District 2 Miscellaneous: Adjourn: Approved 8/16/18 Prattville Planning Commission July 19, 2018 Minutes Page 1 of 3 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES July 19, 2018 Call to order: Chairman Tim Smith called the meeting to order at 3:00 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter Mr. Roy McAuley and Mr. Mark Hindman. Absent: None. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. McAuley moved to approve the minutes of the June 21, 2018 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Old Business: 1. Final Plat: Akin Holdings Plat 1 Location 1825 East Main Street Owner: Akin Holding XI Prattville, LLC Representative: Gonzalez-Strength & Associates, Inc. At the previous meeting (June 21), the requested item was held. Mr. Duke stated that the petitioner had received approval for the site development plan, which includes the public street improvements. He stated that the city staff recommends approval. The vote was called. The motion to approve passed unanimously. 2. Sketch Plan: HomePlace Residential PUD (Revised) Location: Intersection of Hwy 82 Bypass East & McQueen Smith Road South Petitioner: DHS Holding-4, Inc. & The William Howard Murfee Irrevocable Trust Representative: Goodwyn, Mills & Cawood, Inc. At the previous meeting (June 21), the requested item was held. Mr. Duke stated that at the previous meeting, the requested item was held and referred to a committee for further review. The committee, Councilman Smith, Councilman Gardner and Chief Johnson, along with the petitioner’s representative, Max Vaughn met (July 5) to discuss the sketch plan as it dealt with R-3 zoning and the remote access within the subdivision. He stated that the applicant is back with revisions to the sketch. Max Vaughn of Goodwyn, Mills & Cawood, petitioner’s representative, presented sketch plan as modified based on comments received. He stated the presented sketch is proposed for 50 foot and 60 foot lots designed for PUD zoning. He stated that they will be resubmitting rezoning request to PUD zoning. In his discussion on connectivity, he presented pictures of the ditch running along the north boundary of the property. He stated that crossing the ditch is not favorable because of the steep banks. He stated that a permit from the Corps of Engineers is required to cross the stream. He stated that the best protection for the ditch is to not disturb it. Approved 8/16/18 Prattville Planning Commission July 19, 2018 Minutes Page 2 of 3 In their discussion, the Commission agreed that a bridge would be an expensive crossing and decided that a pedestrian crossing is better suited than a vehicular crossing. The vote was called. The motion to approve passed by 6/1/1 vote as recorded. Favor: Mayor Gillespie, Councilman Cables, Chairman Smith, Commissioner Gardner, Chief Johnson, and Mr. Hindman. Oppose: Mr. Roy McAuley. Abstain: Mrs. Paula Carpenter. New Business: 3. Preliminary Plat: Dogwood Lake Estates, Phase 2 Location: White Cloud Drive Petitioner: A&J Development, LLC Representative: Larry Speaks & Associates, Inc. Greg Gillian of Larry Speaks & Associates, Inc., petitioner’s representative, presented the preliminary plat of Dogwood Lake Estates Phase 2. He stated that the proposed plat is designed for 11 lots. Chairman Smith opened the floor for public comments. Glenn Morris, 1510 White Cloud Drive, stated that he is the current president of the Homeowner’s Association. He was interested in the number of proposed lots and the street layout. Billy Carter, 1535 White Cloud Drive, stated that there are some overlapping lots. He stated that he wants someone to come visit on the site to answer questions of concern. He also stated that there is an emergency access easement on his property. Tonia Harris, 1516 White Cloud Drive, stated concerns with there being only one entrance into the subdivision. She also spoke on concerns of drainage issues in the existing neighborhood. Mr. Gillian addressed public comments stating that he would be willing to meet with the homeowners. He also stated that the proposed phase has less lots on the existing phase and the same square footage of homes is proposed. After no further public comments, Chairman Smith closed the public hearing. Mr. Gardner introduced a resolution recommending the approval of the preliminary plat of Dogwood Lake Estates, Phase 2 and moved for its approval. Mrs. Carpenter seconded the motion. Mr. Duke presented the staff report for the preliminary plat of Dogwood Lake Estate Phase 2. He stated that the roadway is acceptable to the Autauga County Engineer. It meets basic county standards, as does the existing subdivision. He stated that the emergency access is no longer used. After no further comments, the vote was called. Chief Johnson moved to amend to approve contingent on final approval by the Autauga County Engineer. Mrs. Carpenter seconded the motion. The motion to amend passed unanimously. The amended motion to approve passed unanimously. 