Fifth Street-Roof replacement Adjourn: Approved 4/11/19 Prattville Historic Preservation Commission February 28, 2019 Minutes Page 1 of 3 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES February 28, 2019 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, February 28, 2019 at 4:31 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, Mr. Joel McCord, and Mrs. Kate Musgrove. Members Absent: Mr. Will Barrett. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa Morgan, Secretary. Minutes: Ms. Musgrove moved to approve the minutes of the January 24, 2019 meeting. Mr. Price seconded the motion. The motion passed unanimously. Mrs. Davis stated that she would like for CA1902-03 Certificate of Appropriateness to defer back to committee for the proposed signs at 138 South Washington Street. Mrs. Davis moved to table the request and defer to the previous appointed committee for further review. Mr. Price seconded the motion. John Johnston, petitioner’s representative, asked the Commission to explain the reason for Committee Review. He stated that they had met twice with the committee and it seemed everyone was favorable with the changes proposed. Mrs. Davis explained that the newer committee members, Mr. McCord and Ms. Musgrove, were not privy to some information that she had forgotten about regarding a past proposal from a different petitioner and felt that it would be worth reviewing that information. The vote was called. The motion failed as declared by Chair Langley as recorded. Favor: Mrs. Davis. Oppose: Ms. Musgrove, Mr. McCord, and Chair Langley. Abstain: Mr. Price. Old Business: Certificate of Appropriateness Alteration-add 2nd level rear porch, add rear free standing carport/utility room 237 South Washington Street William Cowart, Petitioner This request was held at the previous meeting (January 24th). The Commission tabled the request to add a rear free standing carport and utility room until detailed drawings could be submitted and reviewed. Mr. Brass provided staff comments. He stated that the drawings submitted for the carport meets zoning requirements. The proposed will be attached to the existing accessory structure and the roof pitch will be the same as the main structure. Item #4 (Freestanding carport/utility room) Mr. McCord moved to approve the request to add a freestanding carport/utility room as submitted. Ms. Musgrove seconded the motion. New Business: Certificate of Appropriateness Alteration-Replace existing wooden barn doors with single glass door and windows 113 West Main Street Leadership Autauga County 2019, Petitioner Daniel Oakley, petitioner’s representative, stated that he along with Morgan Duett are members of the Leadership Autauga County Class of 2019. He stated that they have designated the Family Support Center as their class project to renovate a room which was previously used for storage into a classroom. He stated that doors need to be replaced. They are proposing to replace the two wooden doors with two stationary panel that is a replica of doors on each side of two middle functioning doors. Mr. Brass provided staff comments. He stated that the latest submitted drawings, as presented at the meeting, met the requirements of the guidelines. After no further discussion, the vote was called. Ms. Musgrove moved to approve the request to replace the existing wooden barn doors as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Signs 138 South Washington Street First Baptist Church, Petitioner Chair Langley opened discussion again for COA request for 138 South Washington Street. Mr. Stephens requested from the Commission to schedule a committee meeting as soon as possible if they chose to defer the request to committee so that the petitioners could move forward with their project. Ms. Musgrove stated that the request does not fully meet the guidelines and felt that approval of items that are in violation of the guidelines would set a precedent which would be a negative impact to the historic district. Chair Langley opened the floor for public comments. Travis Coleman, 227 Deerwood Drive, stated that the church wants to be good neighbors and follow the guidelines. He stated that they have made changes to try to accommodate the guidelines. He also reminded the commission that there is nothing historic on the property. Mr. Brass stated that the proposed 8 feet signs would require height variance and setback approval from the Board of Zoning Adjustment. Mr. McCord moved to separate the items by signs based on the letter system submitted. Mrs. Davis seconded the motion. The motion passed unanimously. Item #1 (Signs A1 and A2) Mr. McCord stated that those proposed signs are 7 feet in height and 108 inches in width. Approved 4/11/19 Prattville Historic Preservation Commission February 28, 2019 Minutes Page 3 of 3 Mr. Johnston stated that these signs and all the proposed freestanding signs will be made out of aircraft grade aluminum and painted in high grade enamel. These two signs will be located at the corners of South Chestnut Street and South Washington Street. Ms. Musgrove stated that the material does not meet the guidelines as proposed. Mr. Johnston stated that they would like to withdraw the request for signs at 138 South Washington Street. Mrs. Davis moved to withdraw the agenda item at the petitioner’s request. Mr. McCord seconded the motion. The motion passed unanimously. Miscellaneous: