Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Chief Dallis Johnson, Mrs. Paula Carpenter, Mr. Mark Hindman, Mr. Roy McAuley, and Mr. Bobby Nelson. Absent: Vice-Chairman Reuben Gardner. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. McAuley moved to approve the minutes of the January 19, 2017 meeting. Mr. Hindman seconded the motion. The motion passed unanimously. Old Business: 1. Sketch Plan: Dawson’s Mill Subdivision Location: MLK Jr. Drive & Moses Road Owner: Kevin Smith Representative: Larry Speaks & Associates, Inc. & Zoning: R-3 (Single Family Residential) to R-5 (Patio Garden Homes) Dawson’s Mill Subdivision Location: 1324 Upper Kingston Road Owner: Rossell Investments, LLC Representative: Larry Speaks & Associates, Inc. Mr. Duke stated that the applicant is not able to present the zoning request due to advertisement delays. The public’s notice has been set for the meeting in March. Mr. McAuley moved to hold the sketch plan and zoning recommendation until the next meeting. Mr. Nelson seconded the motion. The motion to hold passed unanimously. New Business: 2. Sketch Plan: Glennbrooke Subdivision Phases 5-12 Location: Glennbrooke Blvd. & Old Ridge Road Owner: David & Larry Avant Representative: Barrett-Simpson, Inc. Mr. Hindman introduced a resolution recommending approval for the sketch plan of Glennbrooke Subdivision Phases 5-12. Mr. McAuley moved for its approval. Mrs. Carpenter seconded the motion. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the sketch plan of Glennbrooke Subdivision Phases 5-12. He stated that this is a revised master sketch plan of the Approved 3/16/17 Prattville Planning Commission February 16, 2017 Minutes Page 2 of 2 subdivision which shows changes in the location and size of the previously approved 10 acre park. The park has been moved to a centralized location in the development, reduced in size to 3.28 acres, and setup for ownership and maintenance by the homeowners’ association. He stated that another similar sized park will be created in a future phase. The 3.28 acre park will be a part of the preliminary plat of Glennbrooke Phase 5. Chairman Smith asked Mr. Duke to expound on the discussions expressed at the Park Committee meeting held on February 15, 2017. Mr. Duke stated that the Park Committee discussed the plans for the 3.28 acre parcel designated for an open space park for green space and landscaping. He stated that the proposed park is near an HOA park containing a splash pad, pavilion, walking trail and other recreational amenities. He stated that the 3.28 acre open space park will be configured in a way that could be easily assumed by the city at some point in the future. The proposal will allow the park to be constructed earlier than if developed by the city. He stated that the concept is a good idea and would like to see it continue throughout the development. Mr. McAuley served on the Park Committee stated that the presented sketch is a good plan for this subdivision. He stated that it does not address the needs for the city as a whole for open park space. After no further comments, the vote was called. The motion to approve passed unanimously. 3. Preliminary Plat: Glennbrooke Subdivision 5 Location: Tullahoma Drive & Campbell Street Owner: David & Larry Avant Representative: Barrett-Simpson, Inc. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the preliminary plat for Glennbrooke Subdivision Plat 5. He stated the proposed subdivision is comprised of 97 lots with a 3.28 acre park space. The southern end of the property has a dry detention and a full open construction access north to Old Ridge Road. He stated that they received comments from the city and they were addressed. Chairman Smith opened the hearing for public comments. There were none to speak. The public hearing was closed. Mr. Duke provided the staff review. He stated that the comments have been addressed. The staff recommended approval. Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Glennbrooke Subdivision Plat 5 and moved for its approval. Mr. Nelson seconded the motion. After no further comments, the vote was called. The motion to approve passed unanimously.
