Members present were Vice-Chairman Gray Price, Mr. Will Barrett, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, Mr. Joel McCord and Mrs. Kate Musgrove. Members Absent: Chairman Thea Langley. Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the February 22, 2018 meeting. Ms. Kirkpatrick seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. Vice-Chair Price changed the order the agenda items were heard. New Business: Certificate of Appropriateness Alterations & Demolition 110 Bridge Street W. Daniel Hughes, Petitioner Elizabeth Ann Brown, petitioner’s representative, presented the request for redevelopment of the Daniel Pratt Gin Company buildings located at 110 Bridge Street. Details of the redevelopment are outlined in the “Dan Pratt/Continental Gin Property Redevelopment Prattville Architectural Review Board” attachment. Mr. Duke provided staff comments. He stated that the commission’s Design Review guidelines are based on the Secretary of the Interior’s Standards for Rehabilitation and those guidelines can be substituted for their Commercial Guidelines for purpose of this review. Vice-Chair Price opened the public hearing. There were no comments. The public hearing was closed. Vice-Chair Price opened discussion for the board. After no further discussion, the vote was called. Mrs. Davis introduced a resolution to approve the Certificate of Appropriateness to make alterations and demolition as submitted and moved for its approval. Ms. Musgrove seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness-Reconsideration Alterations-Replace/Repair windows, doors and missing cornices 164-166 West Main Street Randy Eckman, Petitioner Approved 4/26/18 Prattville Historic Preservation Commission March 22, 2018 Minutes Page 2 of 3 Randy Eckman, petitioner, presented the request for a Certificate of Appropriateness to make alterations to the structure located at 164-166 West Main Street. He stated that he is requesting to replace aluminum window and door framing with wood framing and wood doors; repair and replace the area above windows and behind the awning; replace old awning; repair and replace current upper level windows and frames and replace missing cornices. Mr. Duke provided the staff report. He stated that the structure is a contributing structure built in the 1900. He stated that the petitioner is requesting to make the following changes. 1. Demolition, and removal of existing dual, glass and aluminum storefronts. Replace with newly constructed storefront – wood framing, wood panels and glass. Repairs to area above existing storefront and behind existing awning. 2. Possible painting of previously unpainted brick facade. 3. Replacement of awning on front of building. 4. Repair or replace existing upper level windows and frames. 5. Repair existing cornices pieces. He stated that the request generally meets the guidelines. Mrs. Davis moved to separate the request into four parts for discussion. Ms. Musgrove seconded the motion. The motion passed unanimously. Item 1 - Demolition, and removal of existing dual, glass and aluminum storefronts. Replace with newly constructed storefront – wood framing, wood panels and glass. Repairs to area above existing storefront and behind existing awning. Mr. Duke stated that the drawings presented meets the requirements of the guidelines. Final construction drawings should be reviewed by the HPC. Mr. Eckman stated that he would like to explore restoring the transom window. Item 2 - Possible painting of previously unpainted brick facade. Mr. Duke stated that more detail should be provided by the petitioner. Mr. Eckman stated that he hopes he does not have to paint the bricks. Item 3 - Replacement of awning on front of building. Mr. Duke stated that a new awning similar to the existing unit is appropriate for this building. The style and color of the new awning was not presented with the application. Mr. Eckman stated that he would like to see if he could restore the transom window before using an awning/canopy. Item 4 - Repair or replace existing upper level windows and frames. Mr. Duke stated that the request generally meets the guidelines. He stated that replacement windows specifications should be presented for staff approval prior to selection or installation. Mr. Barrett stated that the presented drawings are a good concept, but would like to see more concrete plans. After discussion from the board, the vote was called. Item 1 - Demolition, and removal of existing dual, glass and aluminum storefronts. Replace with newly constructed storefront – wood framing, wood panels and glass. Repairs to area above existing storefront and behind existing awning. Approve contingent once reviewed by contractor on the scope of the possible changes required. Item 2 - Possible painting of previously unpainted brick facade. Deny approval at this time. Item 3 - Replacement of awning on front of building. Approve contingent if replacement is required, canopy must be approved prior to replacement. Item 4 - Repair or replace existing upper level windows