WHEREAS, in Resolution Book 2023, Page 017, the City Council of the City of Prattville
declared a 2001 Dodge 2500 Pickup Truck from Fire Department was no longer needed for
public or municipal purposes; and
WHEREAS, a need has been identified by the Vehicle Maintenance Division of the
Public Works Department to utilize said vehicle.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Resolution Book 2023, Page 017 is hereby rescinded, and said property shall be kept in the
inventory of the City and transferred to the Vehicle Maintenance Division of the Public Works
Department:

WHEREAS, a vacancy currently exists on the Industrial Development Board due to the
term expiration of Sheila Morrissette on February 17, 2023; and
WHEREAS, it is the desire of the City Council of the City of Prattville to fill said vacancy
to ensure the continuity of the Industrial Development Board's operation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Karl G. Raybom is hereby appointed to fill said vacancy effective immediately, and said term
shall expire on February 17, 2029, or until a successor is duly qualified and appointed.

WHEREAS, pursuant to Resolution Book 2022-B, Page 209, the City Council of the City
of Prattville authorized the transfer of One (1) Wheeled Tactical Truck (S/N 609063) to the
Millbrook Police Department through the Alabama Department of Economic and Community
Affairs (ADECA) Law Enforcement Support Office (LESO) 1033 Program approval; and
and
WHEREAS, Millbrook Police Department did not accept transfer of said tactical truck;
WHEREAS, ADECA LESO 1033 Program approved the return of said tactical truck to
the LESO program; and
WHEREAS, there is a need to amend said resolution to authorize the transfer of said
tactical truck to Defense Logistics Agency (DLA) Anniston, Alabama.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
Resolution Book 2022-13, Page 209 is hereby amended to state that the City Council instructs
the Police Department to complete the transfer of said tactical truck to DLA Anniston, Alabama.

WHEREAS, the City of Prattville Parks and Recreation Department has an item of
personal property which is no longer needed for public or municipal purposes; and
WHEREAS, §11-43-56, Code of Alabama, 1975, as amended, authorizes the municipal
governing body to dispose of unneeded personal property.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the following personal property owned by the City is no longer needed for public or municipal
purposes, and said property shall be removed from the inventory of the Parks and Recreation
Department:

BE IT FURTHER RESOLVED that the City Council instructs the Mayor to sell said
property through GovDeals.com and that proceeds for said property be deposited into the
General Fund. If said property is determined to be of no value, the Mayor has the authority to

3 [To Authorize the Mayor to have Garbage and Rubbish at 104 Magnolia Court, Prattville, AL
4 36067, Abated Pursuant to Section 46-4, City of Prattville Code of Ordinances.]

8 WHEREAS, keeping garbage and rubbish is a public nuisance that is injurious to the
9
10 public health, safety and general welfare of the community pursuant to Section 46-4, City of
11
12 Prattville Code of Ordinances; and
13
14 WHEREAS, §6-5-122 et seq., Code of Alabama, 1975, as amended, permits the City
15
16 Council of the City of Prattville to declare a public nuisance and abate the same; and
17
18 WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected
19
20 the property and determined the existence of garbage and rubbish at 104 Magnolia Court,
21
22 Prattville, AL 36067; and
23
24 WHEREAS, the Autauga County tax records list the property owner as Petrin Robert &
25
26 Deborah, with an address of 104 Magnolia Court, Prattville, AL 36067, C/O 536 Sheila
27
28 Boulevard, to parcel number 19 02 09 1 008 010.000; and
29
30 WHEREAS, in compliance with Section 46-31 of the City of Prattville Code of
31
32 Ordinances, the Code Enforcement Officer sent notice to the owner of said property, in writing,
33
34 on November 8, 2022, to correct, remedy or remove the garbage and rubbish within ten (10)
35
36 days; and
37
38 WHEREAS, the owner of 104 Magnolia Court, Prattville, AL 36067, has failed and/or
39
40 refused to correct, remedy or remove the garbage and rubbish after the expiration of said
41
42 notice; and
43
44 WHEREAS, Section 46-32 of the City of Prattville Code of Ordinances authorizes the
45
46 City to do such work or make such improvements that are necessary to correct, remedy or
47
48 remove such condition, pay therefore and charge the expenses incurred to the owner of such
49
50 lot.
51
52 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville
53
54 declares that garbage and rubbish at 104 Magnolia Court, Prattville, AL 36067, continues to be
55
56 a nuisance.
57
58 BE IT FURTHER RESOLVED that the Mayor shall have garbage and rubbish at 104
59
60 Magnolia Court, Prattville, AL 36067, removed using City forces or private contractors. The
61
62 property owner shall have the right to remove garbage and rubbish at his or her own expense
63
64 provided that the removal is done prior to the commencement of work by employees or agents

WHEREAS, there is a need to purchase a Light -Structure System with Total Light
Control as part of the Newton Park Tennis Complex Improvements project for the Parks and
Recreation Department; and
WHEREAS, said lighting system is available through Sourcewell Purchasing
Cooperative, Contract No. 071619-MSL, from Musco Sports Lighting LLC at a cost not to
exceed $322,000.00; and
WHEREAS, this is a budgeted expense in the Capital Projects Fund.
NOW, THEREFORE, BE IT RESOLVED that funds in the amount not to exceed
$322,200.00 are hereby authorized and approved to be paid to Musco Sports Lighting LLC,
and said funds are approved and appropriated from FY2023 Budget Line Item Capital Projects
Fund/ Newton Park Reno — Tier I.

WHEREAS, the City of Prattville Executive Department has identified a need for
renovations to create an Economic Development office space in the Executive Office; and
WHEREAS, Pine Creek Builders, Inc. has the expertise to provide said renovation
services at a cost not to exceed $49,500.00; and
WHEREAS, pursuant to §39-2-1, Code of Alabama, 1975, as amended, said
renovations constitute a public works project; and
WHEREAS, §39-2-2, Code of Alabama, 1975, as amended, allows contracts for public
works projects under $50,000.00 to be let without bidding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville, that
the FY2023 Budget is hereby amended as follows:
Decrease Executive Department/ Economic Development -Operating $49,500.00
Increase Executive Departmentl Capital Outlay $49,500.00
BE IT FURTHER RESOLVED that funds in an amount not to exceed $49,500.00 are
hereby authorized and approved to be paid to Pine Creek Builders, Inc. for said renovations,
and funds are approved and appropriated from FY2023 Budget Line Item Executive
Department/ Capital Outlay.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and
all documents necessary to carry out the intent of this resolution.

funds in an amount not to exceed $34,646.00 are hereby authorized and approved to be paid
to Alabama Upfitters, and said funds are approved and appropriated from FY2023 Budget Line

WHEREAS, NBC Acoustics, Inc. has the expertise to provide said renovation services
at a cost not to exceed $45,000.00; and
