Speaks & Associates Miscellaneous: Adjourn: Approved 10/19/17 Prattville Planning Commission September 21, 2017 Minutes Page 1 of 3 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES September 21, 2017 Call to order: Chairman Tim Smith called the meeting to order at 3:01 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mr. Mark Hindman. Absent: Councilman Richard Cables, Mrs. Paula Carpenter, Mr. Roy McAuley, and Mr. Bobby Nelson. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Chief Johnson moved to approve the minutes of the August 17, 2017 meeting. Mr. Gardner seconded the motion. The motion passed unanimously. Old Business: There was no old business for discussion. New Business: 1. Preliminary Plat: Michael A. Thompson 1-A Location: 136 & 138 West Main Street Owners: Michael A. Thompson Representative: Jeffcoat Engineers & Surveyors, LLC Mr. Duke presented the preliminary plat of Michael A. Thompson 1-A. He stated that the petitioner is requesting to add recently acquired property to the EEDA LTD plat, combining three lots into one single lot. He stated that the city has no objection to the preliminary plat. Chairman Smith opened the public hearing. Michael “Micky” Thompson, petitioner, stated that he owns the current Uncle Mick’s Cajun Café and recently purchased additional property to the rear of the present location. He stated that he was seeking to plat all lots into one single lot. After no further comments, the hearing for public comments was closed. Mr. Gardner introduced a resolution recommending approval of the preliminary plat of Michael A. Thompson Plat 1-A and moved for its approval. Chief Johnson seconded the motion. Being that there were not enough members to vote on the request, Mr. Gardner moved to hold the request. Chief Johnson seconded the motion. The motion to hold passed unanimously. 2. Re-Plat: Exchange at HomePlace Plat 1-B Location: Sugar Exchange & Cobbs Ford Road Owners: D. H. Holdings-1, Inc. Representative: Alabama Land Surveyors, Inc. Mr. Duke presented the re-plat of Exchange at HomePlace Plat 1-B. He stated that the commercial subdivision was platted as large lots with the expectation that smaller lots would be created as sites were developed. He stated that the petitioners are requesting to divide Lot 2, located on the east side of Sugar Exchange, into three lots. Chief Johnson moved to approve the re-plat of Exchange at HomePlace Plat 1-B. Mr. Hindman seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 4. Preliminary Plat: South Industrial Park Plat 1 Location: County Road 4 Owners: City of Prattville Representative: Larry E. Speaks & Associates Mr. Duke presented the preliminary plat of South Industrial Park Plat 1. He stated that in 1988 the City started acquiring parcels between County Road 4 and the CSX/Norfolk Southern rail lines for development as the Prattville South Industrial Park. Today, the park property, including the previously developed parcels, totals approximately 450 acres. He stated that the 1999 master plan for the South Industrial Park, identified a need for providing access to U.S. Highway 82. The City is requesting approval to plat approximately 290 acres of the park property which will create seven parcels and three new streets. He stated that the primary street, South Industrial Park Drive, will run roughly 6,300 feet north and south connecting U.S. Highway 82 and County Road 4. Chairman Smith opened the public hearing. Jon Lee Finnegan, 211 Deer Trace, inquired about the acreage of the proposed lots. Bill Pearson, 811 County Road 4, property owner of Pearson Rope, stated that his business has been in the industrial park since 1988 and is glad to see the road coming thru. He stated his concerns for the children in the area at the ball park and wanted to be assured that traffic control is monitored. After no further comments, the hearing for public comments was closed. Chief Johnson introduced a resolution recommending approval of the preliminary plat of South Industrial Park Plat 1 and moved for its approval. Mr. Hindman seconded the motion. Being that there were not enough members to vote on the request, Chief Johnson moved to hold the request. Mr. Hindman seconded the motion. The motion to hold passed unanimously. 5.
