Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Mrs. Jean Davis, and Mr. Joel McCord. Members Absent: Mrs. Kate Musgrove. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mr. Price moved to approve the minutes of the April 11, 2019 (Special Meeting) and April 25, 2019. Mr. Barrett seconded the motion. The motion passed unanimously. Mrs. Davis moved to add to the agenda and approve the modifications to signs in the Commercial Guidelines Manual that new signs should be of a historically appropriate appearance and size using finishes that complement the building. Mr. Price seconded the motion. After no discussion, the vote was called. The motion to approve passed unanimously. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Alteration-Replace window with door 119 West Main Street Charles Sanderson, Petitioner Charles Sanderson, petitioner, stated that they are proposing to replace the front window with a garage door that is similar to the existing garage door on the rear of the building for property at 119 West Main Street. Mr. Brass provided staff comments. He stated that the door is modern, contemporary and the building is non-contributing to the historic district. Mr. McCord stated that the modern door would not blend with the historic district. He asked that the petitioner consider two double doors that can be propped open. Mr. Sanderson stated that he is willing to look into that option of the double doors. Ms. Davis stated that she would like to see the proposed double doors. Chair Langley opened the floor for public comments. There were none. The public hearing was closed. Mr. McCord seconded the motion. Ms. Davis moved to amend the motion to table the request until the next meeting (July 25). Mr. McCord seconded the motion. The amended motion to table passed unanimously. At the end of the meeting, Mr. Sanderson requested that the Commission reconsider his request. Mrs. Davis moved to open discussion for the tabled request for 119 West Main Street. Mr. McCord seconded the motion. The motion passed unanimously. Mr. Sanderson stated that he has considered the option of replacing the window with the double doors as suggested by the Commission instead of the garage door. Chair Langley open the floor for public comments. There were none. The public hearing was closed. Mr. Barrett moved to approve the request as proposed (double doors). Mr. McCord seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Sign-New installation 166 West Main Street Randy Eckman, Petitioner Randy Eckman, petitioner, presented the request for a Certificate of Appropriateness to place a sign on property located at 166 West Main Street. He stated that the proposed sign is made of high density urethane and will be placed on the front façade of the building. He stated that the look is similar to wood and is carved like wood. Mr. Brass provided the staff comments. He stated that the material proposed is formed to look like wood. Mr. McCord stated that he is familiar with this type material and that it is very durable. Chair Langley opened the floor for public comments. There were none. The public hearing was closed. After no further discussion, the vote was called. Mr. Barrett moved to approve the request as presented. Mr. Price seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Sign-Replacement 138 South Washington Street First Baptist Church, Petitioner Terry Bowen, petitioner’s representative, presented the request for a Certificate of Appropriateness for signs replacement located at 138 South Washington Street. Mr. Brass provided the staff report for the signs replacement for property located at 138 South Washington Street. (3) Three 7’ x 4’ sign types “B” will be located nearest to the parking lot entrances facing S. Washington St, E 4th St, and at the northeast corner of E 3rd & Chestnut. (3) Three 5’ x 3’ sign types “C” will be located within the interior parking lot areas, with (2) 5’ x 3’ sign type “C” proposals along E. 3rd St. (1) one 10’ x 2’ proposed sign type “D” will be a handicap parking identification sign, and (1) one 4’ x 2’ sign type “E” being placed within the public right-of-way along E 3rd Street. Sign types “F, K & V” will be interior lot wall mounted signage as shown. He further stated that BZA approval would be required for any signage not setback at least 10’ from any property line. Chair Langley opened the floor for public comments. There were none. The public hearing was closed. After no further discussion, the vote was called. Mrs. Davis moved to approve the request as presented. Mr. Barrett seconded the motion. The motion to approve passed unanimously. Miscellaneous: Mr. Scott Ferguson introduced himself to the Commission. He has shown interest in being a member of the HPC board. He was informed of the proper procedure to apply for the vacant seat. Leonardo Rodriguez informed the Commission of the sign that he would like to install at his business. The Commission informed him of the proper procedure to apply for Certificate of Appropriateness. PLANNING STAFF EVALUATION Reviewed by: Austin Brass, Senior Planner Site Visits Conducted: June 20 th , 2019 Recommendation: Building is non-historic and non-contributing. Commission should review structure for general compatibility with guidelines and consistency with construction of the original building. Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluation follow the relevant sections. Item 1. Replace a front façade window with an open garage door with glass Doors and Entrances (Page 18) Doors and often buildings central visual elements, so are particularly important features. Historic entrances and doors should be retained, visible, maintained, and if needed, repaired. Missing or severely deteriorated doors should be replaced with historically appropriate doors. Screen, storm, and security doors should note detract from the historic appearance of their building. Doors and Entrances (page 18) 1. Historic doors should be retained and maintained. 