District 3 Miscellaneous: Adjourn: (Page 2) Approved 6/20/19 Prattville Planning Commission May 16, 2019 Minutes Page 1 of 5 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES May 16, 2019 Call to order: Chairman Tim Smith called the meeting to order at 3:01 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, and Chief Dallis Johnson. Mr. Seth Hayden arrived after the roll was called at 3:28. Absent: Mrs. Paula Carpenter and Mr. Mugs Mullins. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. Gardner moved to approve the minutes of the April 18, 2019 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Chairman Smith changed the order that the agenda items were heard. Old Business: None New Business: 5. Preliminary Plat & Final Plat: Glennbrooke 6A (Re-plat) Location: Sydney Drive Petitioner: SMB Land, LLC Representative: Barrett-Simpson, Inc. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the request for the re-plat of Glennbrooke preliminary and final plats. He stated that an error was found in some of the pad dimensions and the north side lots needed to be adjusted 4 feet. There was no further discussion, the vote was called. The re-plat was approved by a unanimous vote. 6. Final Plat: Glennbrooke Subdivision Phase 6A1 Location: Sydney Drive South & Mercer Drive Petitioner: SMB Land, LLC Representative: Barrett-Simpson, Inc. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the final plat of the Glennbrooke Subdivision Phase 6A1. He stated that this is the crossing road which crosses the main drainage channel in Phase 6 of Glennbrooke. All is complete and is requesting final plat approval. Mr. Gardner introduced a resolution recommending approval of the final plat of the Glennbrooke Subdivision Phase 6A1 and moved for its approval. Chief Johnson seconded the motion. Chief Johnson introduced a resolution recommending approval of the final plat of the Ridge of Pratt Farms Phase 2B and moved for its approval. Mr. Gardner seconded the motion. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the final plat of the Ridge at Pratt Farms Phase 2B. Mr. Brass stated that there are minor issues that can be resolved at staff level. After no further comments, the vote was called. The motion to approve passed unanimously. 8. Final Plat: Hedgefield Subdivision Plat 1 Location: McQueen Smith Road Petitioner: Lowder New Homes Representative: Goodwyn Mills & Cawood 9. Final Plat: Hedgefield Subdivision Plat 2 Location: McQueen Smith Road Petitioner: Lowder New Homes Representative: Goodwyn Mills & Cawood Max Vaughn of Goodwyn Mills & Cawood, petitioner’s representative stated that the petitioner has requested that the two final plats be held until the June meeting. Chief Johnson moved to table the requests until the June meeting. Councilman Cables seconded the motion. After no further comments, the vote was called. The motion to table passed unanimously. 10. Preliminary Plat: Midtown Oaks Subdivision Plat 3 (Time Extension) Location: Honeysuckle Drive Petitioner: Goodwyn Building Company, Inc. Representative: Goodwyn Mills & Cawood Chief Johnson introduced a resolution recommending approval of the time extension for the preliminary plat of Midtown Oaks Subdivision Plat 3 and moved for its approval. Mr. Gardner seconded the motion. Max Vaughn of Goodwyn, Mills, & Cawood, Inc., petitioner’s representative stated that they are continuing Phase 3 along with the proposed Midtown Oaks Subdivision Plat 4. Mr. Brass provided staff comments stating that it is recommended that the connection of Honeysuckle Drive be made before starting Phase 4. After no further discussion, the vote was called. The motion to approve passed unanimously. 12. Final Plat: Prattville Business Park Plat #5A Location: Northeast corner of Boardroom & Business Park Drive Petitioner: P.I.P. Enterprises LLD Representative: Jarvis & Associates, Inc. Approved 6/20/19 Prattville Planning Commission May 16, 2019 Minutes Page 3 of 5 Councilman Cables introduced a resolution recommending approval of the final plat of Prattville Business Park Plat #5A and moved for its approval. Mr. Gardner seconded the motion. Mr. Brass stated that this final plat is for the connection for the proposed lot to be developed. After no further discussion, the vote was called. The motion to approve passed unanimously. 