Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, Mrs. Kate Musgrove, and Mr. Larry Smith. Members absent: Mr. Will Barrett. Quorum present Also present were Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the September 28, 2017 meeting. Mr. Smith seconded the motion. The motion passed unanimously. Old Business: None New Business: Certificate of Appropriateness New Structure-Accessory structure 241 Doster Street Earl Irvine, Petitioner No petitioner or a representative was present to address the request for a Certificate of Appropriateness at 241 Doster Street. Mr. Duke stated that the recently installed fence was approved and permitted, but the accessory structure was not, and was placed prior to obtaining a permit from the city. Mrs. Davis moved to proceed with action without representation from the petitioner. Mr. Price seconded the motion. The motion to proceed passed unanimously. Mr. Duke provided the staff report for the Certificate of Appropriateness at 241 Doster Street. He stated that this is the second request for a Certificate of Appropriateness for this address. In February 2014, the previous owner was granted approval to replace the shed roof on the NW corner of the main structure. He stated that the structure is not a contributing historic structure. He stated that the proposed 12’ x 20’ pre- fabricated accessory structure is setback 5’ from the north and west property lines (rear/west corner of the lot). It is constructed of metal siding, one 12’ face houses a metal roll-up door and one 20’ face includes a door and two windows. He stated that page 50 of the residential guidelines addresses outbuildings. The proposal does not meet the requirements of Guideline 4 requiring that the building and roof forms be complementary and compatible with the main structure or Guideline 5 suggesting that the materials used should be compatible with the main structure. Chair Langley opened discussion for the board. Mr. Smith stated the proposal does not meet the guidelines. Chair Langley affirmed that the petitioner was aware of the District’s guidelines and permit requirements. After no further discussion, the vote was called. Mrs. Davis moved to deny the request because it did not meet the requirements of Outbuildings Guidelines 4 and 5; structure to be removed in 30 days. Ms. Musgrove seconded the motion. The motion passed unanimously. There were no public comments. Miscellaneous: Mr. Duke informed the HPC of the staff’s approval of a sign placement at 132 Tichnor Street. He stated that the new sign matched was previously there; it was keeping within the guidelines. Adjourn: With no further business, the meeting was adjourned at 4:48 p.m. Respectfully submitted, Alisa Morgan, Secretary Historic Preservation Commission CITY OF PRATTVILLE Historic Preservation Commission Planning Department Staff Report CERTIFICATE OF APPROPRIATENESS 241 Doster Street – CA1712-01 DATE December 5, 2017 PROPOSED DEVLOPMENT Petitioner: Earl Irvine Property Owner: Same as Petitioner Agent: N/A Location: 241 Doster Street Review Status and History Submission Status: Second request for a Certificate of Appropriateness for this address. Previous Approvals: CA1402-01, February 27, 2014 – Approved replacement of existing shed roof on the NW corner of the main structure. Conditions of Previous Approvals: No conditions. 1984/2007 Historic Properties Inventory Details 241 Doster Street is not listed in the assessment of historic structures completed for the 1984 National Register nomination or the 2007 inventory completed by Thomason and Associates. The wood frame structure is listed by the Autauga County Revenue Commissioner’s Office as being built in 1946 and remodeled in 2008. Proposed Alteration, Renovation or Addition The following changes have been requested by the applicant. See the application included as Attachment A for the owner’s description of each item. 1. Construct a new 12’ x 20’ (240 square foot) accessory structure setback 5’ from the north and west property lines (rear/west corner of the lot). Proposed structure is pre-fabricated and constructed of metal siding. One 12’ face houses a metal roll-up door and one 20’ face includes a door and two windows. Page 2 of 3 PLANNING STAFF EVALUATION Reviewed by: Joel T. Duke, AICP Site Visits Conducted: November 30, 2017 Recommendation: Items 1: Approval with modifications to structure or site to further screen the accessory building from Doster Street. Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. Item 1. Construct a new 12’ x 20’ (240 square foot) accessory structure setback 5’ from the north and west property lines (rear/west corner of the lot). Proposed structure is pre-fabricated and constructed of metal siding. One 12’ face houses a metal roll-up door and one 20’ face includes a door and two windows. Outbuildings (page 50) Outbuildings contribute to the historic and residential character of the district. Historic outbuildings should be retained and maintained. New outbuildings should use design, materials, and placement that support the district’s historic character. 2. New outbuildings should be smaller than the adjoining main building. 3. New outbuildings should be simple in appearance. 4. New outbuildings should use building and roof forms compatible to those used in the adjoining main building. 5. New outbuildings should use materials compatible to those used in the adjoining main buildings. Outbuildings that are not visible from public vantage points or have very limited visibility may use modern synthetic siding materials. Analysis: a. The proposed new/replacement garage meets Guidelines 2, and 3 for Outbuildings. b. It does not meet Guideline 4 requiring that the building and roof forms be complementary and compatible with the main structure. Page 3 of 3 c. The structure does not meet Guideline 5 suggesting that the materials used should be compatible with the main structure. d. Guideline 5 provides some relief from the standard if visibility of the structure is somewhat limited from the street frontage. Given the non- contributing status of the main structure, simple screening with fencing or landscaping may permit use of the proposed structure. Analysis: The applicant’s proposed structure was added to the site prior to obtaining a Certificate of Appropriateness or building permit. The present location on the site is visible from the street. While the applicant cannot easily alter the structure to meet Guidelines 4 and 5, it can be moved or otherwise screened from view. ATTACHMENTS A. Application and attachments B.
