DRAFT CC Packet 2023.05.02 for Public Portal1 RESOLUTION 2 3 [To Ratify, Affirm and Amend the Budget to Adopt an Education Allocation Funding Plan.] 4 s {Sponsored By: Councilor Striplin} 6 7 WHEREAS, in Ordinance Book 2023, Page __ , the City Council of the City of 8 9 Prattville amended City of Prattville Code of Ordinances, Section 38-92 -Imposition of 10 11 Cer tain Sales and Use Taxes; and 12 13 WHEREAS, ten (10) percent (%) of each month's collections of the one (1) percent 14 15 (%) tax continues to be deposited into a General Fund Reserves bank account maintained in 16 17 accordance with the City's General Fund Reserve Policy and the remaining ninety (90) 18 19 percent(%} continues to be divided equally between Education, Parks and Recreation, Public 20 21 Facilities and Infrastructure; and 22 23 WHEREAS, there is a need to adopt an Education Allocation Funding Plan to 24 25 determine how and to whom Education Reserve funds will be dispersed. 26 27 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville 28 29 hereby authorizes the annual allocation using the following percentages of Education 30 31 Reserves -One Cent funds through September 30, 2026, payable, on a monthly basis, as 32 33 follows: 34 35 36 37 38 39 40 41 42 43 44 45 46 47 •Fifty (50) percent{%) to the Autauga County Board of Education (less amounts allocated to fund School Resource Officers). Funds are to be used for education-related expenses only within the Corporate Limits of the City of Prattville and shall include Prattville High School and the Autauga County Technology Center that are located inside the Police Jurisdiction, with required quarterly reporting. •Twenty-five (25) percent{%} to Central Alabama Community College. Pursuant to the current agreement. •Twenty-five (25) percent{%}- Miscellaneous. Funding is to be approved on a per-request basis through the budget amendment process. BE IT FURTHER RESOLVED by the City Council that the FY2023 Budget is hereby 48 49 amended as follows: 50 51 52 53 Decrease Education Reserves Increase Autauga County Board of Education $1,280,841.09 $1,280,841.09 54 BE IT FURTHER RESOLVED that the City Council does hereby authorize the Mayor 55 56 to execute any and all documents necessary or desirable to carry out the purpose and intent 57 58 of this Resolution. 59 60 BE IT FURTHER RESOLVED that the City Council does hereby ratify and affirm this 61 62 Resolution to be effective March 1, 2023. 63 64
