CITY COUNCIL MINUTES
TUESDAY, JUNE 18, 2024
6:03 P.M.
The Prattville City Council met in regular session on Tuesday, June 18, 2024, at 6:03 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Boone gave the invocation. Roll was called with all Councilors recorded as present
with the exception of Councilor Striplin. Council President Boone declared a quorum and called
the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS RESILIENCE: Recovering from adversity.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting June 4, 2024. Council
President Pro Tempore Strichik made a motion to adopt the minutes and Councilor Chambers
seconded the motion. There being no discussion, the minutes were adopted (6-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:

MAYOR’S REPORT:
Mayor Gillespie recognized Autauga County Emergency Management Agency Director David
Bagley in attendance and thanked him for the work he does for the community. The Mayor
began his report recognizing the Parks and Recreation Department and their successful Dixie
Baseball tournament held this past weekend at Whetstone and Mac Gray 2.0 parks where
thousands of fans and players participated. The Mayor announced the State Softball
tournament will also be held on June 20 -22, 2024 at Mac Gray 2.0, inviting all to attend.
Mayor Gillespie continued his report stating the Police Department would be holding training
downtown in the old bank building this week noting the building purchase was a great resource
and addition to the City. The Mayor continued by showcasing the new banners, purchased
partially through an Alabama Power grant, that will be placed downtown after the 4th of July.
The banners market the City as a City of Charm, City on the Move and a City of Growth.
Mayor Gillespie noted several departments are now inspecting during the weekend days/hours
for various violations including businesses operating without the proper license, overgrown lots,
and permitting issues, to bring violators into compliance. The Mayor also noted an issue with
donation bins being placed on private properties without permission, the dumping issues that
come with the bins and the intent to bring forward an ordinance in the near future to regulate
the bins.
Mayor Gillespie announced that Cultural Arts has partnered with WSFA to hold the 2024
STEAM Camp to be held on July 22-26, 2024, utilizing several City departments to showcase
steam adventures and activities. The Mayor continued his report giving a project update on the
sewer and stormwater project behind and beside City Hall advising the project has started and
to use caution during construction. Mayor Gillespie thanked the City Council and Department
Heads for their support noting there are numerous projects ongoing around the City and that
all seven districts should be able to see progress in their districts.

Mayor Gillespie announced the ribbon cutting for the new location of Premise Health Care at
135 Tichnor Street, thanking all that have been involved in this endeavor.
They Mayor turned over the floor to Councilor Jackson to give an update on his event. Councilor
Jackson announced State Representative Kelvin Lawrence and the Marlon and Marcus
Foundation are hosting a Juneteenth celebration on June 19, 2024 at the fairgrounds at Mac
Gray Park at 5:00 p.m. inviting all to come and enjoy.
The Mayor continued his report advising everyone to stay hydrated during the event and
thanked the Council for creating the holiday for the City of Prattville.
Mayor Gillespie closed his reported reminding everyone on the Redistricting Public Hearing on
June 25, 2024, at 6:00 p.m. advising we are moving in the right direction, but there is still much
work to be completed.
Councilor Jackson commented on the new banners inquiring on the design. Mayor Gillespie
advised Webmaster Jamie Sutton and Executive Assistant Lisa Byrd worked on the project
together. Councilor Jackson complimented the work and the design.

decrease over the same period in in the prior year)
• Tax Breakdown Comparison Report
o $3,715,103.37– tax revenue collected in May
o 1.59% - increase over May 2023

COMMENTS FROM PERSONS PRESENT:
Jackie Nix, 706 Running Brook Circle, spoke on the Library Board and her concerns of request
for funding for the library.
Christina Gardner, 1608 Trolley Road, spoke in opposition of the library board and concerns of
funding, missing books, and titles not being available to search.
Sam Olsen, 2019 County Road 19, spoke on the City of Prattville being seen in a positive light,
new banner designs and future opportunities for Prattville.
CLOSING COMMENTS:
Mayor Gillespie thanked the Council and City employees for making Prattville a great place,
encouraging citizens to go to the City website to see the charm of Prattville.
Councilor Jackson commented on the meaning of Juneteenth, freedoms, justice and equality
moving forward.
Council President Boone advised the next regularly scheduled City Council meeting would be
held Tuesday, July 2, 2024, at 6:00 p.m. and reminded all of the Public Input Meeting regarding
Redistricting on Tuesday, June 25, 2024, at 6:00 p.m. in the Council Chambers.