1. Zoning Amendment: FAR (Forest, Agricultural, Recreation) Parcel 19 Location: Old Farm Lane/Covered Bridge Parkway Owner: Alice Avant Wilson & Brentwood Landing II Apartments Ltd. Representative: City of Prattville Scott Stephens, City Planner, presented the request for the zoning of property located off Old Farm Lane and Covered Bridge Parkway. He stated that the property was annexed into the city some time ago and the City is acting as agent to begin this process to establish zoning. He stated that this parcel is located in Autauga County. There are no plans for development at this time. He stated that FAR is the requested and recommended zoning for this property. Chairman Smith opened the floor for public comments. Tammy Shipp, 631 Covered Bridge Parkway, had questions about any proposed development. After no further comments, Chairman Smith closed the public hearing. Mayor Gillespie introduced a resolution recommending approval of the zoning of property at Old Farm Lane and Covered Bridge Parkway, Parcel 19 to FAR and moved for its approval. Chief Johnson seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 2. Zoning Amendment: FAR (Forest, Agricultural, Recreation) to O-1 (Office District) Prattville Office Complex Location: Rocky Mount Road/Old Farm Lane Petitioner: Southern District Church Extension Fund, Inc. Representative: Flowers & White Engineering, LLC Brad Flowers of Flowers & White Engineering, LLC, petitioner’s representative, presented the rezoning request Prattville Office Complex from FAR to O-1. He stated that the proposed concept of the sketch is for a 3-story building with two additional buildings in the future. Mr. Brass stated that the Future Land Use map shows the property as Mixed Use Transitional. Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, asked for additional information about the number of stories proposed for the future buildings, how many additional parking spaces will be added, will additional sewer be extended by the City, and traffic impact (plans to straighten Rocky Mount Road). Chief Johnson stated that the parking code will dictate the number of parking spaces by occupancy load. Mayor Gillespie stated that there has been no additional improvements to extend the sewer in that area. He also stated that the City of Prattville has no plans to make improvements to that portion of Rocky Mount Road which is located in Elmore County. Jim Cobb, 2364 Rocky Mount Road, stated his concerns for traffic impact on Rocky Mount Road and wanted to know the time line for construction for the two future buildings. After no further comments, the public hearing was closed. Mr. Hayden introduced a resolution recommending approval of the rezoning of the Prattville Office Complex property at Rocky Mount Road and Old Farm Lane from FAR to O-1 and moved for its approval. Mr. Gardner seconded the motion. Mr. Flowers addressed the public comments stating that the sketch drawing presented is just a concept of the possibilities of the layout of the proposed buildings. The future buildings will be constructed as needed as well as parking to be added as required by parking code. He stated that Elmore County recommended that the entrance be located in the curve where shown to allow for sight of traffic from both directions. He also stated that the sewer will be extended from Prattville Christian Academy. Councilman Cables asked if access from Old Farm Lane was considered. Mr. Flowers stated that is was an option, but there is no viable access from Old Farm Lane. Mr. Brass addressed the comment on the height of the building stating that O-1zoning allows for a maximum height of 45 feet or 3-stories. After no further discussion, the vote was called. The motion to approve passed unanimously. 4. Zoning Amendment: PUD (Planned Unit Development) to B-2 (General Business) Location: McQueen Smith Road Petitioner: DHS Holding-3, Inc. Representative: Joe Turner Approved 6/20/19 Prattville Planning Commission May 16, 2019 Minutes Page 5 of 5 Mr. Brass stated that the petitioner’s representative asked that the item be held until the June 20th meeting. Mayor Gillespie moved to hold the item until the June 20th meeting at the petitioner’s request and hold the public comments until that time. Councilman Cables seconded the motion. The motion to hold passed unanimously. 11. Preliminary Plat: Midtown Oaks Subdivision Plat 4 Location: Sunset Drive Petitioner: Goodwyn Building Company, Inc. Representative: Goodwyn Mills & Cawood Max Vaughn of Goodwyn, Mills, & Cawood, presented the preliminary plat of Midtown Oaks Subdivision Plat 4. He stated that they have received comments from the city and will comply with those received. Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, inquired about the number of lots proposed. After no further comments, the public hearing was closed. Mr. Hayden introduced a resolution recommending approval of the preliminary plat of Midtown Oaks Subdivision Plat 4 and moved for its approval. Mr. Gardner seconded the motion. Mr. Vaughn addressed the public comments stating that there are 17 lots on the proposed plat. After no further discussion, the vote was called. The motion to approve passed unanimously. Miscellaneous Business: Councilman Cables stated that consideration needs to be given to have a committee to address the Comp Plan. Look to see if the existing plan needs to be updated or if a new plan is needed altogether. Mr. Stephens stated that he has inquired with the representatives that assisted with the plan in 2009. He stated that the contract at that time was approximately $250,000. Updating an existing plan would be approximately half the price. Mr. Stephens also stated that the Zoning Review Committee met on May 8, 2019 working on text changes. He stated that they are continuing working with that project.
