Mr McKay seconded the motion. 21 The motion to approve passed unanimously. 22 23 Committee Reports: 24 There were no reports to be made. 25 26 Old Business: 27 There was no old business to discuss. 28 29 Prior to moving into the new business, Chairman Miller went over the purpose of the Historic Preservation 30 Commission, which is to safeguard the integrity of the historic district and interpret the design guidelines, and not 31 to determine or approve city projects. 32 33 Mr Stephens introduced and provided historical context of both of the items on today’s agenda. He presented some 34 historical photographs, Sanborn maps, and historical building diagrams. 35 36 New Business: 37 Certificate of Appropriateness 38 Alterations & Additions 39 242 S Court Street (The Picker House) 40 Chris McNeil (Chambless King Architects), Petitioner 41 42 Mr. McKinney provided the staff report for the Certificate of Appropriateness for alterations on property located at 43 242 S Court Street, also known as the Picker House. The applicant is requesting numerous renovations and changes 44 to the property and structure. 45 46 Chris McNeil, Chambless King Architects, and Darin Phillips, new owner, appeared for the request. Mr McNeil 47 went through a more extensive explanation of the proposed changes to the structure, which would convert the Picker 48 House into a restaurant and bar, including two-story balcony on the creek-side, a balcony on the front façade, and 49 an addition including outdoor patio area on the north side. 50 51 Chairman Miller opened the floor for public comments. There were none. The public hearing was closed. 52 53 Ms Fritz moved to consider the items individually and to table item #1 in the staff report, the general renovation 54 concept, to the end of the discussion. 55 DRAFT Draft Prattville Historic Preservation Commission June 27, 2024 Minutes Page 2 of 3 56 Mr McKay moved to approve the doors (item #2) as submitted. Ms Fritz seconded. The motion to approve was 57 passed unanimously. 58 59 Ms Pruett moved to approve the windows (item #3) as submitted. Ms. Rollins seconded. The motion to approve 60 was passed unanimously. 61 62 After discussion on the proposed painting of all four sides of the building, Ms Rollins moved to approve painting 63 the north, south, and east faces (those that have been previously painted), but to leave the west face (creek-side) 64 unpainted. Ms. Fritz seconded. The motion to approve was passed unanimously. 65 66 There was discussion on the proposed rear balcony. Mr McNeil noted that the balcony would be structurally 67 separate. 68 69 Ms Rollins moved to approve the rear balcony (creek-side; item #6) as submitted. Mr McKay seconded. The motion 70 passed with the following vote: Yes-Miller, Pruett, Davis, McKay, Rollins; No-Fritz 71 72 Ms Fritz moved to approve the addition to the north side of the building, which includes the interior restrooms and 73 patio (item #7). Ms Davis seconded. The motion to approve was passed unanimously. 74 75 Ms Pruett moved to disapprove the second-floor balcony facing Court Street. Ms Fritz seconded. 76 77 Mr McNeil asked some questions on what may be acceptable. It was discussed that there was an existing door at 78 the upper level. Ms Pruett mentioned that there isn’t a section on outdoor balconies in the design guidelines because 79 balconies were not a common architectural feature in Prattville’s history. There was a “cat walk” walkway between 80 the Picker House and the former adjacent structure to the north. 81 82 The vote was called. The motion failed with the following vote: Yes-Davis, Pruett; No-Miller, McKay, Rollins, 83 Fritz. 84 85 Mr McKay moved to approve the balcony as submitted (item #8). Ms Fritz moved to second and mentioned that 86 after the discussion she felt comfortable with the proposal. The motion passed with the following vote: Yes-Miller, 87 McKay, Rollins, Fritz; No-Davis, Pruett. 88 89 Ms Fritz stepped away. 90 91 There was discussion to clarify that the proposed sign (item #9) would be back-lit and not internally lit. Ms Pruett 92 moved to approve the sign as submitted. Ms Davis seconded. The motion passed with the following vote: Yes-93 Davis, Pruett, Miller, McKay; No-Rollins. 94 95 Discussion began again on the general renovation (item #1). Mr McKay moved to approve the general renovation 96 conditioned that the proposed opening for the bar on the rear (creek-side) not remove the brick below the bar top 97 and that as much brick as possible to be saved or salvaged. Ms Pruett seconded. The motion to approve was passed 98 unanimously. 99 100 Ms Pruett moved to approved the front awnings as submitted. Ms Rollins seconded. Jamie Moncrief, 112 Hunts Alley, expressed concerns about 124 potential noise caused by the venue and about parking, including people parking along Hunts Alley. Mayor Gillespie 125 spoke in support of the project. The public hearing was closed. 