a motion to adjourn and Councilor Chambers seconded the motion.
The meeting adjourned at 6:14 p.m. (4-0).
