CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES Special Meeting February 9, 2023 Call to order: The Chairman called the special meeting of the Prattville Historic Preservation Commission to order on Thursday, February 9, 2023, at 4:31 p.m.
Roll Call: The secretary called the roll. Chairman Tim Sanford, Vice-Chair Taylor Stewart, Mrs. Jean Davis, Ms. Precious Fritz, Mr. Scott Ferguson, Dr. Tom Miller, and Ms. Kristi Rollins were present.

Also present was Mr. Scott Stephens, City Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Ms. Stewart moved to change the order of the business items discussed. Mrs. Davis seconded the motion. The motion passed unanimously. Mr. Ferguson moved to add to the miscellaneous items for discussion the sign for Autauga County Board of Education (ACBOE) sign located on S. Washington Street. Minutes: Ms. Rollins moved to approve the minutes of the December 7, 2022 meeting. Ms. Stewart seconded the motion.
The motion to approve passed unanimously. Committee Reports:

There was no old business to discuss. New Business: Certificate of Appropriateness Addition-Stairs, awnings, parking lot pavement 203 W 4th Street (Performing Arts Center) City of Prattville, Petitioner Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow alteration to the stairs and add awnings to the building located at 203 W 4th Street. He stated that the parking lot pavement was approved at a previous meeting (October 2021). He stated that the proposed alterations requested are to re-configure and remove the existing stairs and rebuild them at a different angle and place awnings over the stairs and over the door on the south side of the building.
Barbara Simpson with Cultural Arts Department, petitioner's representative, presented the request for the Certificate of Appropriateness to allow alteration to the stairs and add awnings to the building located at 203 W 4th Street. (Presentation made a part of the minutes).

Chairman Sanford opened the floor for public comments. There being no public comments, the public hearing was closed. Ms. Rollins moved to separate the items for discussion and approval. Ms. Fritz seconded the motion. The motion to separate passed by 6/1 vote as recorded. Favor: Mrs. Davis, Ms. Fritz, Ms. Rollins, Dr. Miller, Mr. Ferguson, and Chairman Sanford. Oppose: Ms. Stewart. Chairman Sanford opened discussion for the board. After their discussion, Ms. Stewart moved to approve the request to reconfigure the stairs as submitted. Mrs. Davis seconded the motion. The motion to approve passed by 6/1 vote as recorded: Favor: Mrs. Davis, Ms. Fritz, Mr. Ferguson, Ms. Stewart, Dr. Miller, and Chairman Sanford. Oppose: Ms. Rollins. Mr. Ferguson moved to approve the request to place an awning that would cover the stairs on the west side of the
building as submitted. Dr. Miller seconded the motion. The motion to approve passed unanimously. After their discussion, Ms. Rollins moved to approve the request to place a metal awning on the rear (south side) of
the building as submitted. Ms. Stewart seconded the motion. The motion to approve passed by 6/1 vote as recorded: Favor: Mrs. Davis, Ms. Fritz, Mr. Ferguson, Ms. Stewart, Dr. Miller, and Ms. Rollins. Oppose: Chairman Sanford. Certificate of Appropriateness Addition-Pavilion 321 S Chestnut Street (City Parking Lot) City of Prattville, Petitioner Mr. Stephens provided the staff report for the Certificate of Appropriateness to build an open, covered pavilion over an existing sitting area at the City Hall parking lot located at 321 S Chestnut Street. Jonathan Larkin with Public Works Department, petitioner's representative, presented the request for the Certificate of Appropriateness to allow a covered pavilion on property located at 321 S Chestnut Street. He stated that the proposed pavilion will be constructed with black iron at the bottom and wood. The roof material will be the same as
the roof at City Hall. Chairman Sanford opened the floor for public comments. There being no public comments, the public hearing was
closed. Chairman Sanford opened discussion for the board. Dr. Miller stated that the proposed structure would obstruct the natural view and does not fit. After their discussion, Ms. Stewart moved to approve the request to allow a pavilion as submitted contingent that the design is with a gable roof facing Chestnut Street, asphalt shingles, and low hand railings with same pattern as city's existing railings. Mrs. Davis seconded the motion. The motion to approve passed by 4/2 vote as recorded: Favor: Mrs. Davis, Ms. Stewart, Dr. Miller, and Ms. Rollins. Oppose: Mr. Ferguson, Chairman Sanford. Abstain: Ms. Fritz. Miscellaneous: Expedited Review-none. The sign erected on S. Washington Street by the ACBOE is in the opinion of the Alabama Attorney General, legal and is not subject to city's zoning regulations and considers the preservation regulations the same; therefore, a Certificate of Appropriateness is not required. (Letter attached). Bylaws Review:
The Commission reviewed and proposed changes to the Rules of Procedure and Bylaws. Ms. Stewart moved to approved all changes made. Dr. Miller seconded the motion. The motion passed unanimously.

