WHEREAS, the Parks and Recreation Department has items of personal property that 7

are no longer needed for public or municipal purposes; and 9

WHEREAS, §11-43-56, Code of Alabama, 1975, as amended, authorizes the municipal 11
12
governing body to dispose of unneeded personal property. 13
14
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville that 15
16
the following personal property owned by the City is no longer needed for public or municipal 17
18
purposes, and said property shall be removed from the inventory of the Parks and Recreation 19
20

THAT this proposed Ordinance and a synopsis were advertised for two (2) weeks in the 19

Montgomery Advertiser, a newspaper of general circulation within the Corporate Limits of the 21

City of Prattville, and that the City Council at its Public Hearing on January 2, 2024, at 6:00 23

p.m., considered said proposed Ordinance and that at such time and place all persons who 25

demolition and construction of a BBQ Pit at Pratt Park; and 11

WHEREAS, two (2) sealed bids were received, opened and read aloud on January 13
14
25, 2024, at 2:00 p.m. in the Council Chambers at City Hall, and Webb Builders, Inc. was the 15
16
lowest responsible bidder at a cost of $291,364.00 for said project; and 17
18
WHEREAS, this is a partially budgeted expense for the Capital Projects Fund. 19
20
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville that 21
22
the FY2024 Budget is hereby amended as follows: 23
24
Increase Capital Projects Fund/ Interest Income $188,886.00 25
Increase Capital Projects Fund/ Pratt Park Reno- Tier I $188,886.00 26

BE IT FURTHER RESOLVED that the City Council hereby awards Bid No. 023-021 to 28

Webb Builders, Inc. in an amount not to exceed $291,364.00 for said project, and said funds 30

are approved and appropriated from the FY2024 Budget Line Item Capital Projects Fund/ Pratt 32

exceed $15,000.00); and 15

WHEREAS, the Police Department identified a need for additional cameras; and 17

WHEREAS, a discount was available to combine all cameras on a single contract; and 19
20
WHEREAS, this is a budgeted expense for the Police Department. 21
22
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville that 23
24
Resolution Book 2023-A, Page 149, is hereby amended to state the cost for said services and 25
26
installation shall not exceed a five (5) year total of $156,300.00 ($30,000.00 annually plus a 27
28
one-time installation cost $6,300.00). 29

BE IT FURTHER RESOLVED that funds in an amount not to exceed $156,300.00 are 31

hereby ratified and affirmed to be paid to Flock Safety for said camera operating system 33
34
maintenance, and said funds are approved and appropriated annually from Budget Line Item 35

Police/ Miscellaneous Contract Services. 37

WHEREAS, the City of Prattville Building Inspector declared the structure at 312 9
10
Marlette Drive to be unsafe and a public nuisance on September 13, 2023, pursuant to §11- 11
12
53B of the Code of Alabama, 1975, as amended; and 13
14
WHEREAS, on September 13, 2023, notice was sent by certified mail to the last known 15
16
property owner(s) and to all parties having interest in the property, ordering the repair or 17
18
demolition of the structure at 312 Marlette Drive within 45 days of said notice; and 19
20
WHEREAS, in Resolution Book 2023-B, Page 269, on December 19, 2023, the City 21
22
Council of the City of Prattville declared the structure located at 312 Marlette Drive continued 23
24
to be unsafe and a public nuisance that must be repaired or demolished; and 25
26
WHEREAS, no repairs have been made to the structure, and it remains unsafe and a 27
28
public nuisance. 29
30
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville 31
32
hereby authorizes the Mayor to take whatever steps necessary to remove the unsafe structure 33
34
located at 312 Marlette Drive. 35
36
BE IT FURTHER RESOLVED that a contract in an amount not to exceed $9,000.00 is 37
38
awarded to Jackson Prime Construction LLC for demolition and removal of said structure 39
40
located at 312 Marlette Drive, and said funds are hereby approved and appropriated from 41
42
FY2024 Budget Line Item Police/ Dilapidated House Demolition. 43

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and 45
46
all documents necessary to carry out the intent of this Resolution. 47

WHEREAS, the City Clerk Department has identified a need for City of Prattville Code 9

of Ordinances online hosting and supplementation services; and 11
12
WHEREAS, CivicPlus, LLC has the expertise to provide said services at an annual cost 13
14
of $5,951.90; and 15
16
WHEREAS, this is a budgeted expense for the City Clerk Department. 17
18
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville that 19
20
the Mayor is hereby authorized to enter into said agreement with CivicPlus, LLC for said online 21
22
code hosting and supplementation services at an annual cost of $5,951.90, and funds are 23
24
approved and appropriated from FY2024 Budget Line Item City Clerk/ Professional Services. 25
26
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and 27
28
all documents necessary to carry out the intent of this Resolution. 29

Wilberforce Avenue and Award a Contract to GRIER SERVICES, Incorporated at a Cost Not 4

WHEREAS, the City of Prattville Building Inspector declared the structure at 930 9
10
Wilberforce Avenue to be unsafe and a public nuisance on August 24, 2023, pursuant to 11
12
§11-53B of the Code of Alabama, 1975, as amended; and 13
14
WHEREAS, on August 28, 2023, notice was sent by certified mail to the last known 15
16
property owner(s) and to all parties having interest in the property, ordering the repair or 17
18
demolition of the structure at 930 Wilberforce Avenue within 45 days of said notice; and 19
20
WHEREAS, in Resolution Book 2024, Page 004, on January 2, 2024, the City Council 21
22
of the City of Prattville declared the structure located at 930 Wilberforce Avenue continued to 23
24
be unsafe and a public nuisance that must be repaired or demolished; and 25
26
WHEREAS, no repairs have been made to the structure, and it remains unsafe and a 27
28
public nuisance. 29

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville 31
32
hereby authorizes the Mayor to take whatever steps necessary to remove the unsafe structure 33
34
located at 930 Wilberforce Avenue. 35
36
BE IT FURTHER RESOLVED that a contract in an amount not to exceed $3,700.00 is 37
38
awarded to Grier Services, Incorporated for demolition and removal of said structure located 39
40
at 930 Wilberforce Avenue, and said funds are hereby approved and appropriated from FY2024 41
42
Budget Line Item Police/ Dilapidated House Demolition. 43

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and 45
46
all documents necessary to carry out the intent of this Resolution. 47
