located at 126 E 5th Street. 37 38 Angela Walker appeared for the request. 39 40 Chairman Miller opened the floor for public comments. There were none. The public hearing was closed. 41 42 Mr McKay moved to approve the request as submitted. Ms. Rollins seconded the motion. 51 Ms Hudson provided the staff report for the Certificate of Appropriateness for signage along Court Street near 52 Spillway Park and at the building on 4th Street used as the Way Off Broadway Theatre. 53

Kellie Cook, Parks and Recreation Director, appeared for the request. 56 57 Mr McKay moved to separate the requests for the two different signs, and it was seconded by Mr Ferguson. The 58 motion was approved unanimously. 59 60 Chairman Miller opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, described the request 61 as “garish” and bright. The public hearing was closed. 62 63 There was discussion on the proposed design of the digital sign, how bright it may be, and proximity to residential 64 areas. 65 66 Mr McKay moved to approve the request as presented for the digital, freestanding sign along Court Street. Ms 67 Rollins seconded. The motion failed with the following vote: Yes-Pruett, McKay; No-Ferguson, Miller, Rollins. 68
69 Chairman Miller opened the floor for public comments on the proposed sign on the Way Off Broadway Theatre 70 building. There were none. The public hearing was closed. 71
72 Mynecia Steele, Prattville’s Cultural Arts/ Special Events Manager, appeared for the request and explained that 73 signage was necessary because they often received comments from the public expressing uncertainty or confusion 74
on the location of the Way Off Broadway Theatre. 75 76 Mr Ferguson moved to approved the request as submitted for the building sign. Historic Properties
Inventory Details
115 Maple Street, Wainwright-Smith-Cook House (circa 1860,
contributing) – This rectangular one-story frame building has extensive rear
additions. Circa 1900, workers moved the formerly detached kitchen and
servant’s quarters to connect with the rear of the house. A possible
construction date for its deck-roofed porch with chamfered and molded
columns and pierced-work wood railing is circa 1880.

Note original structure approved for demolition on June 9, 2016. Front
portion and porch removed to new location on West Third Street in 2017.
2023: c. 2018, non-contributing. The original structure that was here was
partially razed, and the oldest core of the building was moved to Tichnor Street
(on same lot as former Courthouse building). The current house is new
construction.

New Accessory Structures
1. New accessory structures that are visible from the right of way shall be compatible with the style
of the main structure.
2. New accessory structures shall be subordinate to the main structure.
3. New accessory structures shall be constructed of materials similar in pattern, texture, and appearance to the main structure.
4. Pre-fabricated accessory structures such as tool and storage sheds may be appropriate if they
are shielded from the right of way.
5. Storm shelters shall not be visible from the right of way, or shall be made to have a style that is compatible with the style of the main structure.
6. On properties with alleyway access, locate new garages along the alleyway when feasible.

The existing structures are new and non-contributing (built approximately in 2018). The proposed
accessory structure will be a metal framed, glass greenhouse that will be subordinate to and
compatible with the style of the main structure. It will be visible from the right-of-way, but will be
behind the front building line.