Mr. Brass stated that there was an expedited approval for roof replacement at 126 E. Fifth Street. He stated that the property owner had a leaking roof. He stated that a sample of the material was submitted for review which met the guidelines. The City Planner and Chair felt that the expedited approval was appropriate. Election of Officers: The election of officers was held until the end of the meeting. Ms. Davis moved to nominate Thea Langley as Chair and Gray Price as Vice-Chair. Mr. McCord seconded the motion. The motion passed unanimously. Built jointly by Dave R. Yarbrough and Terry Walls as Plymouth dealership. Prattville’s only example of modern architectural influence. DESCRIPTION OF REQUEST: Item 1: Install carriage style doors in place of existing double barn doors. Page 2 of 2 HISTORIC PRESERVATION DISTRICT GUIDELINES REFERENCED: The requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluation follow the relevant sections. Item 1. Install Carriage style doors in place of double barn doors Door and Entrances (page 18) Doors and often buildings central visual elements, so are particularly important features. Historic entrances and doors should be retained, visible, maintained, and if needed, repaired. Missing or severely deteriorated doors should be replaced with historically appropriate doors. Screen, storm, and security doors should note detract from the historic appearance of their building. Doors and Entrances (page 18) 1. Historic doors should be retained and maintained. 2. Primary entrances to commercial buildings should be universally accessible. If this is not possible, alternative entrances should be available, clearly marked, and maintained to the same standards as the primary entrance. 3. If historic doors do not allow for universal access, they should be retrofitted to provide it. 4. Deteriorated or damaged historic doors should be repaired using methods that allow them to retain their historic appearance and as much of their historic fabric as possible. Epoxy is helpful in strengthening and replacing deteriorated wood. 5. Owners are encouraged to replace missing or severely damaged historic doors with new doors that replicate the originals or other historic examples. 6. Clear-glass single-light painted wood doors with or without paneling are most appropriate for replacing primary doors in the district’s commercial buildings. The opening in secondary entrances may be smaller or doors may be solid wood. Dark or bronze anodized metal, though less appropriate, may be substituted for wood. STAFF ANALYSIS: The proposed carriage style door appear to meet the district guidelines, specifically guideline 5, Owners are encouraged to replace missing or severely damaged historic doors with new doors that replicate the originals or other historic examples. The existing barn style doors are deteriorating with weather damage. The proposed carriage/barn style door design replicates the existing doors and is complimented by black iron door handles and exposed iron hinge straps that are reminiscent to the streetscape. Evaluation: Since the subject property/structure is surrounded by residential properties, the requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of the section. Item 1. Exterior signage for church campus, identification & directional signage. Signs (page 34) Signs are important means of advertising and establishing business identities, and establishments should have flexibility in determining what modern signage to use while respecting the residential character of their host neighborhoods. 1. Sign usage should be kept to a minimum. In residential areas no more than two signs should be placed on the property. 2. New signs should be of historically appropriate materials such as finished wood, glass, copper, or bronze. 3. New signs should be scaled to be in proportion to the property. 4. Simplicity in design and content is recommended. 5. Colors used in signs should be coordinated with their buildings. Three colors or less should be used per sign. 6. Lighting sources for signs should be external and concealed. 7. New signs should be installed in locations historically used for signs such as on awnings, on upper façade walls covering five percent or less of the wall surface, inside windows, or projecting from the building façade or elevation. Signs should not cover or obscure architectural features. Page 3 of 3 Analysis: The proposed replacement of directional signs are located within a residential district as part of the Historic District. The Commission shall note that proposed signage will require additional approval from the Board of Zoning Adjustment. Proposed 7 x 9 sign type “A”. will be located at the southeast and southwest section of the property. 8 x 5 sign type “B” will be located nearest to the parking lot entrances facing E 3 rd St, S. Washington St, and E 4 th St. 5 x 3 sign type “C” will be located within the interior parking lot areas, however there are two proposals of this sign type visible from E. 3 rd St. Proposed sing type “L” are wall mounted signs, with two wall mounted signs facing the south elevation of the adult education/church offices visible from E 3 rd St. Additional “V” signs proposed are minor window decal signs that are not typically acknowledged by this Committee. 120 x 2 Sign type “D” will be located along the parking lot entrances of E 3 rd street and S Chestnut Street.
