Wetumpka Street. She stated that the petitioner is requesting to reroof and remove the brick chimney. The petitioner proposed to replace 10 windows. Approximately seven are original. Mrs. Pruett moved to table the 72 request. The motion died for a lack of a second. Mr. McKay moved to postpone until the next meeting. The motion 73 died for a lack of a second. 74
75 Mr. Ferguson moved to replace all the windows with the added divided light to the four windows on the front façade. 76 Mr. McKay seconded the motion. 77 78 Mr. Ferguson moved to amend the motion to replace with the addition mullion piece on all the original windows, 79 non-original windows replace as submitted. Mrs. Fritz seconded the motion. 80 81 Mrs. Pruett requested that the petitioner salvage the original windows for future use. Ms. Young agreed to savage 82 the windows. Mr. Ferguson moved to add to the proposed amendment to the motion to require that the original 83 windows be donated to salvage shop. 84 85

The motion to approve the motion as 111 amended passed unanimously. 112 113 Certificate of Appropriateness 114 New Construction 115 102-124 W Main Street 116 City of Prattville, Petitioner 117 118 Mr. Stephens introduced the COA request for a venue with outdoor green space, covered pavilion, stage, drive, and 119 parking for property located between 102-124 W Main Street. He stated that the Design Guidelines didn’t anticipate 120 an outdoor venue like this, but the HPC may use the guidelines when applicable, and use nearby historic features for 121 inspiration. Signage details are included in the petition for review and approval. The ‘front’ sign will include 122 internally lit lettering in a script style similar to the Prattville logo, on a brick face. The stage sign will be individual 123
track letters. Exterior materials will include brick veneer, realistic woodgrain metal panels, and painted metal 124 structural elements. 125 126
Lisa Byrd, petitioner’s representative, introduced Seawell McKee of McKee & Associates, presented the proposal 127 for the outside venue. She stated that the design is similar to the concept that was approved in August 2023. 128 129
Chairman Miller opened the floor for public comments. There were none. the public hearing was closed. 130 131 Mrs. Davis moved to approve the request as submitted. Mr. McKay seconded the motion. He stated that most roofing is covered under Expedited Review but may require some to come before the 139 HPC for review. 140

COMMERCIAL DESIGN GUIDELINES (pg. 40)
ALTERATIONS AND REHABILITATION (COMMERCIAL) (pg. 46) The commercial downtown of the Prattville Historic District is largely defined by the physical design of
structures, the composition of architectural elements, and each building’s interaction with the public realm. Facades often feature the most architectural detail and are the first thing many people see as
they walk through downtown Prattville. Early 20th century storefronts usually have large display
glasses, a slightly recessed entry, and decorative tiled entryways. Upper stories on commercial

buildings typically are adorned with decorative cornice lines, brick window surrounds, narrow
windows, and a variety of parapet heights. The combination of first floor and upper story elements combine to create a unique architectural composition in downtown Prattville.
Canopies and Awnings (pg. 47)
1. Canopies and awnings shall be preserved through regular cleaning and replacement of materials and fixtures when necessary. 2. When new canopies and awnings are installed on a building, they shall not damage the historic structure or any existing architectural features. Visibility of architectural features should be maintained when installing a new canopy or awning. 3. When adding a new canopy or awning, make use of any existing fixtures. When no fixtures exist, install them in ways that are minimally invasive to the existing structure.
4. When an awning is for a window, it shall mirror the shape of the window opening to which it is attached. Canopies shall align with horizontal elements of the facade such as the cornice or roof lines. 5. Awnings shall be constructed of canvas duck, cotton, or polyester blends. Metal and wood is the most appropriate material for canopies. 6. Canopy and awning colors shall accent that of the main structure and should not be garishly colored. 7. Canopies and awnings shall not be internally lit. Light fixtures shall be shielded so as to not cause the
appearance of internal illumination.
Evaluation: Proposed wood canopy is an appropriate material and would match existing neighboring
stores. Proposed location is on rear of building.
