WHEREAS, the City of Prattville adopted Ordinance Book 97, Page 002, commencing
on January 1, 1997, to include setting public hearings to allow public comment for licenses,
including Lounge Retail Liquor — Class I Licenses; and
WHEREAS, The Assembly Cigar Lounge LLC d/b/a The Assembly Cigar Lounge
located at 740 East Main Street, Suite 8, Prattville, Alabama, 36067, has made application for
said license.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby sets a Public Hearing at 6:00 p.m. on March 21, 2023, in the Council Chambers at City
Hall for said license application.

WHEREAS, the City of Prattville Police Department has items of personal property
which are no longer needed for public or municipal purposes; and
WHEREAS, §11-43-56, Code of Alabama, 1975, as amended, authorizes the municipal
governing body to dispose of unneeded personal property.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the following personal property owned by the City is no longer needed for public or municipal
purposes and said property shall be removed from the inventory of the Police Department:
• Pelco Spectra IV x 3 Serial Numbers: AAB-UM05, AAR-DSHO, and ABP-CRCO
BE IT FURTHER RESOLVED that the City Council instructs the Mayor to sell said
property through GovDeals.com and that proceeds for said property be deposited into the
General Fund. If said property is determined to be of no value, the Mayor has the authority to
scrap or dispose of said property for and on behalf of the City.

WHEREAS, the City of Prattville Police Department has items of personal property

Official / Absentee Ballot Manager for the 2023 Special Municipal Election.]

WHEREAS, the Special Municipal Election for Councilor of District 4 of the City of
Prattville, Alabama, shall take place on Tuesday, February 28, 2023, and the Run -Off Election,
if necessary, shall be held on Tuesday, March 28, 2023, pursuant to §11-46-22 Code of
Alabama, 1975, as amended; and
WHEREAS, there is a need to appoint an Alternate Assistant Municipal Election Official
/ Absentee Ballot Manager for said election in order to efficiently handle election duties in
absence of the Municipal Election Official and/or Assistant Municipal Election Official /
Absentee Ballot Manager; and
WHEREAS, the City of Prattville desires to appoint Assistant City Clerk Dawn Russell
as said alternate for the 2023 Special Municipal Election.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Assistant City Clerk Dawn Russell is hereby appointed to serve in the capacity of Alternate
Assistant Election Official / Absentee Ballot Manager for the 2023 Special Municipal Election
for Councilor of District 4.

WHEREAS, the City of Prattville sponsors the July 4th Public Fireworks Display Program
on an annual basis; and
and
WHEREAS, Performing and Creative Arts had specifications drafted for said program;
WHEREAS, one (1) bid was received, opened and read in public on January 31, 2023,
at 2:00 p.m., and Pyro Productions, Inc. was the lowest responsible bidder at a cost of
$27,022.22; and
WHEREAS, said program is a budgeted expense of Performing and Creative Arts.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby awards Bid No.023-003 to Pyro Productions, Inc. at a cost of $27,022.22 for said
program, and said funds are approved and appropriated from FY2023 Budget Line Item
Performing & Creative Arts/ Independence Day Parade & Fireworks.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and
all documents necessary to carry out the intent bf this resolution.

WHEREAS, pursuant to Resolution Book 2022-13, Page 246, the City Council of the City
of Prattville authorized the Mayor to enter into a preliminary engineering and construction
agreement for ALDOT Project No. TAPAA-TA23(923), CPMS Ref # 100076080 and
100075863, for sidewalk improvements along Old Farm Lane at a cost not to exceed
$919,171.00 (net cost to City not to exceed $183,834.20); and
and
WHEREAS, ALDOT has approved to cover the cost of preliminary engineering services;
WHEREAS, there is a need to amend the cost stated on the Resolution to $1,000,000.00
(net cost to City not to exceed $200,000.00); and
WHEREAS, no budget amendment is required and no other changes are necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Resolution Book 2022-13, Page 246 is hereby amended to state the cost for said agreement
shall be $1,000,000.00 (net cost to City not to exceed $200,000.00).
BE IT FURTHER RESOLVED that funds in the amount not to exceed $200,000.00 are
hereby authorized and approved to be paid for said construction project, and funds are hereby
approved and appropriated from the FY2023 Budget Line Item Capital Projects Fund/ TAP
2023 — Old Ridge Sidewalks.

11 WHEREAS, FY2023 Transportation Alternatives Program (TAP) funds have been made
12
13 available through the Montgomery Area Metropolitan Planning Organization (MPO) for
14
15 sidewalk improvements; and
16
17 WHEREAS, the State of Alabama, acting by and through the Alabama Department of
18
19 Transportation (ALDOT), and the City desire to enter into a construction agreement for Doster
20
21 Road sidewalk improvements in Project No. TAPMN-TA23(934), CPMS Ref # 100076030, at
22
23 a cost not to exceed $341,290.00 (net cost to City not to exceed $68,258.00); and
24
25 WHEREAS, this is a budgeted expense in the Capital Projects Fund.
26
27 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
28
29 the City enter into said construction agreement with the State of Alabama, acting by and
30
31 through the Alabama Department of Transportation, relating to said project:

36 BE IT FURTHER RESOLVED that said agreement be executed in the name of the City,

42 BE IT FURTHER RESOLVED that funds in the amount not to exceed $68,258.00 are

44 hereby authorized and approved to be paid for said construction project, and said funds are

WHEREAS, the City of Prattville Parks and Recreation Department had specifications
drafted for improvement to the tennis complex at Newton Park; and
WHEREAS, two (2) bids were received, opened and read in public on February 16,
2023, at 1:00 p.m., in the Council Chambers at Prattville City Hall and Clements Dean Building
Company LLC was the lowest responsible bidder at a cost of $3,326,428.00; and
WHEREAS, said improvements are a budgeted expense of the Parks and Recreation
Department.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby awards Bid No.023-002 to Clements Dean Building Company LLC at a cost of
$3,326,428.00 for said improvements, and said funds are approved and appropriated from
FY2023 Budget Line Item Capital Projects Fund/ Newton Park Reno — Tier I.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and
all documents necessary to cant' out the intent of this resolution.

WHEREAS, the City of Prattville's Historic Preservation Commission has a need for
consulting services to complete a Historic District Resource Survey; and
WHEREAS, the City has been awarded a Certified Local Government grant with a 60/40
match to fund this project at a total amount of $18,000.00 (net cost to the City not to exceed
$7,200.00); and
WHEREAS, the City of Prattville Planning and Development Department solicited
Requests for Proposals (RFP) for said consulting services; and
and
WHEREAS, two (2) RFPs were received and reviewed by the Evaluation Committee;
WHEREAS, the Evaluation Committee recommended that Landmarks Foundation of
Montgomery be awarded said consulting services; and
WHEREAS, §41-16-51(a)(3), Code of Alabama, 1975, as amended, allows contracts to
secure services with consultants possessing a high degree of professional skill to be let without
competitive bidding; and
WHEREAS, this is a budgeted expense of the Planning and Development Department.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
hereby authorizes the Mayor to enter into an agreement with Landmarks Foundation of
Montgomery for said consulting services at a total cost not to exceed $18,000.00 (net cost to
City not to exceed $7,200.00), and said funds are approved and appropriated from FY2023
Budget Line Item Planning & Development/ Board and Commissions.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and
all documents necessary to carry out the intent of this resolution.