2. Primary entrances to commercial buildings should be universally accessible. If this is not possible, alternative entrances should be available, clearly marked, and maintained to the same standards as the primary entrance. 3. If historic doors do not allow for universal access, they should be retrofitted to provide it. 4. Deteriorated or damaged historic doors should be repaired using methods that allow them to retain their historic appearance and as much of their historic fabric as possible. Epoxy is helpful in strengthening and replacing deteriorated wood. 5. Owners are encouraged to replace missing or severely damaged historic doors with new doors that replicate the originals or other historic examples. 6. Clear-glass single-light painted wood doors with or without paneling are most appropriate for replacing primary doors in the district’s commercial buildings. The opening in secondary Page 3 of 3 entrances may be smaller or doors may be solid wood. Dark or bronze anodized metal, though less appropriate, may be substituted for wood. Analysis: The proposed replacement door on the front façade can be characterized as a redefined window area that will serve as a garage style door. Per the applicant’s submittal, the proposed door will mimic the existing garage window doors at the rear of the building. This proposed modern door can be best described as a contemporary design style that may not best reflect the overall historic vision of the district. The board should take into consideration that the building is a non –contributing structure, and has characteristics of a contemporary style design with consistency of construction of the original building. Repair existing cornices pieces. 1984/2007 Historic Properties Inventory Details 197. 164 – 166 West Main Street, Downtown Grocery and Godwin Hardware (circa 1900, contributing) This two-story brick building has upper two-part windows topped by quarry-faced ashlar banding and a neo-classical metal cornice with modillions topped by a molded brick parapet. See the application included as Attachment A for a description of each element. 1. Install exterior wood carved single sided sign with raised border and numbers. PLANNING STAFF EVALUATION: Reviewed by: Austin Brass, Senior Planner Site Visits Conducted: June 25 th , 2019 Recommendation: Approval Evaluation: Since the subject property/structure was initially developed as and remains a commercial structure, the requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. Signs (page 29) Signs are important elements in the historic and commercial character of the downtown business district, and historic signage should be retained and maintained. Signs are also important means of advertising and establishing business identities. 2. New signs should be of traditional materials such as finished wood, glass, copper, or bronze. 3. New signs should be installed in locations historically used for signs such as on awnings, on upper façade walls covering five percent or less of the wall surface, inside windows, or projecting from the building façade or elevation. Signs should not cover or obscure architectural features. 4. New signs should be properly proportioned relative to their buildings. 5. Letters should be eighteen or less inches high and should cover sixty percent or less of the total sign area. 6. Colors used in signs should be coordinated with their buildings. Three colors or less should be used per sign. Page 3 of 3 7. Mounting equipment should be anchored in mortar, not bricks or stones, and should avoid damaging the building. 8. Lighting sources for signs should be external and concealed. The exception is if historic or replica neon signs are used. Analysis: The petitioner intends to install a single sided 24 x 70 sign. Per the applicant’s submission, the sign will consist of a high density urethane sign and will be placed upon the front façade of the building stating “1905”. No details concerning any proposed lighting were provided by the applicant. Based on the presented details, the proposed sign meets the Commission’s design guidelines and recommend approval. Signs should not cover or obscure architectural features. Analysis: The proposed replacement of directional signs are located within a residential district as part of the Historic District. (1) One proposed 7 x 8 sign types “A”. will be located at the southeast section of the property. (3) Three 7 x 4 sign types “B” will be located nearest to the parking lot entrances facing S. Washington St, E 4 th St, and at the northeast corner of E 3 rd & Chestnut. (3) Three 5 x 3 sign types “C” will be located within the interior parking lot areas, with (2) 5 x 3 sign type “C” proposals along E. 3 rd St. (1) one 10 x 2 proposed sign type “D” will be a handicap parking identification sign, and (1) one 4 x 2 sign type “E” being placed within the public right-of-way along E 3 rd Street. The Commission shall note that any signage being replaced within the public right-of- way will require special approval from engineering. It is typical standard that signage of any type shall not be placed within the public right-of-way. Per this proposal, no sign will be higher than 7’, with the exception of the proposed handicap parking identification sign. Furthermore, as the church would be considered a “Legal nonconforming use” in an R-3 Zoning District, sign types are allowed to use sign types that are permissible in a business zoning district, however due to the nature of the signage placement, BZA approval would be required for any signage not setback at least 10’ from any property line. (b) Residential districts and trailer districts: Legal nonconforming uses and uses granted on appeal, other than home occupations, may use sign heights, types, and sizes stated in subsection (c) of this section or as otherwise approved by the Board of Zoning Adjustment. (f) One (1) freestanding sign shall be allowed for each public street directly bordering any parcel or lot. One (1) additional sign per street is allowed for each five hundred (500) feet of frontage, on that street, in continuous common ownership.
