CITY COUNCIL MINUTES
TUESDAY, APRIL 18, 2023
6:02 P.M.
The Prattville City Council met in regular session on Tuesday, April 18, 2023, at 6:02 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Pro Tempore Strichik gave the invocation. Roll was called with all Councilors
recorded as present with the exception of Councilor Gornto. Council President Boone declared
a quorum and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS WISDOM: Seeing and responding to life
situations from a perspective that transcends current circumstances.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting April 4, 2023. Council
President Pro Tempore Strichik made a motion to adopt the minutes and Councilor Jackson
seconded the motion. There being no discussion, the minutes were adopted (6-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT'S AGENDA:
Jon Lee Finnegan, 211 Deer Trace, commented on Agenda Item 3 regarding street addresses
and parcel numbers.
MAYOR'S REPORT:
Mayor Gillespie requested a Point of Privilege to present a proclamation to PALS (People
Against a Littered State). Representatives from PALS included Jamie Mitchell, Spencer Ryan,
Melanie Chambliss and Harold Hammond. Mrs. Chambliss thanked the Council and Mayor for
their support with initiatives sponsored by the Autauga County Chapter of PALS and advised
that the last week in April is designated as Spring Clean Up week. Mayor Gillespie proclaimed
the month of April as "Don't Drop It on Alabama" Spring Cleanup Month.
Mayor Gillespie asked all to continue to pray for the Dadeville community as they navigate
through the aftermath of the violence that occurred over the weekend.
Mayor Gillespie updated the Council on the Public Works Department's Lateral Rehabilitation
Assistance Program (LRAP) and its benefits. He reported that 177 houses have been identified
that qualify for the program. Three residences have completed the program and three more
are pending. He mentioned that more information could be obtained on the City's website.
Mayor Gillespie advised the 6th Street bid opening would be held tomorrow, April 19, 2023, and
the Newton Park improvement project is slated to begin on May 15, 2023. Additionally,
contractors on the Thomas Avenue sanitary sewer drainage improvement project will close
various streets on Thursday, April 20, 2023, to install new drainage pipes in the area. He urged
citizens to use caution when traveling around these construction areas. Mayor Gillespie
thanked Councilors for their support of the many improvement projects approved, in process
and complete.
Mayor Gillespie reminded all about two events this Saturday from 10:00 a.m. to 2:00 p.m. The
prescription drug take -back event located at Jones Drugs in partnership with the Prattville
Police Department and the Purple Up Prattville event located at Spillway Park to celebrate
military children in conjunction with Month of the Military Child. He closed his report reminding
all to check with the Parks and Recreation Department for upcoming summer activities.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Council President Pro Tempore Strichik reported that the Parks and Recreation Committee met
on April 11, 2023, at the Doster Center. The committee discussed Newton Park and Stanley
Jensen Stadium updates, Prattville Kindergarten, Doster Center and church rentals, nonprofit
partnerships for Upper Kingston Community Center, the official naming of Spillway Park and
its future plans, and summer activities.

Additionally, Mr. Oakley reported on important milestones regarding the state of the City's
finances, specifically hitting the $50 million mark in bank balances (cash) and overcoming the
balance sheet deficit from 2010. He thanked Mayor Gillespie, the Council and Department
Heads for their mindfulness on budgets and good decision making.

Council President Pro Tempore Strichik made a motion to adopt the ordinance. Due to lack of
a second, the ordinance failed.
3. RESOLUTION: To Authorize the Release of Funds to Purchase Certain Real Property
Located at the Northeast and Southeast Corners of Doster Road and Fleetwood Road for the
Sanitation Department at a Total Cost of $49,000.00, Plus Closing Costs. {Sponsored By:

COMMENTS FROM PERSONS PRESENT:
Jon Lee Finnegan, 211 Deer Trace, commented on her disappointment that Agenda Item 3
failed to receive a second and asked if the ordinance would be brought back before the Council
for consideration. Council President Pro Tempore Strichik conveyed his thoughts and reiterated
the hard work that was put in to the ordinance.
CLOSING COMMENTS:
Councilor Jackson urged all to keep the Dadeville community in their prayers. He asked that
youth be encouraged to "say something if they see something" and to stay informed of things
going on in the community as summer approaches.
Council President Boone announced the next regular City Council meeting is scheduled for
Tuesday, May 2, 2023, at 6:00 p.m.

There being no further business to come before the Council, Council President Pro Tempore
Strichik made a motion to adjourn and Councilor Merrick seconded the motion. The meeting
adjourned at 6:36 p.m. (6-0).