and frames. Approve contingent if replacement is required, material must be approved prior to replacement. Ms. Davis seconded the motion. The motion to approve passed unanimously. Duke, City Planner RE: March 2018 Agenda Item 1803-02 On your agenda for the March 22, 2018 meeting is a request for a Certificate of Appropriateness for the redevelopment of the Daniel Pratt Gin Company buildings at 110 Bridge Street. The redevelopment/renovation project encompasses approximately 15 acres and involves masonry and steel structures from several time periods in Prattville history. The Gin Company site, along with the twin cotton mill buildings on the opposite side of Autauga Creek formed the core of Daniel Pratt Historic District as listed on the National Register in 1984. With the loss of the cotton mill buildings to fire in 2002, the Gin Company buildings and site have become the most important contributors to the local and national districts. The appropriate local review of these structures would require a significant amount of time and resources from the Historic Preservation Commission. Fortunately, the applicants have elected to apply for Federal Historic Preservation Tax Credits and Alabama Historic Preservation Tax Credits as a part of their project financing. In applying for and receiving the Federal credits, the applicant’s exterior, and some interior renovations, must be reviewed by the Alabama Historical Commission and the National Park Service for conformity to the Secretary of the Interior’s Standards for Rehabilitation. The applicant is granted approval in three parts. Part 1 is a discussion of the building’s significance and the renovation proposed project. Part 2 contains detailed March 21, 2018 Prattville Historic Preservation Commission Page 2 plans for the building renovation and rehabilitation. Part 3 approval is granted following implementation of the renovations approved in Part 2 and a final inspection by the National Park Service. The credits are not available until after Part 3 approval is granted. The Secretary’s standards are included with, and are generally the basis for, the Prattville Historic Commission’s design guidelines. Projects meeting the Secretary’s standards and National Park Service review meet the local standards for exterior renovations established by the Commission. LEDIC Realty Company and Daniel Hughes have provided their Part 2 submission and review as a part of their application for a Certificate of Appropriateness. Their Part 2 has been conditionally approved by the Park Service with outstanding questions regarding windows and interior renovations. It is my recommendation that the Prattville Historic Preservation Commission accept the National Park Service’s tax credit review and approval as sufficient evidence of compliance with the local design guidelines. LEDIC Realty and Mr. Hughes have been represented by Ms. Elizabeth Brown, former Alabama state historic preservation officer, in their presentations to the Alabama Historical Commission and the National Park Service. She will make the applicant’s presentation to the Commission on March 22 and be available to address any questions. I have prepared a resolution for the Commission’s consideration at the March 22 meeting. The resolution and the Secretary’s standards are included with this memorandum. Previous Approvals: November 2012 – approval for sign modification – install new copy over existing sign frame. Conditions of Previous Approvals: N/A 1984/2007 Historic Properties Inventory Details 197. 164 – 166 West Main Street, Downtown Grocery and Godwin Hardware (circa 1900, contributing) This two-story brick building has upper two-part windows topped by quarry-faced ashlar banding and a neo- classical metal cornice with modillions topped by a molded brick parapet. Proposed Alteration, Renovation or Addition The following alterations are proposed for the exterior of the building. See application included as Attachment A for a description of each element. 1. Demolition, and removal of existing dual, glass and aluminum storefronts. Replace with newly constructed storefront – wood framing, wood panels and glass. Repair or replace existing upper level windows and frames. 5. Repair existing cornices pieces. PLANNING STAFF EVALUATION Reviewed by: Joel T. Duke, AICP Site Visits Conducted: March 21, 2018 Recommendation:  Conditional approval of Item 1 – Replacement of storefront will require design and plans by licensed architect. Recommend approval of concept and secondary HPC review of final plans before issuing a building permit.  Delay of Item 2 until painting can be justified and a comprehensive paint scheme presented.  Conditional approval of Items 3, 4, and 5. Request staff review of material and methods prior to execution. Staff Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluation follow the relevant sections. Item 1 – 1. Demolition, and removal of existing dual, glass and aluminum storefronts. Replace with newly constructed storefront – wood framing, wood panels and glass. Repairs to area above existing storefront and behind existing awning. Storefronts (pages 32 and 33) 1. Historic storefronts and their component elements, such as display windows, bulkheads, transoms, doors, cornices, pillars, and pilasters, should be retained and maintained. 