Preliminary Plat: Johnson-Davis Plat 1 28 Location: 324 Golson Road 29 Owner: Estate of Marion Odette Johnson 30 Representative: Pilgreen & Bostick Engineering, Inc. 31 32 Mr. McKinney introduced the preliminary plat of Johnson-Davis Plat 1. The lot currently does not have 33 public street frontage, but has an easement for access to Golson Road. The proposed preliminary plat will 34 split the existing lot into two lots and create an additional lot without street frontage. He stated that the 35 property is currently zoned FAR which allows for residential use. 36 37 Grant Wadsworth, petitioner’s representative, stated that the 15 acres is proposed to be divided from the 38 approximately 57-acre lot. The larger lot is to remain to the family. He stated that there is a dedicated 39 easement provided for access to the lot. 40 41 Mr. Stephens stated that the petitioner is requesting waivers to the subdivision regulations to address the 42 lack of street frontage. 43 44 Chairman Gardner opened the floor for public comments. There were none. The public hearing was 45 closed. 46 47 Mr. King introduced a resolution approving the requested waivers and moved for its approval. Mr. 48 Mullins seconded the motion. Preliminary Plat: Allenville Lands Plat 1 57 Location: 653 W 4th Street 58 Owner: James Crowley 59 Representative: Alabama Land Surveyors, Inc. 60 61 Mr. McKinney introduced the preliminary plat of Allenville Lands Plat 1. He stated that the proposed 62 preliminary plat creates a new lot (Lot 2) and plats an existing unplatted parcel (Lot 3). Lot 2 will have 63 frontage on Hwy 82, but will be accessed by Allenville Rd via an access easement. Lot 3 is already 64 existing without street frontage, but will be platted as part of the subdivision. He stated that the lots will 65 comply with the requirements of the underlying zoning of FAR and R-3. The applicant is requesting 66 waivers for sidewalk and street frontage requirements. 67 68 Chairman Gardner opened the floor for public comments. Doris Little, 709 W 4th Street asked about the 69 proposed use for the subdivision. Peggy Crowley, petitioner, stated that the property is being subdivided 70 to allow her son to develop a single-family residence. 71 72 Jamie Monk of Alabama Land Surveyors, Inc., petitioner’s representative provided comments about the 73 proposed subdivision. After no further comments, the public hearing was closed. 74 75 Mr. Hayden introduced a resolution approving the requested waivers and moved for its approval. Mr. 76 Mullins seconded the motion. The motion to approve passed unanimously. 77 78 Chief Allen introduced a resolution approving the preliminary plat of Allenville Lands Plat 1 with 79 requested waivers and moved for its approval. Mr. King seconded the motion. The motion to approve 80 passed unanimously. 81 82 3. Preliminary Plat: FNL Consulting LLC Plat 1 83 Location: 427 E Main Street 84 Owner: FNL Consulting LLC 85 Representative: Alabama Land Surveyors, Inc. 86 87 Ms. Hudson provided the staff report for the preliminary plat for FNL Consulting LLC Plat 1. She stated 88 the property is zoned B-2, R-3, and located in the Downtown Overlay District. The applicant is 89 requesting to create two lots. Lot 1 will have an access easement for the benefit of Lot 2. The applicant 90 is requesting waivers from sidewalks. 91 92 Chairman Gardner opened the floor for the public comments. James Ragsdale, 425 E Main St, 93 representative for Autauga Home Supply, concerned about possible access problems for shipment to their 94 property. Jeff Myers, 328 E 3rd Street, concerned about possible increase in flooding and drainage 95 problems. Mayor Gillespie addressed the comments stating that measures have been taken to help 96 eliminate and control some of the drainage and flooding issues in the area. 97 98 Johnny Myers spoke on behalf of Bobby McCord, 325 E Main having questions about the proposed 99 development. After no further comments, the public hearing was closed. 100 101 Mr. Mullins introduced a resolution approving the requested waivers and moved for its approval. Mr. 102 King seconded the motion. The motion to approve passed unanimously. 103 104 Mr. Mullins introduced a resolution approving the preliminary plat of FNL Consulting LLC Plat 1 with 105 requested waivers and moved for its approval. She stated that the applicant is requesting waivers from sidewalks. 116 117 Bradley Flowers of Flowers and White Engineering, LLC, petitioner’s representative, presented the 118 preliminary plat of Prattville Square Shopping Center Plat 3. He stated that Lot 3 has not been previously 119 platted and a replat of Lot 2 divides into two lots. Access easements will remain to allow cross parking. 120 121 Chairman Gardner opened the floor for the public comments. There were none. Redfield Ridge Subdivision 134 Location: Redfield Road, north of Eastwood 135 Owner: Redfield Prattville, LLC 136 Representative: Flowers & White Engineering, LLC 137 138 Mr. McKinney introduced the preliminary plat of Redfield Ridge Subdivision. He stated that the proposed 139 preliminary plat received approval in May 2022 but expired before construction. 140 141 Ken White of Flowers & White Engineering, LLC, petitioner’s representative, presented the preliminary Plat of 142 Redfield Ridge Subdivision. He stated that there have been no changes from the previous approved plat. 143 144 Chairman Gardner opened the floor for public comments. William Barrett, 2455 Eastwood, HOA representative, 145 stated that they are not opposed to development of the property requests that the development is consistent with 146 the existing Eastwood Subdivision. He also expressed concerns about the existing stream run off into the retention 147 pond causing property damage to common areas and wanted an agreement on repairs prior to construction of this 148 development. Mayor Gillespie addressed the comments stating that the Subdivision Regulations will address the 149 lot sizes and suggested that the current storm water issues be addressed with him and other city personnel. 150 151 Kristi Rollins, 1314 Nina Drive, asked about street connection to the state’s Health Department Lab facility. Mr. 152 White addressed the comment. After no further comments, the public hearing was closed. 153 154 Mr. Mullins introduced a resolution approving the preliminary plat of Redfield Ridge Subdivision moved for its 155 approval. Please note that road access to Hwy 14 will need approval from the Alabama Department of Transportation. The access points for the lots on Co Rd 29 have access easements between multiple lots in order to reduce driveway cuts. Driveways will need to seek a permit from the Engineering Department prior to construction. There are no sidewalks or curb and gutter in the vicinity. COMPREHENSIVE PLAN / FUTURE LAND USE MAP: On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel in a Low Density Residential zone. The boundaries of land use categories shown on the Future Land Use map should not be interpreted rigidly, but the general pattern should be observed to support comfortable transitions between uses. PLANNING STAFF COMMENTS The existing lot is zoned FAR and has a single-family house currently on it. The proposal is to rezone the approximately 1.0+/- acre, northeastern corner of the existing lot to T-1 to allow a manufactured home to be located on it (the proposed Lot 2 in the attached preliminary plat [plat not being considered at the 10/19/2023 meeting]). The applicant has stated his intent to submit a preliminary plat for consideration to subdivide the existing lot into two lots, one of which will coincide with the requested rezoning. Note that without the subdivision, no additional dwelling unit may be placed on the parcel (i.e. only one dwelling unit allowed per parcel) regardless if the rezoning is approved. All incorporated property in the area is zoned FAR. The majority of the nearby dwellings are single-family homes, however there are two manufactured homes within several hundred feet (one is in an FAR zone and one is unincorporated). Staff recommends this request be postponed until the plat can be heard concurrently, or any recommendation be conditioned on the subsequent preliminary plat be approved by the Commission.
