HISTORIC PRESERVATION COMMISSION �RAUtC TALOR PRUETT, VICE-CHAIRMAN Page 1 of 4 Historic Preservation Commission Staff Report CERTIFICATE OF APPROPRIATENESS 115 Maple Street – COA2410-01 DATE October 24, 2024 PROPOSED DEVELOPMENT Petitioner: Thomas Miller Property Owner: Thomas & Linda Miller Location: 115 Maple Street Review Status and History Previous Approvals: June 9, 2016 - CoA granted for demolition of existing Wainwright-Smith-Cook House on December 15, 2016 - CoA granted for relocation of front portion of the Wainwright-Smith-Cook House to new location on Third Street June 27, 2017 - CoA granted for the construction of a new residential structure. May 24, 2018 - CoA granted on for construction of fending on property. August 25, 2022 – CoAs granted for fountain in front yard and walkway 1984/2007 Historic Properties Inventory Details 115 Maple Street, Wainwright-Smith-Cook House (circa 1860, contributing) – This rectangular one-story frame building has extensive rear additions. Circa 1900, workers moved the formerly detached kitchen and servant’s quarters to connect with the rear of the house. A possible construction date for its deck-roofed porch with chamfered and molded columns and pierced-work wood railing is circa 1880. Page 2 of 4 Note original structure approved for demolition on June 9, 2016. Front portion and porch removed to new location on West Third Street in 2017. 2023: c. 2018, non-contributing. The original structure that was here was partially razed, and the oldest core of the building was moved to Tichnor Street (on same lot as former Courthouse building). The current house is new construction. Proposed Alteration, Renovation or Addition The following changes have been requested by the applicant. 1. Accessory Structure (Greenhouse) PLANNING STAFF EVALUATION: Reviewed by: Scott Stephens, City Planner Item #1: Accessory Structure (Greenhouse) Design Guidelines section referenced: Accessory Structures (p38) New Accessory Structures 1. New accessory structures that are visible from the right of way shall be compatible with the style of the main structure. 2. New accessory structures shall be subordinate to the main structure. 3. New accessory structures shall be constructed of materials similar in pattern, texture, and appearance to the main structure. 4. Pre-fabricated accessory structures such as tool and storage sheds may be appropriate if they are shielded from the right of way. 5. Storm shelters shall not be visible from the right of way, or shall be made to have a style that is compatible with the style of the main structure. 6. On properties with alleyway access, locate new garages along the alleyway when feasible. Item #1 Staff Evaluation: Approve Page 3 of 4 The existing structures are new and non-contributing (built approximately in 2018). The proposed accessory structure will be a metal framed, glass greenhouse that will be subordinate to and compatible with the style of the main structure. It will be visible from the right-of-way, but will be behind the front building line.