2. Historic storefronts and their component elements should remain visible. 3. Deteriorated or damaged storefronts or elements should be repaired so that the storefront retains its historic appearance. 4. Missing storefronts or elements should be replaced so that they replicate the historic storefront or other historic examples. The applicant is requesting to replace the existing storefront with a new storefront that replicates a historic commercial style. The existing aluminum and glass storefronts appear to have been added in the 1950’s or 1960’s. The proposed work will remove the existing divided front containing two doorways and display windows. The proposal Page 3 of 5 maintains the dual storefronts with doors centered on either side of the center column and display windows on each side. The Commission should consider the following: 1. The historic storefront has been altered since 1900. The proposed storefront is more traditional than the existing, and likely similar to, the original front. The Commission and applicant should attempt to locate images of the original storefront for comparison. 2. The proposed replacement will require plans prepared by a licensed architect. These final plans will provide more detail than the submitted drawings. The Commission should make any approval conditioned on an HPC review of the final construction drawings. 3. The applicant discusses repairing the area above the existing storefront with like material. Given the era of the building and other storefronts along W. Main Street, the covered area is likely masking the existing transom windows. The Commission should ask the applicant to consider restoration of the windows during the renovation. Item 2 – Paint previously un–painted brick on front facade. Prattville Historic District, Design Review Policy, Sections II. A. When Required and B. Exempt Activities. A. When Required Certificates of Appropriateness shall be obtained from the Historic Preservation Committee prior to beginning any of the following activities on properties within the Prattville Historic District: 5) Painting of any previously unpainted structure originally constructed for commercial purposes; B. Exempt Activities Certificates of Appropriateness from the Prattville Historic Preservation Committee shall not be required for the following activities: 3) Exterior paint colors, except are required in Section II A.5.; Portions of the brick exterior of the building have been painted in the past. Exterior paint colors are exempt from the Certificate of Appropriateness requirements. While exempt, the Commission should reserve the opportunity to review and approve the proposed painting and color scheme on the basis that not portions of the building currently remain unpainted and subject to review. Item 3 – Awning – front storefront. Awnings (pages 16 and 17) Page 4 of 5 1. Awnings with appropriate materials and colors may be added to buildings. 2. Awning installation should not damage the building or its architectural features. 3. Awnings should be constructed of canvas or acrylic or be vinyl coated. 4. Awning materials should have traditional patterns such as solid colors or stripes. Colors may vary but should complement the overall building color and be similar to accent storefront or window accent colors. Loud or garishly colored awnings are discouraged. 6. Awnings should be located above windows, doors, or storefronts or attached to porches. They should not hide architectural features. If applied to storefronts, they should stop short of overlapping the outermost structural piers. 7. An awning’s shape should mimic that of the opening to which it is attached. For rectangular openings, a shed form is appropriate. The use of bubble, concave, or convex forms is discouraged. A new awning similar to the existing unit is appropriate for this building. The style and color the new awning was not presented with the application. Item 4 – Repair or replace existing upper level windows and frames. Windows (page 34) 1. Historic windows should be retained and maintained. 2. Historic windows should remain visible and their openings transparent. 3. Deteriorated or damaged windows should be repaired so that the windows retain their historic appearances. Epoxy is helpful in strengthening and replacing deteriorated wood. 4. Missing windows or elements should be replaced so that they replicate the historic windows or other historic examples. 5. Replacement windows should be of wood to match the original. The use of vinyl or aluminum clad windows may also be appropriate if they match the original window. The Commission should ask for details on the proposed windows. Replacement windows specifications should be presented for staff approval prior to selection or installation. Page 5 of 5
