CC Minutes 2024.07.021 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, JULY 2, 2024 The Prattville City Council met in regular session on Tuesday, July 2, 2024, at 6:03 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Boone gave the invocation. Roll was called with all Councilors recorded as present (Councilor Striplin attended virtually) with the exception of Councilor Chambers. Council President Boone declared a quorum and called the meeting to order. THE CHARACTER TRAIT OF THE MONTH IS PATIENCE: Taking the time necessary to work through a difficult situation. APPROVAL OF MINUTES: Public Hearing and City Council Meeting June 18, 2024 and Redistricting Public Hearing June 25, 2024. Councilor Jackson made a motion to adopt the minutes and Councilor Merrick seconded the motion. There being no discussion, the minutes were adopted (6-0). Council President Boone acknowledge special guest in the attendance Autauga County Emergency Management Agency Director David Bagley and Autauga County Commissioner Larry Stoudemire. COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie opened his report commending the young voices in the background during our Pledge of Allegiance. Mayor Gillespie commented on the weekend codes and compliance team and reported 42 incidents from the weekend, which included weeded lots, signage violations, permitting violations and garbage violations. This team created a positive impact on the community. The Mayor continued to discuss the history of the Fourth of July and Independence Day and its symbolism of American freedom and patriotism. The Mayor discussed this week and weekend’s activities, which include the patriotic concert held by the Prattville Pops Choir on June 30, 2024, and the parade and fireworks on July 4, 2024. These events are made possible by months of logistic planning and hard work by many such as the Prattville Lions Club, Parks and Recreation, Urban Management, Police and Fire Departments, along with volunteers who are dedicated to the community and making these events a success. In addition, the Mayor expressed his appreciation for the Lions Club for helping the City of Prattville with the Fourth of July Barbeque and noted the official ribbon cutting of the Smokehouse BBQ Pit Pavilion. Mayor Gillespie gave a few project updates to include the Historic Preservation Committee passing the Spillway Park project and Project Star work has begun on the inside of the building. The Mayor informed the Council that budgets are being worked on and will be available in the upcoming month with Department Heads reaching out to their committees. Mayor Gillespie asked for a Point-of Privilege and invited Kellie Cook and Lauren Norfleet as they introduced the two Prattville softball teams 8U and 18U that will be competing in the World Series on July 17-22, 2024, in Fairview, Tennessee. 2 In conclusion Mayor Gillespie thanked our military and first responders for their patriotism. He thanked all the have and are currently serving, whether they are home or away in another country and wished everyone a safe and Happy Fourth of July. RESOLUTION: To Authorize the Release of Funds for the Purchase of One (1) Spartan/E- One Rescue Pumper Demo Build through the H-GAC Purchasing Cooperative, Contract FS12- 23, from Sunbelt Fire, Inc. for the Fire Department at a Cost Not to Exceed $757,136.00. {Sponsored By: Councilor Chambers} RESOLUTION BOOK 2024-A, PAGE 163 Council President Pro Tempore Strichik made a motion to adopt the resolution and Councilor Merrick seconded the motion. Councilor Whaley informed the Council that he works for Sunbelt Fire, Inc. and although it is a separate division, he will be abstaining from this vote to alleviate any perception of an ethics violation. There being no further discussion, the Resolution was adopted with the following results: AYES : STRIPLIN (V), JACKSON, MERRICK, WHALEY, STRICHIK, BOONE 6 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : CHAMBERS COMMENTS FROM PERSONS PRESENT: Christina Gardner, 1608 Trolley Road, spoke on freedoms and the community, $20,000 settlement, legal fees, library funding and her concerns for tax payers. Loyd Bittle, 1403 Morning View Drive, spoke on concerns of the mining in the Beacon Hill neighborhood, as well as zoning of the mining, loud noise and the city attorney, Andrew Odom being involved. Councilor Jackson inquired about the type of mining. Mr. Bittle responded that it was surface mining and mining for clay. Councilor Whaley inquired about the road access, asking if the only access road is through the neighborhood. Mr. Bittle states there is an alternate road that has been paved. Napoleon Steele, 303 Tuskegee Street, spoke on concerns with shooting, overgrown weeds as well as trash and a damaged watermain and his concerns if there was a fire in the College Heights community. Mayor Gillespie commented that the watermain was reported by Prattville Police and turned over to Prattville Waterworks Board and also noted the Community Center had a new fire hydrant installed so in the event of a fire, the area should be covered. CLOSING COMMENTS: Mayor Gillespie thanked the military along with all first responders and employees for all of their hard work and patriotism. Councilor Striplin wished everyone a Happy Fourth of July and to enjoy the parade. Councilor Jackson commented on the College Heights community and involvement, thanking former Economic Developer Bryant Whaley for his commitment to the community and asked the Council to consider moving the Economic Development back to Chamber of Commerce. He discussed redistricting and the alternative maps provided by Slaughter and Associates and Mr. Lucas during the second Public Hearing and his concerns. Councilor Jackson also thanked the Parks and Recreation, Fire, Police and City Departments for the great job they do to make these events a success. Councilor Merrick commented on the map provided by Mr. Lucas and inquired if there was additional breakdowns in the Asian community. He thanked the Prattville Fire and Police Departments, along with First Responders and discussed patriotism and sacrifice. Councilor Merrick also thanked the Knights of Columbus who placed over 800 flags in the Prattville Memorial and Memory Gardens. Councilor Whaley wished everyone and safe and Happy Fourth of July. 6 Council President Boone stated the next regularly scheduled City Council meeting will be Tuesday July 16, 2024, and the upcoming date for the Work Session will be announced soon, which will include Slaughter and Associates. ADJOURN: There being no further business to come before the Council, Council President Pro Tempore Strichik made a motion to adjourn and Councilor Merrick seconded the motion.
