PH Minutes 2023.04.04PRATTVILLE CITY COUNCIL PUBLIC HEARING MINUTES TUESDAY, APRIL 4, 2023 6:00 P.M. CALL TO ORDER: The Prattville City Council met in Public Hearing on Tuesday, April 4, 2023, at 6:00 p.m. in the Council Chambers at City Hall. Roll was called with all Councilors recorded as present. Council President Boone declared a quorum and called the meeting to order. 1. RESOLUTION: Administration — Business License Revocation — Cloud 9 Hookah Lounge. {Sponsored By: Councilor Gornto} City Attorney Andrew Odom outlined incidents that have occurred at the Cloud 9 Hookah Lounge since receiving their alcohol license in January of 2022. With over twenty police calls ranging from disorderly conduct, harassment and fight complaints, including five calls involving firearms, it was determined that activities at the establishment are detrimental to the safety and well-being of citizens and the police force. Management also called police three times requesting assistance to clear the parking lot and building after closing. Mr. Odom advised the City received an email from Cloud 9 Hookah Lounge owner Clarence Thomas that advised he would not contest the revocation. Rustin Williams, owner of Retro Game Planet, spoke in favor of the revocation citing that incidents at the hookah lounge have negatively impacted his business, which include empty liquor bottles littering the area and the smell of marijuana near his business. He stated he did not have any issues in the past 10 years of owning the business until Cloud 9 Hookah Lounge opened last year. There was no one present to speak in opposition to the resolution.