126 127 Mr McKay moved to approve the request for a Certificate of Appropriateness as submitted. Ms Davis seconded. 128 The motion to approve passed by unanimously. 129 130 Miscellaneous: 131 132 Mr Stephens introduced the proposed sitting area to be installed on the corner of Chestnut St and Main St, in front 133 of the Prattaugan Museum, surrounding the existing mill stone. Installation of sign on the front façade of Performing Arts Center SIGNAGE (pp59-60) Historic commercial buildings typically included multiple sign types for a single business including signs located above the storefront on the façade, projecting wall signs, and window signs. Multi-story structures also commonly had signs painted onto the exterior of the building towards the cap. Today, these are often “ghost” signs, which have gained historical significance as they have faded over time. New signs should not be painted directly onto the exterior of historic buildings, but ghost signs should be preserved and repaired if needed. Historic Commercial Buildings 1. Historic signs shall be retained and maintained. 2. Historic “ghost” signs on the exterior cladding of commercial structures shall be retained and maintained. Ghost signs can be repainted to their original appearance, though adding new painted signs onto the sides of unpainted historic structures shall be prohibited. 3. Construct new signs with materials that mirror the appearance of historic sign materials such as wood, copper, or bronze. Vinyl signs are prohibited. 4. New signs shall be installed in locations historically used for signs such as awnings, above storefronts in the façade, storefront windows, and projecting wall signs on the façade. New signs shall not damage or obscure any architectural features of the main structure. 5. Signs anchored onto the building shall make use of existing fixtures; when new fixtures need to be added, mount them into mortar and other parts of the exterior so the sign does not damage or destroy the exterior of the main structure. 6. New signs shall be proportioned appropriately to their storefront. 7. Where ample ambient lighting is present, external signage shall not introduce new lighting fixtures. DR A F T Page 3 of 5 8. Signs with lighting shall be externally lit, concealed, and shielded to avoid “spilling” over to adjacent storefronts, lots, and into pedestrian pathways. 9. Neon signage can be used when it is compatible with the architectural style of the existing structure. For example, neon lighting was utilized on modern movement commercial structures from about 1920 to 1960. 10. Any lighting equipment such as breaker boxes, wires, and outlets shall be obscured from view or concealed. Non-Historic Commercial Buildings 1. For non-historic commercial buildings, the general guidelines established for historic commercial buildings above shall be followed by the applicant. 2. Signage on non-historic commercial buildings shall be compatible with historic commercial signage within the historic district. 3. For commercial buildings with non-historic siding, brackets and other sign fixtures can be installed directly onto the non-historic siding. 1. Replacement of letter board sign with digital sign Staff Evaluation: The applicant is requesting to replace the existing letter board sign along South Court Street. This sign is located on the side of the structure parking lot. The guidelines state that new signs shall be installed in locations historically used for signs such as freestanding signs. New signs shall not spill over to adjacent storefronts, lots, and into pedestrian pathways. Please note that the proposed sign will have a brick base. The dimensions of the proposed digital screen will be 8x4 and the base will be 7x2. The proposed sign will be 6 feet and 3 inches tall including the base and digital screen together. The proposed digital freestanding sign is in compliance with the signage requirements in the Zoning Ordinance. This is a non-contributing structure. 2. Installation of sign on the front façade Staff Evaluation: The applicant is requesting to install a sign on front face of the current structure at 203 W 4th Street which is used as the city’s Performing Arts Center and home of the Way off Broadway Theater. The guidelines state that new signs shall be installed in locations historically used for signs such as projecting wall signs on the façade. Please note that the proposed sign will be metal lettering attached to the brick wall along the theater front entrance. The proposed signed measurements will be 23.33+/- square feet. New signs shall not damage or obscure any architectural features of the main structure. This is a non-contributing structure.
