CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES June 22, 2023 Call to order: The Chairman called the regular meeting of the Prattville Historic Preservation Commission to order on Thursday, June 22, 2023, at 4:31 p.m. Roll Call:
The secretary called the roll. Chairman Tom Miller, Vice-Chairman Taylor Stewart, Mrs. Jean Davis, Mr. Scott Ferguson, Mrs. Precious Fritz, and Tim Sanford were present. Ms. Kristi Rollins were absent.
Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Joshua McKinney, Planner; and Ms. Alisa Morgan,
Secretary. Minutes: Mr. Sanford moved to approve the minutes of the May 25, 2023 regular meeting. Mrs. Davis seconded the motion. The motion to approve passed unanimously. Committee Reports: Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Alterations & Rehabilitation 150 1st Street River Region Pregnancy Center, Petitioner
Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow alterations and repairs on property located at 150 1st Street. He stated that the following alterations have been requested by the applicant. 1. Repair/replace rotten eaves/soffit 2. Replace all wooden siding (except under porch) with fiber cement plank siding of similar width 3. Cover plywood covered windows with fiber cement siding and 4. Replace eight wooden columns on front porch. Bob Burton and Mike Rogers, petitioner’s representatives, presented the request for the Certificate of Appropriateness to allow alterations on property located at 150 1st Street. They stated that the columns would be replaced with similar wooden columns. The windows currently covered with plywood would be recovered with fiber cement siding along with replacing the eaves/soffit and all wooden siding with Hardie Plank. They stated that 80 to 90 percent of the wood is deteriorated.
Mr. Ferguson moved to separate the items to vote on individually. Mrs. Davis seconded the motion. The motion passed unanimously.
Chairman Miller opened the floor for public comments. There being no public comments, the public hearing was closed.

Mr. Sanford stated that as long as the decorative elements are maintained and the appearance is cohesive with the existing wooden siding, he was agreeable to the material change. Mr. Sanford moved to approve the request as presented. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. Item 2 - Replace all wooden siding (except under porch) with fiber cement plank siding of similar width Mr. Sanford moved to approve the request to replace all the wood siding with fiber cement siding of similar width except for the south elevation (front), provided that it complies with the Historic District Design Guidelines Residential page 32. Mrs. Fritz seconded the motion. The motion to approve passed by majority vote as recorded. Favor: Mr. Sanford, Mrs. Fritz, Mr. Ferguson, and Chairman Miller. Oppose: Ms. Stewart and Mrs. Davis. Item 3 - Cover plywood covered windows with fiber cement siding
Mr. Sanford moved to approve the request as submitted. Mr. Ferguson seconded the motion. The motion to approve passed unanimously.
Item 4 - Replace eight wooden columns on front porch Ms. Stewart moved to approve the request as presented. Mrs. Davis seconded the motion. The motion to approve passed unanimously. Miscellaneous: Mr. Stephens informed the Commission of the Expedited Approvals for a fence at 148 1st Street. Mr. Stephens introduced the newly hired planner for the city, Mr. Joshua McKinney. Mrs. Davis updated that Commission on the progress for the resolution to honor Ms. Lenore Kirkpatrick. Adjourn: With no further business, the meeting was adjourned at 5:10 p.m.

asymmetrical facade formed by offset projecting bay; tall
pyramidal roof broken at front, sides and rear by low
secondary gables; single large dormer at front with
colored glass sash; full-length porch (now screened) with
turned posts and spindle frieze; turned and pierced work
bargeboards trim gables. House occupies site of c.1850
structure for which site #151 functioned as servants 1
quarters.

Evaluation:
1. Repair/replace rotten eaves/soffit
Design Guidelines section referenced: Maintenance and Upkeep (p 64):
1. Repair deteriorated or damaged architectural elements using methods that allow them to retain their historic appearance.
Evaluation: The petitioner proposes to replace rotten soffit with a fiber cement project (e.g. Hardie Plank) that will have a similar appearance to wood. Due to the limited visibility of these features, using this material should maintain a cohesive appearance with the existing structure.
2. Replace all wooden siding (except under porch) with fiber cement plank siding of similar width
Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Siding
Materials (residential; p 32):
1. Historic materials such as brick, stone, mortar, clapboard, and wood shall be retained and
maintained.
2. Damaged historic materials shall be repaired and replaced in-kind before wholesale removal and
replacement. When repairs are required, replacements shall be of a compatible material and mirror
the appearance of the historic materials.

3. When wholesale replacement of materials is required, the replacement materials shall be of a
compatible design, profile, shape, and material to what was historically found on the structure.
4. New materials may be used if they create a cohesive appearance with the existing structure.
a. Materials such as vinyl, aluminum, panelized brick, and other similar materials are prohibited.
b. Composition siding or engineered wood is generally appropriate though the new material shall
match historical wood siding in size, exposed lap, and material finish.
c. New materials shall match the original historic materials in composition and scale.
5. Materials that have no historic basis shall not be used in the alteration and rehabilitation of historic
structures.
Evaluation: The Commission should evaluate and decide if the existing siding is deteriorated to a
state that wholesale replacement is necessary. The proposed composition, or fiber cement siding,
should match the existing wood siding in size, exposed lap, and finish.
3. Cover plywood covered windows with fiber cement siding
Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Windows
(residential; p 30):
1. Historic windows and their frames shall be retained and maintained.
2. Damaged or deteriorated windows shall be repaired before they are replaced.
3. Historic window openings shall remain visible and shall not be obscured from view through paint,
wood,
or other materials and methods which may alter their transparency or appearance.
Evaluation: Based on a 1998 photograph (see 1998 state survey information), these window
openings were at one time used for ventilation, but have since been covered with plywood. The right
opening appears to be the same size as other window openings on the same façade. The left
opening is smaller. Staff is unaware of status of opening on the interior. These window openings are
toward the rear of the structure so less visible, but still able to be seen from the street.
4. Replace eight wooden columns on front porch
Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Porches
(residential; p 28):
2. Architectural elements of porches shall be maintained and retained.
3. In the case of damage or deterioration of historic porch elements, in-kind replacement of existing elements shall be taken before wholesale removal and replacement. Replacement materials shall be compatible with the existing porch.
Evaluation: The petitioner proposes to replace existing wooden columns with similar wooden
columns. They should be of the same design and all attached architectural elements should be preserved.
