District 7 Miscellaneous: Adjourn: Approved 3/15/18 Prattville Planning Commission February 15, 2018 Minutes Page 1 of 3 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES February 15, 2018 Call to order: Chairman Tim Smith called the meeting to order at 3:05 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mr. Mark Hindman and Mr. Roy McAuley. Absent: Mrs. Paula Carpenter and Mr. Bobby Nelson. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. McAuley moved to approve the minutes of the January 18, 2018 meeting. Mr. Hindman seconded the motion. The motion passed unanimously. Old Business: 1. Sketch Plan: Glennbrooke Phases 5-10 (Revised) Location: Glennbrooke Blvd., Old Ridge Rd., & Sydney Drive Owner: Stone Martin Builders, LLC Representative: Barrett-Simpson, Inc. At the previous meeting (January 18), the requested item was heard. Because of the significant changes from the previously approved plan, the Planning Commission voted to hold the request and appoint a committee to review the sketch plan. Mr. Duke stated that at the petitioner is requesting that the item be held until the next meeting. Chief Johnson moved to table the request. Mr. Gardner seconded the motion. The vote was called. The motion to table passed unanimously. 2. Final Plat: Akin Holdings Plat 1 Location 1825 East Main Street Owner: Akin Holding XI Prattville, LLC Representative: Gonzalez-Strength & Associates, Inc. At the previous meeting (January 18), the requested item was heard. The Planning Commission voted to hold the request to allow the developer to clear of issues that were presented with the preliminary plat. Mr. Duke stated that at the petitioner is requesting that the item be held until the next meeting. Mr. Hindman moved to hold the request. Chief Johnson seconded the motion. The vote was called. Zoning Amendment: R-2 (Single Family Residential) to R-3 (Single Family Residential) Glennbrooke 6 Location: West of Sydney Drive South & south of Glennbrooke 5 Petitioner: David L. Avant & J. Larry Avant Representative: Barrett-Simpson, Inc. Mr. Duke introduced the zoning request of the Glennbrooke 6 property located on Sydney Drive. He stated that at the November 16 meeting, the petitioner presented a zoning request that included a larger area to be rezoned. The present request is an extension of Sydney Drive South. He stated that the Greenacres property is part of a proposed phase of Glennbrooke subdivision, but not part of the requested rezoning. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the rezoning request of Glennbrooke 6 rezoning request. He stated that the Greenacres property previously requested for rezoning at the November 16, 2017 meeting will remain as R-2. Chairman Smith opened the public hearing. Amy Carr, 1601 Trolley Road, stated her concerns for current activity on the developer’s site. Mayor Gillespie recognized Jonathan Larkin, City of Prattville representative, in attendance to hear the public’s concerns for the area and to learn how the city can better serve the residents during the development of the Glennbrooke subdivision. Susan Rhodes, 1513 Trolley Rhodes, expressed concerns about the drainage area near her property and who’s responsible for its maintenance. She also requested maps of the revisions of the sketch plan of Glennbrooke 6. Mayor Gillespie stated that ADEM monitors the drainage area and stated that the city is working on implementing better storm water procedures. He informed her that maps can be obtained from the Planning Department. Alan Hartman, 1412 Tullahoma Drive, and his daughter resides at 1509 Trolley Road concerned how his property is affected by the rezoning. Chairman Smith explained that Tullahoma Drive will remain zoned as R-3 and Trolley Road is not part of the proposed rezoning. Eric Lubinger, 364 Sydney Drive South, had questions about development of the Greenacres property. Mr. Rice explained how the Greenacres property became a part of the Glennbrooke Subdivision. After no further public comments, the public hearing was closed. Mr. Rice clarified that the activity that is being done on the developer’s property is a boundary and topographic survey. He stated that there is currently no development going on. Mr. McAuley introduced a resolution recommending approval of the rezoning of a portion of the future Glennbrooke 6 subdivision from R-2 to R-3 and moved for its approval. Chief Johnson seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. Mayor Gillespie was excused at 3:39. Re-Plat: Legends Park at HomePlace 4-A Location: Legends Parkway Owner: Rock Hill, LLC Representative: Alabama Land Surveyors, Inc. James Monk of Alabama Land Surveyors, Inc., petitioner’s representative, introduced the re-plat of Legends Park at HomePlace 4-A. He stated that the property owner wants to divide a single 5.2 acre lot into two lots. Mr. McAuley moved to approve the request as submitted. Chief Johnson seconded the motion. After no further comments, the vote was called. The motion to approve passed unanimously. 5. Re-Plat: Hearthstone Estates Plat 1-B Location: 948 & 950 Fireside Drive Owner: Blake Custom Homes & Bob Bowling Builders Representative: Alabama Land Surveyors, Inc. James Monk of Alabama Land Surveyors, Inc., petitioner’s representative, introduced the re-plat of Hearthstone Estates Plat 1-B. He stated that the property owner wants to combine two lots into a single .84 acre lot. Councilman Cables moved to approve the request as submitted. Chief Johnson seconded the motion. After no further comments, the vote was called. The motion to approve passed unanimously. 6. Final Plat: Oaks at Buena Vista 7-A Location: Buena Vista Way & Old Mill Way Owner: Oaks of Buena Vista, LLC Representative: Larry Speaks & Associates, Inc. Mr. Gardner introduced a resolution recommending approval of the final plat of Oaks at Buena Vista 7-A and moved for its approval. Mr. Hindman seconded the motion. Mr. Duke stated that the plat was not substantially complete and recommended that the item be held. Mr. McAuley moved to hold the request. Chief Johnson seconded the motion.
