CITY OF PRATTVILLE PLANNING COMMISSION MINUTES February 15, 2024 Call to order:
Chairman Reuben Gardner called the regular meeting to order at 3:00 p.m. Roll Call: Ms. Morgan called the roll. Members present were Mayor Bill Gillespie, Councilman John Chambers, Chairman Reuben Gardner, Deputy Fire Marshal Craig Allen, Mrs. Paula Carpenter, Mr. Seth Hayden, Mr. Robert King, and Mr. Mugs Mullins. Vice-Chairman Ken Daniel was absent. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Joshua McKinney, Ms. Bria Hudson; Planners, and Ms. Alisa Morgan, Secretary.
Minutes: Mrs. Carpenter moved to approve the minutes of the January 18, 2024 regular meeting. Mr. Mullins
seconded the motion. The motion passed unanimously. Committee Reports:
None Old Business: There was no old business to discuss. New Business: 1. Preliminary Plat: Carter-Bridge Creek Road Plat 1 Location: East of Bridge Creek Road and West of Parkview Drive Owner: Thomas Carter (Frances Carter Estate) Representative: Larry E. Speaks & Associates, Inc. Mr. McKinney introduced the preliminary plat of Carter-Bridge Creek Road Plat 1. He stated that the proposed plat proposes to reconfigure the three existing lots which will remain three lots. The petitioner is requesting waivers to the sidewalks and curb and gutter regulations since there are none in this area.
Bryan McBrayer of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the preliminary plat of Carter-Bridge Creek Road Plat 1. He stated that they are reconfiguring the lot lines on
the existing three lots, three lots will remain. Chairman Gardner opened the floor for public comments. There were none to speak. The public hearing was closed. Mrs. Carpenter introduced a resolution approving the requested waivers for the preliminary plat of Carter-Bridge Creek Road Plat 1 and moved for its approval. Mr. Hayden seconded the motion. 2. Preliminary Plat: Parkview Plat 1 Location: East of Bridge Creek Road and West of Parkview Drive Owner: Thomas Carter (Frances Carter Estate) Representative: Larry E. Speaks & Associates, Inc.
Mr. McKinney introduced the preliminary plat of Parkview Plat 1. He stated that the proposed plat proposes to create three lots with required frontage on a public street (Parkview Drive). There is existing sidewalk and curb and gutter. Bryan McBrayer of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the preliminary plat of Parkview Plat 1. He stated that the three lots will be similar to the adjacent neighborhood (Windrose Subdivision). Chairman Gardner opened the floor for public comments. There were none to speak. The public hearing was closed.
Mr. Mullins introduced a resolution approving the preliminary plat of Parkview Plat 1 and moved for its approval. Mr. Hayden seconded the motion. The motion to approve passed unanimously. 3. Preliminary Plat: Forest Hills Estates Location: South of Indian Hills Road, north of Northington Road and west of Highway 82 Owner: Phyllis Hill Representative: Michael Heatherly Ms. Hudson introduced the preliminary plat of Forest Hills Estates. She stated that the majority of the proposed plat is in unincorporated Autauga County. Two of the proposed lots, Tracts 3 and 6 do not have street frontage and are proposed to be combined with existing parcels that are within the Prattville City limits. Tract 6 has a deeded easement agreement to access Northington Road. The applicant is requesting a waiver from installing sidewalks, a public street frontage wavier for Tract 6, and curb and gutter. She stated that the plat will also have to be approved by the Autauga County Commission. Michael Heatherly with Sizemore & Sizemore, petitioner’s representative, presented the preliminary plat of Forest Hills Estates. He stated that all the property is in the county, two parcels would not have road
frontage without being connected to the two parcels that are in the Prattville City limits. He stated that they are not trying to annex any property into the city at this time.
Chairman Gardner opened the floor for public comments. The majority of the comments had concerns about the impact of flooding with future development, easement rights, and street connections. Joe Mathis, 1416 Northington Road, Tim Colquett (Jean Colquett), 806 Fairwood Drive, Stephen Mikell,
1407 Indian Hills Road, Adam Thomas, 811 Northington Road, Stacey Little, 833 Northington Road, Tim Taylor, 824 Fairwood Drive, and Ivy Johnson, 2530 Wyngate Drive. After the public comments, the public hearing was closed. Mr. Allen introduced a resolution approving the requested waivers for the preliminary plat of Forest Hills Estates and moved for its approval. Mr. Mullins seconded the motion. The motion to approve passed unanimously. Mrs. Carpenter asked what are the proposed plans for subdividing the property. Mr. Heatherly stated that the plans are for Little/Buckner to buy the adjacent properties connected to their lots and the remaining lots are for sale.
Mr. Allen introduced a resolution approving the preliminary plat of Forest Hills Estates with requested waivers and moved for its approval. Mr. King seconded the motion.

Mr. Hayden moved to amend the motion to approve the plat contingent upon approval by the Autauga County Commission. Mr. Mullins seconded the motion. The motion to amend passed unanimously. The vote was called. The amended motion to approve passed unanimously. Miscellaneous: Discussion of a potential work session to review and update the Zoning Ordinance. Election of Officers: Mr. Mullins moved to keep the current officers as is. Mr. King seconded the motion. The motion passed unanimously. Reuben Gardner was reelected as Chairman and Ken Daniel was reelected as Vice-Chairman. Mayor Gillespie discussed keeping open communication with the different boards regarding decisions and approvals made by the Commission so that each is aware of the actions made for the properties within the city which will be beneficial for all going forward. Adjourn: There being no other business, the meeting was adjourned at 4:08 p.m.

combine with the existing Little lot that has a deeded easement agreement to access Northington Road. The

To Whom It May Concern,
The proposed preliminary subdivision plat is not intended to be included in the Prattville city
limits at this time. We have been directed to go through the city because the proposed Tracts 3 and 6 do
not have road frontage and will need to be combined with existing parcels that are currently in the city
limits to meet the county and city requirements for road frontage. Those parcels are owned by Buckner
and Little as shown on the attached plat.
We are requesting waivers for several items listed in the Prattville Subdivision regulations as we
feel they do not pertain to this parcel subdivision. Waiver requests are being made for the following:
“Subdivision Regulations 4.6.3”-Parcels 3 and 6 to be joined with existing lots. Parcel 3 to be
joined with a lot that has existing road frontage. Parcel 6 to be joined with a lot that has a deeded
easement. Easement documentation is attached.
“Subdivision Regulations 5.2.9”-Location of existing building not shown on the plat. There are
no existing buildings on the Hill property at this time.
“Subdivision Regulations 5.2.20”-Preliminary Plat-scale set to 1”=200’
