CA1904-01 Certificate of Appropriateness Alteration-Add iron brackets to metal post 146 West Main Street Connie Dismukes, Petitioner Public Hearing Miscellaneous: Proposed Amendment to the Prattville Design Review Guidelines Manual Adjourn: Approved 6/27/19 Prattville Historic Preservation Commission April 25, 2019 Minutes Page 1 of 2 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES April 25, 2019 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, April 25, 2019 at 4:01 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Members Absent: Mrs. Kate Musgrove. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa Morgan, Secretary. Minutes: There were no minutes available. Chair Langley changed the order that the agenda items were heard. Miscellaneous: Chair Langley stated that the HPC held a work session (April 23) working on modifications to signs in the Residential Guidelines Manual. Mr. McCord introduced the recommendation for modification as presented that new signs should be of a historically appropriate appearance and size using finishes that complement the building. Chair Langley stated that the modification would replace #2 under Signs in the Residential Guidelines Manual. Mr. McCord moved to accept the modifications as presented. Mr. Barrett seconded the motion. After no discussion, the vote was called. The motion to approve passed unanimously. Old Business: Certificate of Appropriateness Sign-Replacement 147 East Main Street Chris McKay, Petitioner This request was held at the previous meeting (April 11th). The Commission tabled the request to allow time for the modifications to the guidelines to be addressed. Scott Browder with Browder Sign Company along with Nicole Clark, petitioner’s representatives, presented the proposal to replace an existing sign with a new sign on property at 147 East Main Street. He stated that the proposed new sign will be 8 feet in height on 6’x6’ pressure treated wood with copper or bronze caps on top, aluminum panel covered with digital print and laminated black semi glossy background with bold white lettering. Mr. Barrett stated that a matte finished is preferred over a glossy finished background. He presented pictures of the type of finish that is proposed. After no further discussion, the vote was called. Mr. Barrett moved to approve the request as presented at a height of 8 feet. Mr. Price seconded the motion. The motion failed by vote as recorded. Favor: Mr. Barrett and Mr. Price. Oppose: Mrs. Davis, Ms. Kirkpatrick, Mr. McCord, and Chair Langley. Mrs. Davis moved to approve the request as presented at the height of 7 feet. Mc. McCord seconded the motion. The motion passed by vote as recorded. Favor: Mrs. Davis, Ms. Kirkpatrick, Mr. McCord, and Chair Langley. Oppose: Mr. Barrett and Mr. Price. New Business: Certificate of Appropriateness Alteration-Add iron brackets to metal post 146 West Main Street Connie Dismukes, Petitioner Mickey Thompson, petitioner’s representative, stated that they are proposing to take old iron work and cut it down to an angle as proposed in the drawing and place on both poles on front at property at 146 West Main Street. Mr. Brass provided staff comments. He stated that the proposed request as submitted is appropriate. After no further discussion, the vote was called. Ms. Davis moved to approve the request as presented. Mr. Price seconded the motion. The motion to approve passed unanimously. In other miscellaneous business, Chair Langley encouraged members to attend a showing of the Prattville Autauga movie to be viewed on May 9, 2019 at 7:00 PM in the City Hall. Also, the Commission discussed attending Your Town Alabama Conference at Camp McDowell, May 15-16. The HPC will hold a work session on Monday, May 1 at 4:00 PM. The relevant sections of the manual are included. Staff comments/evaluation follow the relevant sections. Item 1 – Placement of Iron Buttress on Front Metal Posts (2) (Storefronts pages 32 and 33) 1. Historic storefronts and their component elements, such as display windows, bulkheads, transoms, doors, cornices, pillars, and pilasters, should be retained and maintained. 2. Historic storefronts and their component elements should remain visible. 3. Deteriorated or damaged storefronts or elements should be repaired so that the storefront retains its historic appearance. 4. Missing storefronts or elements should be replaced so that they replicate the historic storefront or other historic examples. STAFF ANALYSIS: Page 3 of 3 Proposed iron metal buttresses has a vintage look that could blend in cohesively with the overall storefront façade.