Election of Officers: Dr. Miller moved to nominate Taylor Stewart for Vice-Chairman. Mr. Ferguson seconded the motion. The motion passed unanimously. Ms. Rollins moved to nominate Scott Ferguson for Chairman. She withdrew her nomination. Mr. Ferguson moved to nominate Tim Sanford for Chairman. Ms. Stewart moved to nominate Dr. Miller for Chairman. After no other nominations, the vote was called. Mr. Sanford received 1/6 votes and Dr. Miller received 6/1 votes. The motion to approve Dr. Miller for Chairman passed by majority vote. From the Design Guidelines (page 54):
Staircases and Fire Escapes
1. Locate fire escapes and staircases on the side or rear elevations of structures where they are not visible
from the right of way.
2. New fire escapes and staircases shall not damage historic siding, materials, or architectural elements.
3. Make new exterior staircases, such as those leading to a second story or roof, as unobtrusive as possible.
4. Construct fire escapes and exterior staircases of wood or metal.
5. When removing a fire escape or staircase, make a best faith effort to not damage historic siding,
materials, or architectural elements.
The proposal will be a replacement and reconfiguration of the existing, exterior wooden stairs, on the side of the
building. They are visible from the right-of-way, but are in an unobstrusive location.
2. Add awning over stairs on west side (Recommendation: Approval)
From the Design Guidelines (page 47):
Canopies and Awnings
1. Canopies and awnings shall be preserved through regular cleaning and replacement of materials and
fixtures when necessary.
2. When new canopies and awnings are installed on a building, they shall not damage the historic structure
or any existing architectural features. Visibility of architectural features should be maintained when
installing a new canopy or awning.
3. When adding a new canopy or awning, make use of any existing fixtures. When no fixtures exist, install
them in ways that are minimally invasive to the existing structure.

4. When an awning is for a window, it shall mirror the shape of the window opening to which it is attached.
Canopies shall align with horizontal elements of the facade such as the cornice or roof lines.
5. Awnings shall be constructed of canvas duck, cotton, or polyester blends. Metal and wood is the most
appropriate material for canopies.
6. Canopy and awning colors shall accent that of the main structure and should not be garishly colored.
7. Canopies and awnings shall not be internally lit. Light fixtures shall be shielded so as to not cause the
appearance of internal illumination.
The proposal will be a flat, metal awning over the new proposed stairs to provide cover from the elements for
people using the staircase.
3. Add awning over door on south side of building (Recommendation: Approval)
See the Design Guidelines (page 47) above.
The proposal will be a flat, metal awning over a door on the rear (south side) of building.
4. Pave parking lot (Recommendation: Approval)
From the Design Guidelines (pages 43-44):
Parking Lots and Structures
1. It is prohibited to demolish historic buildings to build parking lots or new parking structures.
2. Shared parking lots between businesses are encouraged.
3. When parking areas are integrated into existing lots, they shall be located on the side or rear of existing
structures.
4. New parking structures shall be of a compatible design with nearby buildings.
5. Where a new parking structure is adjacent to the public realm, such as along a sidewalk or pathway, the
design of the structure shall minimize its visual impact by not creating the appearance of a solid wall.
Instead, a low open style fence or retaining wall with screening elements and landscaping shall be used.
6. Architectural elements, decorative shielding elements, or landscaping compatible with the historic district
shall be incorporated into new parking structures and parking lots.
7. Public art may be used to shield parking lots and parking structures from view.
8. Access to new parking lots shall be through alleyways or side streets and not off major downtown
thoroughfares.
The proposal is to pave an existing, gravel parking lot with asphalt.
This parking lot was approved to be paved by the HPC at their October 28, 2021, meeting.

1. Build a pavilion
The proposal is to construct an open, covered pavilion over an existing sitting area located at the City Hall parking lot.
The Historic District Design Guidelines do not have any specific reference to something like this. It will be located
across the street from City Hall, and adjacent to a residential area.
The Design Guidelines page 36 states:
NEW CONSTRUCTION (RESIDENTIAL)
The construction of new structures on empty lots within the historic district is encouraged and is an important
facet of maintaining the integrity of the historic district. Like other non-contributing structures within the historic
district, new construction should fit into the character of the district, but should not try to imitate historic
buildings. New buildings should draw inspiration from the surrounding architectural styles while maintaining a
contemporary feeling.
The proposal will be distinct from, yet compatible with historic structures (page 35). It will be a simple, wooden
construction to provide relief from the elements for City Hall employees, as well as visitors to City Hall.
