First Street Review Status and History Submission Status: First submission for this address/building. Previous Approvals: None Conditions of Previous Approvals: None 1984/2007 Historic Properties Inventory Details 148 East First Street (circa 1850, circa 1930, and circa 1985, non-contributing) A cast-concrete block addition was made to the Southern elevation of the original one-room, frame, gable-roofed building circa 1930. More recently large lateral additions of brick and vinyl siding were added. (2007 Historic Properties Inventory) Proposed Alteration, Renovation or Addition The following changes have been requested by the applicant. See the application included as Attachment B for the owner’s description of each item. Item 1. Demolish all additions after circa 1850 to structure. Item 2. Move original circa 1850 structure to adjacent lot east of 150 East Frist Street. Page 2 of 3 PLANNING STAFF EVALUATION Reviewed by: Austin Brass, Senior Planner Site Visits Conducted: August, 2019 Recommendation: Commission should review structure for general compatibility with guidelines of demolition & moving buildings. Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluation follow the relevant sections. Item 1. Demolish all additions after circa 1850 to structure Demolition of buildings that contribute to the historic character of the district results in an irreversible loss to the physical fabric of the community. Demolition of such buildings is an outcome to be avoided. 1. Demolition is appropriate if the building does not contribute to the historic character of the district. 2. Applicants for demolition and the Historic Preservation Commission should explore possibilities for selling or reusing historic buildings, preferably onsite but also in other locations, as alternatives to demolition. 3. Demolition may be appropriate if the denial of the demolition will result in a demonstrable economic hardship on the owner. Staff Analysis (Item 1): Per the national registry of historical places inventory from 1984, 148 East First Street is a one-room, frame, gabled structure built as a servants house for the original dwelling that formally stood on the current site of the 1895 house at 150 Page 3 of 3 First Street. A Pre-cast concrete block addition was added to the south side c. 1930. The applicant has submitted as request to demolish any additions that were added to the structure after 1850. Likewise, any possible contributing factor of the original 1850 structure has been significantly altered with 20 th century additions that detract from the original structure. Demolishing these additions would add historical interest to the structure by bringing back the original footprint of the dwelling. Item 2. Move original circa 1850 structure to adjacent lot east of 150 East Frist Street Because much of a building’s historic significance results from its relationship with other buildings and landscape elements, moving buildings is a less desirable means of preservation than leaving them in place. 1. Moving a building from its historic location will be approved only if all other alternatives for preservation have been explored. Staff Analysis (Item 2): The applicant has requested to move the original 16 X 18 circa 1850 structure to an adjacent lot located east of 150 First Street. The proposed structure will bet setback 20’ from the front property line, and 18’ from both side lot line when placed on the lot. This building has a direct relationship with the general location as it once served as the servant’s house for a dwelling that has since been demolished and replaced by the current structure at 150 East First Street (c.1895). The Commission shall establish reason in following with the guideline described above in exploring all alternatives for moving the structure. ATTACHMENTS A. Application and attachments B.
