CITY COUNCIL MINUTES
TUESDAY, JULY 16, 2024
The Prattville City Council met in regular session on Tuesday, July 16, 2024, at 6:04 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Boone gave the invocation. Roll was called with all Councilors recorded as present
(Councilor Striplin attended virtually) with the exception of Councilor Whaley. Council President
Boone declared a quorum and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS PATIENCE: Taking the time necessary to
work through a difficult situation.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting for July 2, 2024
Councilor Jackson made a motion to adopt the minutes and Council President Pro Tempore
Strichik seconded the motion. There being no discussion, the minutes were adopted (6-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
Debra and Robert Robinson, 118 Cosby Court, spoke in opposition of agenda item 5 regarding
the property at 106 7th Street. Mrs. Robinson asked the Council for additional time to work on
the property as she has been in contact with contractors to make repairs. Councilor Jackson
inquired about the time frame of the extension. Mr. and Mrs. Robinson noted the contractors
are working on other properties so they didn’t have a specific timeline. She advised it was an
oversight not having her plan of action turned in within 45 days.
MAYOR’S REPORT:
Mayor Gillespie opened his report asking a Point-of-Privilege and welcoming the American
Legion and Willie Rodgers to the podium to recognize the Firefighter of the Year. Mr. Rodgers
spoke as the representative of American Legion Post 122, District 32, to present the Firefighter
of the Year for the State of Alabama American Legion to Josh Shedd. Shedd will be a candidate
for National American Legion competing with 50 other states and 6 foreign countries. The
Mayor thanked the Prattville Fire Department for their service to the community and the great
leadership.
The Mayor asked of another Point-of-Privilege and invited Jeremy Pyles, Director of the
Prattville Community Chorus and Chairman of Distinguished Young Women of Autauga
County, to the podium. Mr. Pyles recognized the winner of the Distinguished Young Women of
Autauga County, Gia Kim. Jeremy discussed the National Scholarships Program which was
held July 13, 2024, at the Central Alabama Community College Campus. Over $11,000.00
worth of scholarships were awarded to fifteen young women, thanks to several Prattville
businesses and citizens’ donations. Gia expressed her excitement and thanked the Council
and Prattville for their continued support.
Mayor Gillespie continued his report thanking the partnership with the Lions Club and Parks
and Recreation for their work with the 4th of July parade and the new BBQ Pit Pavilion. He
thanked the Human Resources Department, in addition with all other departments, for taking
safety serious through training and safe working conditions. This has resulted in the City of
Prattville achieving an experience modification factor of .66. This factor is a large saving in our
workers compensation cost and a testament to the work safety and loss prevention throughout
the City. The Mayor announced that Daniel Oakley and Lisa Byrd had successfully completed

week one of the Economic Development Institute training course which will serve as a resource
to the Economic Development team.
In closing Mayor Gillespie discussed projects and updates including South Industrial Park
Road/Bridge, the widening of Highway 82, Fairview Avenue and McQueen Smith Road stating
three of these programs are either complete, in progress or being started. The Mayor advised
the Fairview Avenue Project’s start date was July 11, 2024, with 200 working days to complete.
Mayor Gillespie referenced Agenda Item 6 as a necessary step to move forward with the
McQueen Smith Road project. The Mayor also gave a reminder of this weekend being the Back
to School Sales Tax Holiday and the Prattville Way off Broadway Theater currently presenting
“Twelfth Night,” which will run until July 28, 2024.

Councilor Chambers made a motion to adopt the resolution and Council President Pro
Tempore Strichik seconded the motion. Councilor Jackson made a motion to hold this
resolution. City Attorney Andrew Odom clarified that a certain date needed to be specified in
order to hold. Council President Pro Tempore Strichik inquired on a time frame for progress
and if no progress was made to move forward with this process. Councilor Jackson made a
motion to hold the resolution until August 20, 2024, and Council President Pro Tempore Strichik
seconded the motion. There being no further discussion, the resolution was held with the

COMMENTS FROM PERSONS PRESENT:
Karen Cooper, 804 Cobblestone Curve, spoke on the library, its rules, books being moved, the
removal of the challenge form and her concerns regarding the library board.
Easter Graham, 520 Fieldstone Drive, spoke on women’s health and wellness within the
community and discussed an event she will be hosting September 21, 2024, at 10:00 a.m.
Charles Marsh, 365 Bent Tree Court, spoke on drainage issues and drainage easement
responsibility and expressed his concerns about the water issue, increase of water and dealing
with the problems it has caused to his property for many years.
Marcia Jackson, 363 Bent Tree Court, spoke on drainage issues at her home causing
foundation issues and expressed her concerns of being able to control the amount of water.
CLOSING COMMENTS:

Mayor Gillespie gave his appreciation to all the work the Council, Department Heads and
employees have done to accomplish the progress in Prattville. The Mayor closed by
commenting on the forthcoming budgets.
Councilor Jackson discussed budgets, pay plans, assisting the community, drainage issues
and city funds.
Council President Boone stated the Work Session on Redistricting will be held on Tuesday,
July 30, 2024, which will include Slaughter and Associates, and the next regularly scheduled
City Council meeting will be Tuesday, August 6, 2024.
ADJOURN:
There being no further business to come before the Council, Council President Pro Tempore
Strichik made a motion to adjourn and Councilor Merrick seconded the motion. The meeting
adjourned at 7:26 p.m. (6-0)
