District 3 Public Hearing Miscellaneous: Adjourn: CITY OF PRATTVILLE PLANNING COMMISSION MINUTES September 15, 2016 Call to order: Vice-Chairman Reuben Gardner called the meeting to order at 3:02 p.m. Roll Call: The secretary called the roll.Present:Mayor Bill Gillespie,Councilman Gary Whiteside,Vice- Chairman Reuben Gardner,Chief Dallis Johnson,Mrs. Paula Carpenter and Mr. Bobby Nelson. Absent:Chairman Tim Smith, Mr. Mark Hindman,and Mr.Roy McAuley. (Quorum present) Staff present:Mr.Joel Duke,City Planner and Ms.Alisa Morgan, Secretary. Minutes: Mr. Nelson moved to approve the minutes of the July 21, 2016 meeting.Chief Johnson seconded the motion. The motion passed unanimously. Old Business: None New Business: 1.Re-Plat: Prattville Plaza Plat 1-A Location: East Main Street Owner: Alabama Shopping Center Associates, LP Representative: Larry Speaks & Associates Bryan McBrayer of Alabama Shopping Center Associates, LP was present as the petitioner’s representative. Mr. Duke stated that the request is for a re-plat of Parcel #2 of the Pratt Plaza subdivision. They are platting approximately .68 acres on the Main Street frontage. He stated that the city has no objections to the re-plat. Mrs.Carpenter moved to approve the re-plat of Prattville Plaza Plat 1-A as submitted. Chief Johnson seconded the motion. The motion to approve passed unanimously. 2.Re-Plat: Silver Hills Plat 18-A Location: 1699 Pebble Creek Drive Owner: Alfa Properties, Inc. Representative: Goodwyn, Mills & Cawood, Inc. Derril Strickland of Goodwyn, Mills & Cawood,petitioner’s representative, presented the request to re-plat the property of Silver Hills Plat 18-A.The re-plat is to add to and properly locate an easement originally recorded with the plat. The existing easement does not include all of the drain pipe it was intended to house.The property is located at 1699 Pebble Creek Drive. Mr. Duke stated that the city is in agreement with the re-plat of Silver Hills Plat 18-A. Mrs.Carpenter moved to approve the re-plat of Silver Hills Plat 18-A as submitted.Chief Johnson seconded the motion. The motion to approve passed unanimously. 3.Re-Plat: Premiere Place Plat 4 Location: 1967 Cobbs Ford Road Owner: Chick-Fil-A, Inc. Representative: Pilgreen Engineering, Inc. Martin Blethen of Pilgreen Engineering, Inc., petitioner’s representative, presented the re-plat of Premiere Place Plat 4. He stated that Chick-Fil-A recently acquired some additional property and they are requesting to re-plat to make it all one lot. Mr. Duke stated that the proposed re-plat of Premiere Place Plat 4 corresponds with submitted development plans. Staff recommended approval. Mrs. Carpenter moved to approve the re-plat of Premiere Place Plat 4 as submitted. Councilman Whiteside seconded the motion. The motion to approve passed unanimously. 4.Preliminary Plat: Ridge at Pratt Farms-Phase 1 Location:Old Ridge Road Owner: SMB Land, LLC Representative: Barrett-Simpson, Inc. Vice-Chairman Gardner opened the public hearing. David Jacques, 1021 Old Ridge Road,presented maps of location of his property (attached). He spoke on concerns for public safety. He stated that there has been several wrecks near his home and is concerned with the increase in traffic.He stated that he met with the City Planner and was shown the plans for Old Ridge Road. The hearing of public comments was closed. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, stated that the submitted plat reflect the changes made to staff comments. It closely represents with the city wants to see in development. He stated that the Master Plan for Glennbrooke reflects the realignment of Old Ridge Road. He stated that this proposed plat is not part of the Glennbrooke Master Plan. He stated that Old Ridge Road can handle the volume of traffic. Mr. Duke presented the staff report for the preliminary plat of Ridge at Pratt Farms-Phase 1. He stated that the plat can be approved with minor issues to be worked out, which is standard procedure. He stated that the required improvements have been made to Old Ridge Road. Any improvements to the western end of Old Ridge road would be the burden of future developer. Mrs.Carpenter introduced a resolution recommending approval of the preliminary plat of Ridge at Pratt Farms-Phase 1 and moved for its approval.Chief Johnson seconded the motion. The motion to approve passed unanimously.