4. Sketch Plan: Post Property Location: Dunvegan Drive Petitioner: D R Horton Homes Representative: Flowers and White Engineering and Surveying Councilman Cables introduced a resolution recommending the approval of the sketch plan of the Post Property and moved for its approval. Mr. Gardner seconded the motion. Approved 8/16/18 Prattville Planning Commission July 19, 2018 Minutes Page 3 of 3 Ken White Jr. of Flowers and White Engineering and Surveying, petitioner’s representative, introduced the sketch plan for Post Property. He stated that the proposed development is for 165 lots in an R-3 zoning district. He stated that the sketch plan has been resubmitted to reflect the city’s comments. Chief Johnson stated that the proposed street connection to Carver Street meets the letter of the code. Mr. White stated that the proposed layout helps keep from creating double frontage lots on Carver Street as city comments preferred. Mr. Duke provided the staff report for the proposed revised sketch plan of Post Property. He stated the wetlands and drainage can be addressed further at the preliminary plat phase, but the intended use and ownership of the common areas should be addressed. He stated that water pressure that was previously an issue has been addressed. After no further discussion, the vote was called. Mrs. Carpenter moved to amend contingent upon approval by city staff. Chief Johnson seconded the motion. The motion to amend passed unanimously. The vote was called. The amended motion to approve passed unanimously. 5. Preliminary Plat: Dawson’s Mill, Plat 1 (Time Extension) Location: Moses Road and Martin Luther King Jr Drive Petitioner: Dawson’s Mill, LLC Representative: Larry Speaks & Associates, Inc. Mrs. Carpenter introduced a resolution recommending the approval of the time extension of the preliminary plat of Dawson’s Mill, Plat 1 and moved for its approval. Mr. Gardner seconded the motion. The motion to approve passed unanimously. Miscellaneous Business: The new Senior Planner, Austin Brass, was introduced to the Commissioners. Mr. Duke also announced his retirement from the City of Prattville. Dear Mr. Vaughn: The overall sketch plan for the HomePlace DHS Residential Development has been reviewed by the required city departments with the following comments: PLANNING DEPARTMENT: 1. What is the planned connection to sanitary sewer? Public Works requests that consideration be given to a secondary connection at the NE end of the subdivision. 2. The original HomePlace PUD was recommended by the Planning Commission based on the amount of greenspaces to be developed or preserved. What greenspaces /parks will be provided in the development? Can any of these spaces be developed for use as a park? How will they be maintained? FIRE DEPARTMENT: 1. Although the overall layout allows for two access/egress points to the subdivision as required by the IFC 2015 edition - Section D107, the bulk of the homes (on the east side) lack the minimum remote distance and come back to the same street (Old Quarters Road). 2. Another observation - there is no access to the future (undeveloped area) to the north and west. 3. An option for resolving the remote access issue and to allow for connection to future expansion is to leave a stubbed out street. One possible area for the stub street is to the SW of the proposed detention - around Lots 52 to 54 4. The original sketch plan for the HomePlace Development provided the connection. 5. To better comply with the intent of the fire code and create a safer neighborhood, I strongly recommend the Planning Commission maintain the concept of interconnectivity. POLICE DEPARTMENT: 1. At this point, I do not feel McQueen Smith Road South can handle the additional traffic until it can be four lanes or road improvements made to handle the traffic flow.
